NATO opens Trident Juncture exercise to international observers

Observers from member nations of the Organization for Security and Co-operation in Europe (OSCE) and from other countries around the world have been invited to witness NATO’s biggest military exercise in over a decade, Trident Juncture 2015, which is currently taking place in Italy, Spain and Portugal.

“Trident Juncture shows the Alliance’s commitment to transparency and predictability on military activities,” said General Hans-Lothar Domröse, Commander of NATO’s Joint Force Command Brunssum, and of the exercise. “I welcome that several countries chose to send observers to Trident Juncture. This exercise is defensive in nature, the scenario and adversary are fictional. We hope that by inviting observers we can help to build trust and confidence.”

Trident Juncture 15, involving 36,000 troops from more than 30 nations, will certify next year’s NATO Response Force headquarters and the functions of the new very-high readiness Spearhead Force. Under the OSCE Vienna Document 2011, exercises must be notified to OSCE member states 42 days in advance if exceeding 9,000 troops, and observation is required starting at 13,000 troops. Allies respect these conditions.

Under the Vienna Document 2011, three separate Russian inspection teams arrived this week – one each in Italy, Portugal, and Spain. In each country, the teams were provided with briefings about Trident Juncture 15, and have inspected military activities being carried out as part of this exercise. The inspection in Italy took place between 26 and 28 October, and the inspections in Spain and Portugal are on-going between 27 and 29 October.

Also under Vienna Document 2011 rules, observers from Germany, Russia, Sweden, Switzerland, and the United States will visit Spain between 1 and 4 November, as this is where the largest concentrations of troops will be during the exercise. This observer programme of military activities was coordinated with Spain and NATO’s Conventional Arms Control Coordination Cell.

In the interest of promoting transparency, NATO has also decided to invite observers from eleven other nations to Trident Juncture 15: Algeria, Belarus, Brazil, Colombia, El Salvador, Mauritania, Mexico, Morocco, Serbia, Tunisia and the United Arab Emirates.

This is the new orientation of the national military policy, inserted into a global relationship system, that on the one hand guarantees the support of operational and technological synergies, on the other hand requires efficient answers to the new challenges posed by the global geopolitical context.

While America formally asks us to confirm the commitment to contain the problem of Ukraine and to calm the relation with Russia, Europe entrusts us a leading role in resolving the crisis that closely threatens Mediterranean. This means that we must establish an “impartial” dialogue with Middle East countries, reinforce the basic relations with Egypt, resolve the Libyan issue, monitor the migration routes and take responsibility for the stability of the whole area. In this perspective, Italy must be a leader in ensuring the effectiveness of collective instruments such as the European Union and the Atlantic Alliance for the strengthening of the EU Common Security and Defence, promoting the sharing of resources between countries’ members, also in terms of fiscal incentives for military sector. According to the White Defense Paper’s directives, presented by the Minister Pinotti, Italy aims to prefer the multilateral partnerships to the bilateral ones, contrary to the past, in order to enhance the transatlantic bond thanks to the agreement between the European dimension of Defense and NATO.

After defining the euro-Atlantic and Mediterranean regions as priority areas of intervention, the presence of our soldiers in marginal operations has been considerably reduced. Of the more than thirty missions spread across all continents, therefore, remain in operational twenty-four, in the ONU, NATO and EU settings. Among these, strategic missions are MIBIL UNIFIL in Lebanon, intended to support the population and the country’s structure after the Syrian conflict; the Resolute Support in Afghanistan, consecutive to ISAF and focused on training Afghan militias; KFOR in Kosovo, which provides support to humanitarian organizations assisting refugees; the two European Union Training Missions in Mali, against local terrorist groups, and in Somalia, where Italy participates in the European strategy for the Horn of Africa security; the “Prima Parthica” operation in Iraq, in contrast to the ISIS, and finally the MIL operation in Libya, started after the civil war resulted in the fall of Gheddafi.

Ukraine: failure of Minsk 2 is around the corner

With the help of summer, civil war in Eastern Ukraine has again become bloody. The approach of winter, with the gas issue, contribute to intensify violence. On August 3, three soldiers have died following clashes with separatists. At the same time, it’s been the failure of negotiations to establish a buffer zone between the contact groups of Minsk Protocol 2.

There are many signs of this escalation. Domestic, between the Ukrainians, calling for the deposition of the weapons to pro-Russian in exchange for concessions of autonomy in the Constitution, and separatists, determined not to give in and will participate in the legislative process.

NATO in strong solidarity with Turkey

NATO: The North Atlantic Council met today at Turkey’s request to hold consultations under Article 4 of the Washington Treaty, which states that “the parties will consult whenever, in the opinion of any of them, the territorial integrity, political independence, or security of any of the parties is threatened.”

Turkey requested the meeting in view of the seriousness of the situation after the recent terrorist attacks, and to inform Allies of the measures it is taking.

At its meeting today, the North Atlantic Council discussed the threats against Turkey.

“We strongly condemn the terrorist attacks against Turkey, and express our condolences to the Turkish government and the families of the victims in Suruç and other attacks against police and military officers” said NATO spokesman .

Terrorism poses a direct threat to the security of NATO countries and to international stability and prosperity. It is a global threat that knows no border, nationality, or religion – a challenge that the international community must fight and tackle together. Terrorism in all its forms and manifestations can never be tolerated or justified.

The security of the Alliance is indivisible, and we stand in strong solidarity with Turkey.

 

NATO answer to Turkey’s request for article 4 cosultation

The North Atlantic Council, which includes the ambassadors of all 28 NATO Allies, will meet on Tuesday 28 July, following a request by Turkey to hold consultations under article 4 of NATO’s founding Washington Treaty.
Under article 4 of the Treaty, any Ally can request consultations whenever, in the opinion of any of them, their territorial integrity, political independence or security is threatened.

Turkey requested the meeting in view of the seriousness of the situation after the heinous terrorist attacks in recent days, and also to inform Allies of the measures it is taking. NATO Allies follow developments very closely and stand in solidarity with Turkey.
