The joint delegation met with Head of the Shia National Iraqi Alliance, Ammar al-Hakim, in Baghdad during a visit to the capital to meet Iraqi officials. Following the meeting, a delegation member, Adnan Mufti, told reporters that the delegation had discussed several issues between Baghdad and the Kurdistan Region with the Shia National Iraqi Alliance, and commented on talk around a possible upcoming referendum regarding the independence of Kurdistan. “A referendum doesn’t directly mean independence. It is the Kurdish will to express an opinion about it”, Mufti said. “We want to discuss with Iraq to resolve the issues and the ways are open. We think our meetings were positive and we will continue”, he added. A leader of the Shia National Iraqi Alliance, Ali Alaq, said they aren’t against the Kurdistan Region and they listened to views around activating Article 140 of the Iraq Constitution in order to maintain security in Kirkuk and other areas. The delegation visited Baghdad to meet with Iraqi President Fuad Masum, Iraqi Prime Minister Haider al-Abadi and Parliament Speaker Salim alJabouri and other leaders to resolve issues between both sides as well as issues that have cropped up due to recent developments in Kirkuk.

Islamic State executes civilians southwest of Kirkuk

Islamic State fighters have killed several civilians over collaboration with security troops, southwest of Kirkuk, a security source in the province. “The so-called head of the legislative court in al-Hawija district (55 KM southwest of Kirkuk) ordered hanging some civilians, who were detained by the militants few days ago over spying for the troops”, an anonymous source told BasNews on Thursday without giving details on the number of the victims. “The execution took place today at one of IS camps near Hawija”, the source said, adding that the bodies of the victims were not handed to their relatives. Hawija is a strategic town which has fallen into the hands of IS since mid-2014. Iraqi authorities postponed an operation to liberate the town last year, instead they moved onto central Mosul. The Iraqi government is expected to launch an offensive to retake IS-occupied areas in Kirkuk once it is done with eradicating IS from Mosul, the group’s biggest bastion in Iraq.

said the bombardment showed the “weakness” of the Turkish government, adding that “the cemeteries of martyrs are our red line. They will pay for this”. Turkey resumed the shelling of suspected PKK positions inside the Kurdistan Region in July 2015 after a two-year ceasefire between the Turkish military and the PKK came to an end. Turkish warplanes have continuously shelled the villages and areas in the Qandil Mountains in the Kurdistan Region. The bombardments have so far killed 12 civilians in the region and caused the evacuation of several villages. The three-decade long conflict between Turkey and the PKK – which demands the creation of an independent Kurdish state – has claimed more than 40,000 lives.

A policeman killed, another wounded in western Baghdad bomb blast

A policeman was killed and another one was wounded when an explosive device exploded in an area west of Baghdad. The bomb was planted on the side of a road in Rafoush area, west of the capital, and went off when the police patrol was passing by, according to the sources. The United Nations Assistance Mission in Iraq (UNAMI) has said that violence in the country lef 1115 casualties, excluding security members, during March. Baghdad was the second most affected province with 84 deaths and 246 injuries, according to the organization’s monthly casualty count. It excludes death toll among security members after Iraqi authorities had asked to get such information exclusively from security commands.

90 percent of displaced residents return back to eastern Mosul

Ninety percent of displaced residents have returned back to the eastern side of Mosul after return of the main services back to the city, Nineveh province declared. “Basic services like electricity, drinking water and schools returned back to normal in the city. Other services will be provided when funds are available for reconstruction of freed regions”, he added “Liberated buildings in west of Mosul will come into service, in case funds are allocated by the federal government and international donors”, Habbou said. More than 400,000 refugees were displaced by battles between Iraqi security forces and Islamic State militants in Mosul since security operations launched in October, according to Iraqi government and aid bodies. More than 200.000 were displaced from the west since offensives launched in February to retake that area.

Kirkuk Council votes against parliament decision to lower Kurdistan flag

Kirkuk Provincial Council members on Tuesday (April 4) voted overwhelmingly in opposition to the Iraqi Parliament’s decision to lower the Kurdistan flag over government buildings in Kirkuk. Kirkuk Council voted on Tuesday against an Iraqi Parliament decision that called on the council to remove the Kurdistan flag from flying over the governorate’s official premises. The council members also voted on holding a referendum on the issue of uniting the region with the Kurdistan Region. The Head of Kirkuk Provincial Council, Rebwar Talabani urged the Iraqi government to take the needed steps to conduct a referendum. A member of the council, Ahmed Askari, said that if the Iraqi government doesn’t implement a referendum, they will turn to the United Nations and the Kurdistan Regional Government (KRG). Within the scope of Article 140 of the Iraq Constitution, Kirkuk and certain other regions should be allowed to vote on whether to join autonomous Kurdistan, after steps have been taken to allow expelled Kurds to return, and a census has been conducted. The Kirkuk Council session came after a petition by council member, Ibrahim Khalil, collected 22 signatures backing the decision to vote on Kirkuk’s fate.

Kushner, along with the Chairman of the U.S. Military Joint Chiefs of Staff, Marine Corps General Joseph F. Dunford Jr., flew into Iraq  for a first-hand assessment of the battle against the Islamic State (ISIS) from U.S. commanders on the ground and to meet with Iraqi officials. The Iraqi premier’s office released a statement on Monday saying the offensive to liberate Mosul and the U.S. and the Coalition’s support for the Iraqi army was discussed. The U.S. delegation reaffirmed support for the Iraqi government in the fight against terror, the statement added. The delegation also met with Iraqi Defense Minister Erfan al-Hiyali in Baghdad and discussed the fight against ISIS militants in Iraq and the liberation of Mosul. The trip comes at a critical time for Kushner, who is making his first visit to Iraq, as Trump examines ways to accelerate a U.S.-led Coalition campaign that U.S. and Iraqi officials say has so far been largely successful in uprooting ISIS militants in Iraq and Syria. The visit appears to demonstrate the far-reaching portfolio of Kushner, 36, who is part of Trump’s innermost circle and who has been given a wide range of domestic and foreign policy responsibilities, including working on a Middle East peace deal.

Turkey’s Kurdish region,— Turkish President Tayyip Erdogan described himself as a “guardian of peace” on Saturday as he called on Kurds in Turkish Kurdistan to vote ‘yes’ in a referendum in two weeks time on reforms that would grant him sweeping new powers. Since July 2015, Turkey initiated a controversial military campaign against the PKK in the country’s southeastern Kurdish region after Ankara ended a two-year ceasefire agreement. Since the beginning of the campaign, Ankara has imposed several round-the-clock curfews, preventing civilians from fleeing regions where the military operations are being conducted.

Iraqi parliament bans Kurdistan flag in Kirkuk

Iraq’s parliament has rejected a decision to raise the Kurdish flag used by Kurdistan Region alongside the Iraqi flag on public buildings and institutions in Kirkuk city. Iraqi MPs voted in favour of displaying only the Iraqi flag on Kirkuk’s buildings on Saturday, in a session attended by 186 members of the 328-seat parliament. Arez Abdullah, a Kurdish member of the parliament said that almost all the Iraqi MPs except for the Kurds voted in favor of a motion which rejects the Tuesday’s vote by the local government in Kirkuk to raise the flag over the state institutions.
