Abadi: Now is not the time for Kurdistan independence referendum.

Speaking to reporters in Baghdad, Abadi said the time is not ripe for a referendum, with ISIS on the doorstep, running parts of the country. Referring to comments by some Kurdish leaders who claimed holding a referendum does not mean the declaration of independence, Abadi said “Some say we will hold referendum, but we’re not going to implement it. Then what will you have to tell your people if you are to hold referendum and not implement it”. He reiterated Baghdad’s message to Erbil that “we frankly say, it will not be in the interest of the Kurdistan Region to hold a referendum at this time. I, as the prime minister, have to take the interests of my citizens into consideration. In my opinion holding referendum is not in their interest, but will create a set of problems for them. Being in a hurry in this subject is equal to a withdrawal from all the victories that have been achieved in the past”. He gave the short-lived Republic of Mahabad in Iranian Kurdistan which lasted less than a year as an example of a failure in the Kurdish movement in the region. The time was not right for the Republic of Mahabad, leading to its collapse. Abadi’s message to the Kurdistan Region was to not repeat the same experience. Commenting on the controversial flag issue in Kirkuk, Abadi said “Too much attention has been paid to the raising of the Kurdistan flag in Kirkuk. A solution to this subject has to be found. Our words with regards to this matter are clear. According to law, they do not have the right to hoist flags on the governmental buildings. Also, according to law, the Kirkuk governmental institutions are part of Iraq and the Iraqi government raises only the Iraqi flag”. Explaining a suggestion he sent to the Kurdistan Region authorities through a joint Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) delegation who visited Baghdad earlier this month, Abadi said “I suggested to them to take down the flags on the governmental buildings and put them on the political parties’ buildings instead. Then it becomes another subject, which I, as the prime minister, will not get involved in.”On the same question, he pointed out, “I talked to many politicians on the issue of the Kurdistan flag who were against it. But now they have done the job and cannot stand against it, believing that it is political rhetoric”.

 

Iraqi forces fight door-to-door in Mosul as battle enters seventh month.

Iraqi forces continued to fight door-to-door in the Old City of Mosul, as the U.S.-backed offensive to capture the Islamic State’s (ISIS) de facto capital in Iraq entered its seventh month. There were exchanges of gunfire and mortar inside the old city near the Grand al-Nuri Mosque, from where ISIS leader Abu Bakr al-Baghdadi declared a “caliphate” spanning parts of Iraq and Syria. “Operations are ongoing, thanks God. They [ISIS militants] carry attacks on our defensive lines, but each time we repel them and they run away, leaving bodies of their dead fighters behind. Minutes ago they launched an attack and we responded by shelling them with mortar rounds, killing two of them and their bodies were left in front of our defensive lines”, Colonel Hussein Lazim Zghayer said. The war between ISIS militants and Iraqi forces is taking a heavy toll on several hundred thousand civilians trapped inside the city, with severely malnourished babies reaching hospitals in government-held areas. About 400,000 civilians, or a quarter of Mosul’s pre-war population, are trapped in the Old City, according to United Nations’ figures.

Iraq negotiating for the import wheat and rice through direct contracts

Iraq’s Trade Ministry said on Sunday it was negotiating direct contracts for the import of rice and wheat after multiple failures to secure them through international tenders. Iraq had been struggling to import the grains for its food subsidy programme after introducing new payment and quality terms that kept traders away from its international tenders. The ministry said in a statement its Central Contracts Committee was about to sign a deal for jasmine rice from the Iraqi Vietnamese Company, but it did not mention the quantities agreed upon.It said it was negotiating to import wheat from several origins for its food rationing programme. “The Central Committee, after a failure of several tenders as a result of the new mechanisms for contracts, has begun to negotiate with large international companies to contract wheat”, the ministry said. Major global wheat and rice buyer Iraq had told suppliers earlier this year it would pay for its grains in instalments. Traders said they were informed by Iraq’s Grain Board that low oil prices and other financial factors were forcing the country to stagger payments. Iraq created a rationing program for flour, cooking oil, rice, sugar and baby milk formula in 1991 to combat U.N. economic sanctions.

Iran adheres to its commitments to OPEC: oil minister.

Most oil producers support an extension of output cuts by OPEC and non-OPEC countries, and Iran would also back such a move, Iranian oil minister Bijan Zanganeh said. Zanganeh stressed that most countries want OPEC’s decision to be extended. The market has been oversupplied since mid-2014, prompting members of the Organization of the Petroleum Exporting Countries and some non-OPEC producers to agree to cut output in the first six months of 2017. “Iran does not consider India’s decision as a threat”, he said about India’s decision to cut oil imports from Tehran in 2017/18 by a fifth. “India is one of our good costumers, but we cannot sign (a) contract under threat. India’s cut of oil imports from Iran will not cause any trouble to us as we have other buyers”, Zanganeh added. “Gas exports from Iran to Iraq are definite. The process of gas exports to Iraq may start at any time. There is a financial problem which will be solved soon”, Iranian oil minister also stressed.  “More than 50 mcm/d of gas will be exported to Iraq. On the other hand there is a little problem in exporting gas to Pakistan but our policies are clear”, Zanganeh said.

 

 

 

Iraqi troops gain control on strategic regions in western Mosul

The Iraqi army’s elite Counter-Terrorism Service (CTS) controlled on Sunday one of the biggest markets in Mosul, while Federal Police reached the boundaries of two districts in the western flank of the city, a security source has said. “CTS continued its advance in al-Tanak district, western Mosul and controlled al-Maash market, the biggest vegetables market in Nineveh province”, the source told Shafaq News. Meanwhile, “Federal Police controlled the Bab Ghaz yard in Sinjar, in west of Mosul, reaching to the boundaries of Zanjili and al-Borsa districts”. Lieutenant Colonel Rami al-Anbari, of Federal Police, said “the troops gained control on strategic buildings in regions of Bab al-Sarai, Ghazi street, Mahalat al-Badan, Mahalat al-Sheikh Mohamed in the Old City. Snipers were deployed on tops of the buildings”. “More than 30 Iraqi snipers were deployed across the borders of the Old City, in west of Mosul”, Anbari told Anadolu Agency, adding that it’s the first time that Federal Police deploys snipers during battles against the Islamic State militants since operations were first launched.

al-Abadi: Referendum cannot be held in Kirkuk

The Iraqi Prime Minister Hider al-Abadi said in his weekly press conference that the referendum cannot be held in Kirkuk, as the Islamic State terrorist group still occupy areas in the province and as thousands of civilians from the province are displaced. Al-Abadi called for dialogue and cooperation in order to resolve the disputed area issue. Adding that “Baghdad stands on an equal distance from all components of Kirkuk as part and parcel of the country”. Earlier this month, the provincial council of Kirkuk voted for a referendum on the province’s secession from Iraq and joining Kurdistan Region, the vote came after the council decided to raise Kurdistan flag in Kirkuk and its governmental buildings. Joint delegation from the two leading Kurdish parties of the Patriotic Union of Kurdistan and Kurdistan Democratic Party had visited the capital Baghdad to discuss holding a referendum as well for addressing the disputed areas issue.

New UNHCR camp opens as West Mosul displacement intensifies

The UN refugee agency, has opened a new camp in Hammam al-Alil to house thousands of newly-displaced Iraqis who continue to flee the military offensive in western Mosul. The first 500 families began arriving at Hammam al-Alil 2 camp today. Each household, depending on family size, will receive a tent and other basic items including blankets, mats, a cooker, solar light and kitchen set. To date, some 2,500 tents are ready, enough to shelter more than 15,000 individuals. A second phase of the camp is nearing completion and the site will have total capacity for up to 30,000 people. The site, including an adjacent government camp, is full and many families have moved to other camps and areas east of Mosul where there is more space. The new camp, Hammam al-Alil 2 will mean new arrivals can be hosted closer to their areas of origin.

Iraqi MPs move to impeach Kirkuk governor over Kurdish flag controversy

At least 100 Iraqi lawmakers have now signed a petition that calls for the parliament to impeach and possibly remove Kirkuk Governor Najmaldin Karim from his post after raising the Kurdish flag used by Iraqi Kurds in the contested province, several MPs have told Rudaw. The Turkmen and Arab provincial lawmakers have threatened to bring the case to the Supreme Court in Baghdad which is the highest judiciary office in Iraq and could reverse the decision. Turkmen lawmaker Niazi Miemaruglu said they plan to collect over 200 signatures in the Iraqi parliament in condemnation of the flag decision and impeachment of the embattled governor who has vowed not to lower the flag. high-ranking Kurdish delegation visited the Iraqi capital last week partly in a bid to reduce the ethnic tensions that could derail an anticipated referendum for Kurdish independence and possible integration of Kirkuk with the Kurdistan Region.

Western Mosul refugees numbers exceed 281,000

The number of people displaced from the western side of Mosul has reached up to 281,000 since operations were launched in February to retake that region from Islamic State militants, according to the Iraqi government. The Iraqi Ministry of Migration and Displacement said in a statement on Monday that the “Number of the displaced civilians from western Mosul went up to 281,630 persons, and those were distributed among the ministry camps in the south and east of the city”. “The ministry teams received today 6,855 displaced persons from the west of Nineveh. They were provided shelter at camps of al-Narkezliya, al-Jadaa, al-Haj Ali, al-Madraj, al-Khazer, Hassan Sham and Jamkour”, it added.The statement also indicated that “the ministry provided all essential needs of food and medical requirements at stores, in case more families were displaced from western Mosul”.

KRG envoy says: Europe has yet to officially show support for referendum

Kurdistan Regional Government (KRG) representative Dlawar Azhgayee told NRT European countries have supported a united Iraq. European officials during meetings and visits from their Kurdish counterparts have repeatedly said the issue is related to Kurds on whether to split from Iraq or hold a referendum, Azhgayee said. European countries will further support Kurds during independence due to the effect Kurds have had in the fight against the Islamic State (ISIS), according to the KRG envoy. Senior Kurdish officials have made calls for an independence referendum in the region to gauge people’s appetites for such a move, despite the number of crises currently affecting the KRG. KRG Prime Minister Nechirvan Barzani said on March 23 that a referendum on the independence of the Kurdistan Region was set to take place this year.
