Italy’s ENI on fields of gas

The Italian energy company Eni SpA announced Sunday it has discovered a “supergiant” natural gas field off Egypt, describing it as the largest-ever found in the Mediterranean Sea. “Zohr is the largest gas discovery ever made in Egypt and in the Mediterranean Sea and could become one of the world’s largest natural gas finds,” Eni said in a statement. “The discovery, after its full development, will be able to ensure satisfying Egypt’s natural gas demand for decades.”

“Eni will immediately appraise the field with the aim of accelerating a fast-track development of the discovery,” the energy company said.

The discovery of potentially the world’s largest natural-gas field off the Egyptian coast will be an enormous alternative for Egypt and the Mediterranean in terms of energy stability. “It is close to the facilities so the time to market will be very good…that is part of our strategy to…continue to do our exploration in the mature area where we have a deep geographical knowledge and we can take advantage of our facilities and that will make the unit cost in terms of capital very positive” the CEO said.

State-backed Eni has market capitalization of around 54 billion euros and is the biggest foreign producer in Africa. It has operated in Egypt for more than 60 years through its Egyptian subsidiary IEOC and is one of the main energy producers in the country, with a daily output of 200,000 barrels of oil equivalent.

“The Egyptian government is very happy with this find,” ministry spokesman Hamdi Abdelaziz stated, adding that the gas would be extracted for domestic consumption only. “We hope to become self-sufficient by 2020,” he added. The egyptian government cannot yet place a monetary value on the discovery, he said.

In June, Italy’s ENI signed an energy exploration deal with Egypt’s oil ministry  following an memorandum of understanding signed in March during an investment conference, allowing the Italian major to explore in Sinai, the Gulf of Suez, the Mediterranean and areas in the Nile Delta.

ENI’s influence in diplomatic exchanges has always been of great relevance and the weight of this ultimate discovery will grow the italian presence in the area for sure.

This is the new orientation of the national military policy, inserted into a global relationship system, that on the one hand guarantees the support of operational and technological synergies, on the other hand requires efficient answers to the new challenges posed by the global geopolitical context.

While America formally asks us to confirm the commitment to contain the problem of Ukraine and to calm the relation with Russia, Europe entrusts us a leading role in resolving the crisis that closely threatens Mediterranean. This means that we must establish an “impartial” dialogue with Middle East countries, reinforce the basic relations with Egypt, resolve the Libyan issue, monitor the migration routes and take responsibility for the stability of the whole area. In this perspective, Italy must be a leader in ensuring the effectiveness of collective instruments such as the European Union and the Atlantic Alliance for the strengthening of the EU Common Security and Defence, promoting the sharing of resources between countries’ members, also in terms of fiscal incentives for military sector. According to the White Defense Paper’s directives, presented by the Minister Pinotti, Italy aims to prefer the multilateral partnerships to the bilateral ones, contrary to the past, in order to enhance the transatlantic bond thanks to the agreement between the European dimension of Defense and NATO.

After defining the euro-Atlantic and Mediterranean regions as priority areas of intervention, the presence of our soldiers in marginal operations has been considerably reduced. Of the more than thirty missions spread across all continents, therefore, remain in operational twenty-four, in the ONU, NATO and EU settings. Among these, strategic missions are MIBIL UNIFIL in Lebanon, intended to support the population and the country’s structure after the Syrian conflict; the Resolute Support in Afghanistan, consecutive to ISAF and focused on training Afghan militias; KFOR in Kosovo, which provides support to humanitarian organizations assisting refugees; the two European Union Training Missions in Mali, against local terrorist groups, and in Somalia, where Italy participates in the European strategy for the Horn of Africa security; the “Prima Parthica” operation in Iraq, in contrast to the ISIS, and finally the MIL operation in Libya, started after the civil war resulted in the fall of Gheddafi.

Yes to anti-terrorism legislation. The hard line of the Egyptian president to Sisi has gone on. Within the 54 measures passed, the most crucial are death penalty for those who founds or finances a terrorist group. And fines from 23,000 to 58,000 Euros to journalists who write wrong informations or different knowledge from government statements.

If Egypt wants to be back first partner in the political and trade relations with International Community, like about Suez Canal expansion, on the other hand al Sisi wants to show internal stability and capability to fight internal Jihadists group. This mood is bringing a hard repression not only against Islamists, but also against also political opponents and Egyptian press.

A crackdown began in June 2014, when current president al Sisi started his political mandate, and continued with Arab Springs protagonist repression. Many political opponents, not considered terrorists during Mubarak regime, are now considered criminals. As the death sentence to former President Morsi, to supreme leader Badie and leaders of the Muslim Brotherhood, of which the legal office filed an appeal on August 16.

This attempt to stabilize the country, with an eye to the West in view of a possible intervention of the United Nations and Italy in Libya, brings a regression in terms of fundamental rights. An attitude branded by some observers as illiberal and even more militaristic than the Mubarak regime. As reported by the Brookings Institution, data published in August by Egypt Center for Economic and Social Rights tell us that the terrorist attacks in Egypt have increased exponentially: from 2011 to June 2013 were 78; from July 2013 until May 2014, 1223 . And with tens of thousands of arrests for political reasons, at least 300 disappeared, murders of institutional positions and deterioration in Sinai, the issue is clear.

An ineffective and counterproductive policy which, as underlined by the Brookings Institute, could be a gift, from political and public points of view, Islamic State.

Libya: action plan is ready

The governments of Italy, Germany, Britain, France, Spain and the United States have appealed against Isis attacks in Sirte. Waiting for Tripoli choice, new action plan, led by Italy and under the aegis of Un aegis, has come to light: infrastructure protection and building, UN peacekeepers, training of army.

Libya: among possible agreement and endless immigration emergency

Libya: International Community is waiting Tripoli

After the agreement, International Community could decide on military operation. But Isis has published a video against Tobruk executive branch.

“This is a warning to Haftar and his companions, the atheists who gather in Parliament, we will not be tolerant, we will have pleasure to slit yours throats.” These are the words of jihadist Abu Yahya Al-Tunsi in a video posted (“Message of Sirte”) on internet by ISIS. The threats to the Tobruk government have arrived in crucial week for the formation of the national unity government because Tripoli will must decide if it wants to sign deal.

Last 1st August, Italian Foreign Minister Paolo Gentiloni Bernardino Leon and the UN mediator met Prime Minister Nuri Abusahmin Tripoli in Algeria. They tried to follow up Shikat agreement of two weeks ago, when all factions, except the government supported by the Muslim Brotherhood, agreed on Libyan national unity government. Despite many difficulties in the negotiations in recent months, Tripoli has continued to negotiate: so agreement could be not so far.

This deal is urgent for International Community, especially for the Eu. After institution of Libyan national unity government, an Un military mission could start. It could include Italy, France, Germany, Great Britain, Spain and the United States which, according to La Repubblica, would provide only logistical support to the operation.

Meanwhile, on August 3rd another video was broadcast on internet. It documents torture suffered by Al-Saadi Gaddafi, the Rais second son, in Tripoli prison. These bloody images bring the opening of an investigation by the Attorney General of Tripoli.

Iran, stop sanctions: geopolitical and economic effects

The Un resolution officially stops Teheran trade sanctions. “It’s the only chance to stop the nuclear program” the Us government said. While it’s an important commercial solution for Europe and Italy.

Immigration: 150,000 arrivals in 2015

More than 700 immigrants landed on the Sicily shores weekend are just the latest wake-up call to a crisis for Italy and Greece. The figures released by the International Organization for Migration (IOM), in cooperation with the Italian Ministry of the Interior, certify a tragic exodus which will grow in the coming months.

The arrival in Europe of 150,000 migrants is a substantial number, but cannot be described as “an invasion,” considering that Europe is home to over 500 million people, according to Soda. “Lebanon, a country of 4 million people, is hosting 1.5 million Syrian refugees and Turkey is hosting about 2 million”, Oim report said.

According to the survey, migrants arrived in Europe by sea in 2015 are more than 150,000: 74,000 and in Italy (around 7000 more than a year) and almost 76000 in Greece (six times more than 2014). “Over 1,900 migrants have lost their lives in the Mediterranean so far this year, over twice the number during the same period in 2014. Beyond Italy, the dinamic routes explaine the exponential growth of the immigration, especially Syrians and Iraqis, in Greece Islands: “One major difference has been a significant drop in the number of Syrian nationals arriving in Italy. (There were about 12,000 during the same period in 2014.) Syrians are now primarily using the Eastern Mediterranean route through Turkey and Greece. An estimated 22,582 Syrian nationals reached Greece between January and May 2015”.

Resuming on the Italian istance, Federico Soda, Director of the IOM Coordination Office for the Mediterranean in Rome, confirmed that immigration is an European issue: “Italy is affected by mixed migration flows, which require different operational responses. The country is experiencing the arrival of not only a significant number of asylum-seekers, but also a large proportion of job-seeking migrants. Irrespective of nationality, both types must be individually screened to determine their status. The boats transporting men, women, and children attempting to reach Europe also often carry vulnerable people, such as victims of trafficking and violence, unaccompanied children, and pregnant women”, he ended.

6000 landings during last weekend, homeless shelters are collapsing

About 6,000 migrants are rescued in the Mediterranean and arrived in Sicily in the first weekend of June. Thanks to satellite calls from dinghies, the italian Coast Guard was able to coordinate the many relief efforts. While Frontex, which made use of military boats of different European nationalities, run very well. Just as important were the aid provided by NGOs, such as MSF or Moas, which has rescued more than 2000 people.

Whereas the British newspaper The Guardian claims that at least 500,000 migrants will land on Italian shores by the end of 2015, despite the Italian and European authorities try to stop any alarmism, situation is dramatic.

Palermo and Trapani have received 860 and 548 people each one. These numbers are set to rise in the coming hours. If the rescue at sea have worked through cooperation at the European level of military vessels in the Mediterranean, mainly British, Irish, German and Swedish, places such as Caritas or shelters seem close to collapse.

“In Palermo there is no enough capable bridge structure. We are in an emergency especially in view of the number of people ready to leave Libya. It will be a summer of fire. We put the volunteers in the field and do not pull back,” he reported in La Repubblica Don Sergio Mattaliano, Director of Caritas of Palermo.

40 % of migrants, Syrians, Sudaneses and Eritreans, after initial reception, seeking money to leave for big cities like Rome, Milan, Turin or Bologna. Like in Greece, many of them have to plan to reach Germany, Sweden and Norway. Others, including a large part of minors, remain inside the shelters, only to be routed to other centers located throughout Italy.

Moas has also involved. It haven’t never rescued so many migrants like in these two last days: “This was the single largest back-to-back operation in which M.Y. Phoenix was involved. Within minutes of locating one overcrowded vessel, we spotted another and then another. This kept happening until we found ourselves involved in the rescue of five boats carrying more than 2,000 migrants (6400 since last August) between them”, Ret’d Lt Col. Ian Ruggier who was coordinating efforts on board M.Y. Phoenix said.

“Since proving our capabilities, we have received a huge amount of support from people all over the world who have refused to sit back and watch desperate people drown. Now, our effort also seems to have inspired a number of other organisations to offer their own vessels to the cause. This is a great example of civil society responding to a global problem. We are incredibly proud of what we’re witnessing”, MOAS founder Christopher Catrambone said.
