Yemen: Violation of human rights in the port of al-Mokha, 200 houses destroyed by the airstrikes

The United Nations Human Rights Agency warned about violation of international humanitarian law and international human rights law over the past two weeks in the south wester port of al-Mokha. Even if it was impossible for UN Human Rights office field monitors to acces the area, credible reports indicate that civilians were caught in an intolerable situation. Probably 200 houses were damaged or completely destroyed by the airstrikes. The UN also estimates that around 12 million people are facing famine in the country and 3.3 million people are already malnourished.

Guterres denies that the UN is biased on Israeli-Palestinian issues

On monday U.N. Secretary-General Antonio Guterres said he believed former Palestinian prime minister Salam Fayyad was the right person to be the world body’s envoy to Libya after the United States raised objections to the choice. U.S. Ambassador to the United Nations Nikki Haley has expressed disappointment over Guterres’s choice, saying the United Nations had for too long been “unfairly biased in favour of the Palestinian Authority to the detriment of our allies in Israel”. “It is a loss for the Libyan peace process and for the Libyan people that I am not able to appoint him” Guterres said at the World Government Summit in Dubai. “I do not think there is any valid reason to avoid someone who is very competent to do a job that is extremely important” he said, adding that ending the Libyan conflict was in “everybody’s interest.” It is unclear whether the U.S. objection has ended Fayyad’s candidacy. Guterres declined to answer questions when approached by Reuters immediately after his comments. Guterres dismissed the accusation that the United Nations is biased on Israeli-Palestinian issues and said the body’s only loyalty was to its charter.

European complaints against DPRK missile launches

In the early morning of yesterday, the Democratic People’s Republic of Korea (DPRK) has launched a ballistic missile, another violation of multiple UN Security Council Resolutions, including Resolution 2321 adopted in November 2016.

The DPRK’s repeated disregard of its international obligations is provocative and unacceptable. The DPRK must halt all launches using ballistic missile technology and abandon once and for all its ballistic missile programmes in a complete, verifiable and irreversible manner, as required by the UN Security Council. We call on the DPRK not to raise tensions further and to re-engage in a credible and meaningful dialogue with the international community, in particular the Six-Party Talks“. That’s what the European Union External Action Service (EEAS) Spokeperson said, from Brussels.
The High Representative/Vice-President, Federica Mogherini will speak in the coming days to the Foreign Ministers of international partners to further discuss the international response.

DKPR’s behaviour continues to worry all the international community. Of course, Brussels seems to be so far from Pyongyang, but is a common opinion thet the nuclear tests and, generally speaking, the nuclear proliferation in the northern part of the Korean peninsula constitues a real danger for all countries.

Of course, the game hides some differents and complicated balances: first of all, the role of China, which missiles paradein facts is the only trade partner for the DKPR. Also Putin’s Russia aims to keep the remote control of the region and – despite of the Trump’s russia – fliendly policy – does not like very much the american “temporary” presence in South Korea… and also american missiles and army in the area. Anyway, the Kim’s last launch makes some doubts rise. It is not a secret that one of the Trump’s ideas for the region was to reduce the american military contingent in the peninsula. So, this launch could seriously put in danger all the plans and political efforts to reduce Uncle Sam’s troops.

According to some geopolitical studies, North Korea and South Korea will never fight – directly – one each other. This, because the goals for each contendant in a new war, beetween the two enemies, could cancel each other. The common opinion – extremely summing – is that the DKPR has a strong defensive asset and a very well-motivated army, that could easily face attacks from south also using old planes, cold-war subarines and very obsolete boats. The South Korean Army is well trained and equipped, with new systems, boats and submarines, but her weakness is in the leadership (some units are entirely directed by american officers in charge), in the ideological motivation and, of course, in the potential feeling of loneliness without a clear american guidance and support. And we all know the political scandal that recently hit the Southkorean political leadership. That’s why this missile launch, in an moment while academics started to speculate about a progressive and slow american withdrawal, change the scene of play. Of course, the launch is a muscles demonstrations, but its meaning seems to be changed.

From an european point of view, we can only wait the next days. For sure, since now, the EU has been supporting international efforts to promote peace, stability, denuclearisation and an improvement in the human rights situation in the Democratic People’s Republic of Korea.  Since 1998, the EU has been conducting regular political dialogue with the DPRK. The European Community established diplomatic relations in May 2001 and some EU countries have diplomatic relations with the DPRK.  As far as we can read on the official EU institutions’ websites and portals, the EU has been involved in providing assistance to some of the most vulnerable communities in the DPRK since 1195. Current activities are mainly oriented towards support for the agricultural sector and are financed under the Food Security Thematic Programme of the Development Cooperation Instrument.

UN Secretary Guterres: “Saudi’s stability is a model for the pursuit of change and growth”

During his first visit to Saudi Arabia, the UN Secretary General Guterres said “Saudi’s stability is a model for the pursuit of change and growth”. He also added that the cooperation between the Kingdom and the United States is key to fight terrorism. To what concern the humanitarian crisis in Yemen, Guterres expressed the necessity that yemeni parties don’t take advantage of humanitarian aid. On the other hand Saudi Arabia’s Foreign Minister Jubeir remembered the 70 agreements which the Kingdom made with Houthis and ex-President Saleh and that were never implement. Nevertheless the Kingdom will continue send humanitarian aid to Yemen.

Trump about the choice of Salam Fayyed as the new UN special envoy to Libya

BreakingNews @en di

The Trump administration in Washington has objected to the UN Secretary General Antonio Guterres’ choice of former Palestinian prime minister Salam Fayyed as the new UN special envoy to Libya on grounds that he is Palestinian. “For too long the UN has been unfairly biased in favour of the Palestinian Authority to the detriment of our allies in Israel,” complained Nikki Haley, the new US ambassador to the UN appointed by President Donald Trump. It is not clear if the objection will scupper Fayyad’s appointment. Fayyad would be Guterres’ personal representative but his appointment as Head of the United Nations Support Mission in Libya (UNSMIL) requires Security Council approval. The US could veto it. A spokesman for Guterres said today that choosing Fayyad was “solely based on Mr Fayyad’s recognised personal qualities and his competence for that position”.

Martin Kobler is to be replaced by former Palestinian Prime Minister Salam Fayyad

The UN Special envoy to Libya, Martin Kobler, is to be replaced by former Palestinian Prime Minister Salam Fayyad, in a decision by the new UN Secretary-General Antonio Guterres. In his final report to the Council yesterday, Kobler said: “The citizens of Libya deserve security and an end to the rampant crime and lawlessness.” While at times optimistic about Libya’s economic situation, he insisted corruption remained, health services were inadequate and poor financial management continued. The new special envoy, US-educated Salam Fayyad, was Palestinian finance minister from 2002 to 2005 and Palestinian prime minister from 2007 to 2013. His background is in finance, having previously worked for both the World Bank and the International Monetary Fund, and is regarded as having been a successful finance minister. Seen as both a conciliator and a pragmatist, he will, however, have his work cut out for him in trying to implement a Libyan Political Agreement that is widely seen as broken and unimplementable.

Iran’s Ambassador to the United Nations, Gholam Ali Khoshroo, stressed the necessity for the international community to help “cultural and military hegemony over the world”. Part of his full text:” What is happening today in many parts of the world, from the Occupied Palestinian territory, Yemen, Syria, Iraq and beyond all reflects our failure towards a more peaceful world. At the same time, what is at the core of the Culture of Peace is to have hope for the common future of humankind ” and “To see peace, it is imperative to give up on the mentality of intervention, as well as cultural and military hegemony over the world.”

BreakingNews @en di

Former United Nations Secretary-General Kofi Annan, seeking reconciliation among ethnic groups in fractious western Myanmar, urged the army on Tuesday to respect civilians’ rights as concerns rise about treatment of the Muslim Rohingya minority. Annan spoke after meeting with top officials and making a three-day trip to Rakhine state, where the army has been conducting aggressive sweeps since October, when unidentified armed men killed nine policemen manning posts along the border with Bangladesh.
