OSCE wants a system of investigation into incidents and ceasefire violations

The OSCE is working to establish system of investigation into incidents and ceasefire violations in the Nagorno-Karabakh conflict zone, OSCE Secretary General Lamberto Zannier said during a media conference in Hamburg Dec. 9. The 23rd OSCE Ministerial Council kicked off on Dec. 8 in Hamburg, Germany. Azerbaijan’s Foreign Minister Elmar Mammadyarov is also attending the meeting. The two-day meeting will focus on the activities carried out during Germany’s chairmanship, as well as the existing conflicts in the OSCE area including the Armenia-Azerbaijan Nagorno-Karabakh conflict. It was impossible to organize the 3+2 meeting (three co-chairs of the OSCE MG plus Azerbaijani and Armenian foreign ministers) due to Armenia’s destructive policy and its efforts aimed at avoiding the talks, Hajiyev added.

Nagorno-Karabakh conflict: 3+2 format meeting still up to discussion

Possibility of holding a 3+2 format meeting – three OSCE Minsk Group co-chairs, plus Azerbaijani and Armenian FMs – on Nagorno-Karabakh conflict in Hamburg was discussed but there is still no final agreement, said the Russian Foreign Ministry Spokeswoman Maria Zakharova during a briefing Dec. 7. Azerbaijani Foreign Minister Elmar Mammadyarov has earlier said that Yerevan had not yet responded to the France’s proposal to hold the 3+2 format meeting in Hamburg. Mammadyarov noted that Baku supports France’s proposal to hold the 3+2 format meeting on the Nagorno-Karabakh conflict in Hamburg.

Azerbaijan’s central bank could revise interest rates next year if needed to preserve macroeconomic stability, the bank’s governor, Elman Rustamov, said on Tuesday. “In 2017, in connection with the need to achieve our objective of macroeconomic stability and banking sector liquidity, the central bank of Azerbaijan will increase the scale of operations to sterilise the money supply, (and) if necessary, interest rates will be revised,” he said.

The Azerbaijani government has increased the parameters of the country’s state budget for 2017, Samir Sharifov, Azerbaijani Finance Minister, said. Sharifov made the remarks at a plenary session of the Azerbaijani Parliament in Baku on December 6 in discussions of the 2017 budget package. He added that the budget revenues are projected at 16,255 million manats, and expenditures at 16,900 million manats and Revenues of the 2017 consolidated budget are projected at 20,020 million manats, and expenditures at 21,267 million manats. 

Pakistan’s Commerce Minister has been received by President of Azerbaijan

President of the Republic of Azerbaijan Ilham Aliyev has received Commerce Minister of the Islamic Republic of Pakistan Khurram Dastgir Khan. Recalling with pleasure President of the Islamic Republic of Pakistan Mamnoon Hussain’s and Prime Minister Muhammad Nawaz Sharif’s visits to Azerbaijan, the head of state hailed these visits as successful and fruitful. He noted the importance of these visits in terms of strengthening current brotherly relations between the two countries. President Aliyev also underlined a good opportunity for the two countries’ relevant Ministries to hold practical meetings in order to develop bilateral trade, investment making, and identify business opportunities.

After the agreement on simplification of visa regime with the EU is successfully implemented, Azerbaijan will request an action plan for a visa-free regime with Europe, Azerbaijan’s Deputy Foreign Minister Mahmud Mammad-Guliyev told Trend. He said that Azerbaijan and the EU are successfully implementing the agreement on simplification of the visa regime. Agreement on simplification of the visa regime between EU and Azerbaijan entered into force Sept. 1, 2014. Mammad-Guliyev went on to add that the Brexit won’t affect future negotiations between the EU and Azerbaijan on a new strategic agreement.

Online defamation of the President is now punishable by imprisonment in Azerbaijan

Azerbaijan’s Parliament on Wednesday made online defamation of the President a criminal offence punishable by imprisonment. Azerbaijan criminalized defamation over the internet three years ago, meaning many people now use aliases and covert accounts, but the existing law made no separate mention of the President. Parliament on Wednesday passed amendments imposing fines of up to 1,500 manats ($860) and prison terms of up to three years for defamation of the President committed online, including comments which are made under fake names and accounts.

There’s a new macroeconomic situation in Azerbaijan

The ongoing global economic crisis, the sharp decline in oil prices since 2014, and other external factors have eventually contributed to the creation of a qualitatively new macroeconomic situation in Azerbaijan, said Azerbaijani Finance Minister Samir Sharifov. Sharifov made the remarks during a discussion on the country’s draft state budget and the concept of socio-economic development for 2017 and the next three years in Baku on Nov. 30. The Minister also stressed that the macroeconomic stability remains the main objective and the state budget compression will continue. “The new economic changes, realities as well as strategic challenges faced by Azerbaijan were taken into account in the draft state budget for 2017,” he said. Moreover, certain financial provision was created in the state budget to continue the social-oriented policy, Sharifov added.

Azerbaijan and South Africa on the issues of development of bilateral cooperation

Addressing a press conference Nov. 29 in Baku, Azerbaijan’s Foreign Minister Elmar Mammadyarov said that he discussed the issues of development of bilateral cooperation between Azerbaijan and South Africa during his meeting with Maite Nkoana-Mashabane, South African Minister of International Relations and Cooperation. The two countries are actively supporting each other on international arena, noted Mammadyarov. He added that the two sides discussed a number of issues related to the cooperation in the tax, financial, defense and energy sphere.

Hamburg meeting will be attended by the FMs if the OSCE Minsk Group co-chairing countries

The Foreign Ministers of the OSCE Minsk Group co-chairing countries will take part in a “3+2” format meeting on the Armenia-Azerbaijan Nagorno-Karabakh conflict, which will be held in the framework of the OSCE Ministerial Council in Hamburg on December 9, said Azerbaijan’s Foreign Minister Elmar Mammadyarov. Mammadyarov made the remarks at a joint press conference with South African Minister of International Relations and Cooperation Maite Nkoana-Mashabane in Baku Nov. 29. He recalled that Azerbaijan had accepted the proposal of France for a meeting of Foreign Ministers in the format of “3 + 2” on the sidelines of the OSCE Ministerial Council in Hamburg on December 9.   “I don’t think the replacement of the co-chairs is going to change something. The new French co-chair (Stéphane Visconti) is an experienced diplomat who is familiar with the region,” he said commenting on the replacement of the US and French co-chairs of the Minsk Group.
