Egypt-allied Haftar met Al-Sarraj in Cairo, as part of initiatives aimed at resolving Libya's crisis

Egypt-allied Haftar and the head of the Presidential Council of the GNA, Fayez Al-Sarraj, met in Cairo earlier this week as part of a series of Tunisian-Algerian-Egyptian initiatives aimed at resolving Libya’s crisis. Although Sarraj and Haftar refused to meet face-to-face, they agreed to honor a plan to create a joint committee to negotiate reconciliation and elections by February 2018, despite lingering tensions. The discussions revolved around forming a mini-government that would have a unified military council headed by Haftar in cooperation with military officers from all across Libya. The initiative reportedly gathered support from Algeria, Tunisia and Egypt, three countries that have over the past months been involved in mediation efforts focused on launching a Libya-Libya dialogue for national reconciliation. Despite the combined pressure from Algeria, Tunisia and Egypt to resume peace talks, the political process is unlikely to move forward in the foreseeable future because on the one hand Haftar is convinced he doesn’t need a deal and the other side is very fragmented.

Guterres met El-Sisi to discuss cooperation between Egypt and the UN

UN Secretary General Antonio Guterres stated there is no alternative solution to the two-state solution in resolving the conflict between the Palestinians and Israelis. Guterres statement came during a joint press conference with Egypt’s Foreign Minister Sameh Shoukry in Cairo. Guterres met with President Abdel-Fattah El-Sisi Wednesday to discuss regional developments and cooperation between Egypt and the United Nations. On regional issues, the UN chief underlined the importance of carrying on with the Geneva track on ending the Syrian crisis, as well as providing a suitable atmosphere for reaching national reconciliation in Libya.

A statement from the Ministry of Foreign Affairs highlighted the importance of Egypt’s role in supporting the agreement by urging different Syrian parties to implement the ceasefire agreement. The statement also cited De Mistura who asserted Egypt’s leading role in the Arab world, especially after its membership in the UN Security Council. Egypt has supported the political solution in Syria several times; however, Egyptian President Abdel Fattah Al-Sisi, in an interview with a Portuguese TV channel, said that Egypt is siding with the Syrian Arab army, which is affiliated with Syrian president Bashar Al-Assad. However, Shoukry denied this statement several times last December, saying that Al-Sisi was not referring to the current Syrian government when he spoke of Egypt’s stance on Syria. Shoukry argued that Al-Sisi had been saying that national armies would be better in taking responsibility for fighting terrorism in their countries instead of relying on foreign intervention.

Egypt could launch an Arab rescue initiative based on a strategy to fight terrorism

President Michel Aoun on Monday started his first visit to Cairo since his election in October and held talks with his Egyptian counterpart Abdel Fattah al-Sisi. “Hopes of the role that Egypt could play are high. An Egypt of moderation and openness… could launch an Arab rescue initiative based on a strategy to fight terrorism,” Aoun said at a joint press conference. The two sides “agreed on the need to stand together against the dangers of terrorism,” Sisi said, adding that Egypt was ready “to support the capabilities of Lebanon’s army and its various security bodies”. On Tuesday, Aoun will visit Jordan at the invitation of Jordanian King Abdullah II.

Egypt signed an agreement with Russia to establish a nuclear power plant in Dabaa with a capacity of 4,800 MW at a price of $30bn. Russia will provide a governmental loan to Egypt worth $25bn. The commercial contract between Egypt and Russia to establish, supply, and operate the Dabaa plant includes four agreements: main establishment, fuel supply, technical support during operation, and establishing storage for consumer fuel.
