Egyptian President El-Sisi and Merkel stress joining efforts in facing terrorism and migrant crisis

Egyptian President Abdel-Fattah El-Sisi and German Chancellor Angela Merkel stressed cooperation between both countries in combating terrorism and irregular migration at their meeting in Cairo on Thursday. Merkel arrived in Cairo earlier in the day on a two-day visit to meet with President El-Sisi and other Egyptian top officials, her first visit to the country since 2007. During the meeting, Sisi and Merkel inaugurated via video conference the first phase of a project managed by the German power giant Siemens to build three new power plants in Egypt. El-Sisi said that the current turbulent situation in the region is not only a threat to the Middle East but also to Europe and the whole world.Merkel promised to provide Egypt with $250 million in support for its economic reform program.The German Chancellor described the reform program as courageous and praised Cairo’s commitment to honour the terms of the $12 billion loan extended by the International Monetary Fund to the country.Merkel also criticised countries which she said are involved in supporting terrorism in the region, expressing hope that Egyptian efforts to solve disputes in the region, especially in Libya, would see success.The German Chancellor also described the Egyptian-Tunisian-Algerian initiative – which aims at finding a solution to the Libyan conflict – as important and successful.

Armed forces kill six militants in air strikes inside North Sinai

Army units affiliated to the second field army launched a military sweeping operation on Tuesday in some regions in North Sinai that left six militants killed. The campaign targeted militants and other suspects who are involved in terrorising civilians in North Sinai’s cities. According to the statement that was released by the official spokesperson of the army, the Air Forces struck against four stationing points associated with militants; other forces also discovered and destroyed two tunnels inside the city of Rafah. “Army forces also managed to blow up a storage that contained motorbikes used by militants, as well as detonating four Improvised Explosive Devices (IED) that had been prepared to be used against army and police forces moving around North Sinai”, the army spokesperson’s statement read. Meanwhile, the continuous sweeping operations of the army inside the city of Al-Arish targeted areas used by the militants as stationing points and centres from where they launched their Attacks. The sweeping operation continued through a number of farms inside the city of Al-Arish that were regularly used as hiding places for militants, who are believed to be members of the IS affiliated group of ‘Sinai Province’. The operation resulted in the injury of an army officer and five other conscripts due to an IED explosion that targeted their armoured vehicle.

Egyptian President Abdel-Fattah El-Sisi said on Tuesday that he had rejected an earlier plan to evacuate North Sinai of its residents to better combat Jihadists in the area. “Forty months ago, I received a plan to evacuate the entire North Sinai region to combat terrorism. My answer was ‘no,’ let the people live their lives and we will act like a surgeon who uses his scalpel to extract the tumor without harming the rest of the body”, the president said on Tuesday at the Presidential Leadership Program for youth. El-Sisi’s comments come as dozens of Christians have fled North Sinai over the past few days over attacks against Copts in the governorate. El-Sisi asserts that these latest attacks aim at spreading the idea that the state is failing to protect “a primary element” of the Egyptian nation. Last week, the Islamic State militant group called on its supporters to attack Christians across the country in a video where it claimed responsibility for a deadly attack on a church in Cairo in December. Several days after the video was released, three Christians were murdered in El-Aris.

Egypt, Russia discuss boosting military cooperation in Cairo

Egypt’s Defence Minister Sedky Sobhi discussed with Russia’s Deputy Prime Minister Dmitry Rogozin means of bolstering military cooperation during talks in Cairo on Tuesday, Egypt’s army said in a statement. The two leaders looked at efforts to “boost cooperation…and exchanged views on the regional and international developments and effects on security and stability in the Middle East,” said the statement, published on the army’s official Facebook page. In October 2015, Egypt and Russia held military exercises on Egyptian soil for the first time. Egypt is in talks with Russia to resume flights to its popular Red Sea resort of Sharm El-Sheikh, over a year since the bombing of a Russian passenger jet that killed all 224 on board and prompted a suspension of air traffic. Egypt is struggling to revive tourism, a key source of hard currency, which has been hard hit since the 2011 uprising ushered in a period of political turmoil.

The ambassador stated that the Merkel and Al-Sisi will tackle economic, political, and security topics. “She will discuss the political and economic relations. On the German institutions based in Egypt, Luy said that this issue is considered one of the most important matters to be discussed during Merkel’s visit to Egypt”. He added that all German institutions in Egypt are government-sponsored, meaning they are organisations affiliated with the German government and are receiving funding from it.Regarding the security cooperation between Egypt and Germany, Luy stressed that his country is supporting Egypt in its war against terrorism. He added that the security cooperation will focus on exchanging intelligence information between both countries and will include cooperation to secure Egypt’s airports and borders.On whether or not the German government considers Muslim-Brotherhood-affiliated organisations located in Germany to be terrorist groups, Luy noted that his country is following specific measures through which it can classify whether an organisation is a terroristic one or not. “Through intensive monitoring operations German intelligence conducted against these organisations, it was evident that they showed no signs of promoting violence. The German government, as a result, is not able to classify the Muslim Brotherhood as a terrorist organisation”, he stressed. Germany is not the only European country to not declare Muslim-Brotherhood-affiliated organisations as terroristicRegarding the economic cooperation between both countries, Luy asserted that the power stations that the German company Siemens will establish in Egypt will cost $8bn Euros.

Following the unprecedented exodus of Coptic citizens from the North Sinai city of Al-Arish due to militants’ threats, the army official spokesperson said in a Facebook statement that forces managed on Monday to kill six militants and arrest 18 suspects in North Sinai in a sweeping operation. According to the statement, the operation targeted terrorists’ stationing points, which led to the discovery of two explosives-storages. “As a continuation to the armed efforts in eliminating terrorists’ stationing points, army forces located in North Sinai managed to kill six militants, arrest 18 suspects, discover two explosives’ storages, and destroy eight improvised explosive devices [IEDs]”, the statement read. Despite these efforts, the wave of violence and militant activity are on the rise. On Sunday, militants, who threatened to punish those who are not accompanied by a male relative, stopped a bus of female teachers in Rafah. The militants told the female teachers that not wearing a veil while going to their workplace and without the accompaniment of a male relative is considered a kind of apostasy. Meanwhile, other anonymous militants—believed to be members of Sinai Province—brought a civilian—suspected to be an informant for the army—to the village of El Hosynat, west of Rafah, and brutally killed him. Since February, seven Copts have been killed in Al-Arish, five of which have been shot and two have been burnt to death. In the latest incident, the corpses of two Coptic citizens have been found thrown behind a state-run language school. Last week, under the name of the “Islamic State in Egypt” and with the headline of “Fight All Infidels”, the IS-affiliated group released a new video, issuing fierce threats against the Coptic citizens of Egypt, accusing them of insulting Islam, and threatening to carry out more attacks against them.

US Secretary of State promises Egypt FM more aid for Cairo's counter-terrorism efforts

US Secretary of State Rex Tillerson promised more aid for Cairo’s counter-terrorism efforts and economic development plan during a meeting with Egyptian counterpart SamehShoukry in Washington on Monday, adding that the Washington considers Cairo a real partner in the Middle East. The two officials stressed during their meeting the special and strategic ties that have binded the two countries for decades, vowing more cooperation on all levels. Egyptian Foreign Ministry spokesman Ahmed Abu Zeid said that Shoukry updated his US counterpart on the latest economic and security developments in Egypt, as well as the country’s counter-terrorism efforts. The two ministers also discussed a range of regional issues, including the Syrian crisis, where Shoukry stressed the importance of reaching a political solution to the conflict in a way that preserves the country’s territorial integrity and national institutions and achieves the hopes of the Syrian people. Shoukry also spoke with Tillerson about Egypt’s political efforts to end the crisis in Libya in accordance with the UN-brokered Skhirat agreement of 2015. On the Palestinian-Israeli conflict, the Egyptian FM stressed the necessity of establishing a Palestinian state, pointing to Cairo’s efforts to return both sides to the negotiating table.
Shoukry will also discuss with US officials preparations for Egyptian President Abdel-Fattah El-Sisi’s upcoming visit to the US to meet with President Donald Trump, which will be the first meeting between an Egyptian and US president in years. The last official meeting in Washington of the countries’ two leaders was between former presidents Hosni Mubarak and George W. Bush in 2004.

Egypt’s Minister of Defence Sedki Sobhi met with the commander of US Central Command (CENTCOM) Joseph L Votel on Sunday to discuss military cooperation between the two countries.In an official statement on its Facebook page, the Egyptian army said the meeting, which took place in Cairo, tackled regional and international efforts to counter terrorism amid latest developments in the MENA region. The senior US commander also met with Egyptian Chief of Staff Lieutenant General Mahmoud Hegazy, the two discussing a number of issues of common interest, including strengthening cooperation in the military field and sharing expertise between the two armies. The meeting was attended by a number of military leaders, according to the army’s statement. “Egypt is one of our most important partners in the region,” General Votel was quoted as saying in the press release. Eni starts extraction of 200m cubic feet of gas per day from Zohr

The Italian company Eni aims to begin pumping 200m cubic feet of gas per day from the deep-water Zohr field in the Mediterranean by October, through a temporary ground gas processing station. A source at the Egyptian Natural Gas Holding Company (EGAS) told Daily News Egypt that Eni will rent a temporary station until it completes the establishment of the permanent treatment plant. He added that Eni is set to complete the first phase of the treatment plant with a capacity of 650m cubic feet of gas per day by the end of 2017. He noted that Eni completed the drilling of six wells in shorter time than expected and will be linked to the treatment facility by the end of 2017. The total investments in the Zohr field amounted to $12bn and are expected to reach $16bn throughout the life of the field. The estimated cost of drilling one well in Zohr field is around $100m.The Shorouk Concession Development Agreement stipulates that Eni sets aside 40% of the total value of gas produced to pay back foreign partner’s investments, including costs for research and development.

The Muslim Brotherhood are spreading lies through systematic campaigns that aim to turn global public opinion and human rights organisations against Egypt, Dar Al-Ifta – the state Islamic authority charged with issuing religious edicts – said in a Friday statement. Dar Al-Ifta’s statement is in response to an op-ed written by Muslim Brotherhood spokesman Gehad El-Haddad and published by The New York Times 22 February under the title, “I am a member in the Muslim Brotherhood, not a terrorist.” “We are not terrorists. The Muslim Brotherhood’s philosophy is inspired by an understanding of Islam that emphasises the values of social justice, equality and the rule of law”, El-Haddad wrote.
In December 2013, the Egyptian government designated the Muslim Brotherhood a terrorist organisation as the government blamed the group for a number of deadly attacks on security forces in the aftermath of the ouster of Islamist president Morsi in July of that year. In the last three years, many Brotherhood members have received various prison sentences on charges that range from breaking the protest law to incitement against the government and carrying out terrorist attacks.
