Simulated war, French Army acquires a global license for SWORD

Automated war game simulating battles, but with realistic applications. It’s the case of SWORD, the flagship constructive simulation software created by MASA, an innovative company leader in the field of artificial intelligence, which global license has been acquired by French Army. SWORD enables simulated units to act large-scale exercises in the most realistic way possible, while minimizing the combined operating costs and animation effort.

Preparing military staff for action is made much more efficient by training in a realistic operational environment, with joint forces and allies, in a variety of different battlefield scenarios. It means an immediate solution to SOULT (the simulation program for Combined Forces and Ground Logistics Units’ Operations), for the operational preparation of Combined Forces at division, brigade, and battle group command posts. According to Colonel Philippe Dutroncy, (Network Operations Development Service, Land Forces Command), «SOULT will allow the French Army to achieve the following objectives: systematize simulation training as a way to prepare for a wide number of operational engagements, streamline simulation tools deployed in the forces and at training centers, continue expanding the use of simulation for capability preparation or for support on operations.

The flexibility of employment and evolution of SWORD effectively allows us to foresee its use in all types of operational preparation for command posts, but also in training specialist areas (Engineering, Intelligence, Logistics, or CBRN – Chemical, Biological, Radiological, Nuclear), the testing of future military doctrines, the preparation of operations, and for post-operation analysis and conclusions». The military deployment of SWORD is the culmination of a process that responds optimally to the needs expressed by the Armed Forces, which fragmentation has made it necessary to have flexible training tools that let us work effectively with reduced staff numbers and simulate a large variety of situations. The Centre of  Expertise for Information validation and SIMulation (CEISIM), which oversees simulation and digitalization within the French Armed Forces,  will now be tasked to manage the deployment of SOULT and its assimilation by the Army.

Colonel Claude Chary, Commander of CEISIM, adds: «The testing of SWORD, led in conjunction with the military engineering school, conforms perfectly with our policy of deploying simulation solutions whose purpose is to support the decentralized operational preparation of Land Forces. Compatible with the interoperability framework of the French Land Forces, SOULT connects seamlessly with current and future operational information and communication systems».

Italy’s ENI on fields of gas

The Italian energy company Eni SpA announced Sunday it has discovered a “supergiant” natural gas field off Egypt, describing it as the largest-ever found in the Mediterranean Sea. “Zohr is the largest gas discovery ever made in Egypt and in the Mediterranean Sea and could become one of the world’s largest natural gas finds,” Eni said in a statement. “The discovery, after its full development, will be able to ensure satisfying Egypt’s natural gas demand for decades.”

“Eni will immediately appraise the field with the aim of accelerating a fast-track development of the discovery,” the energy company said.

The discovery of potentially the world’s largest natural-gas field off the Egyptian coast will be an enormous alternative for Egypt and the Mediterranean in terms of energy stability. “It is close to the facilities so the time to market will be very good…that is part of our strategy to…continue to do our exploration in the mature area where we have a deep geographical knowledge and we can take advantage of our facilities and that will make the unit cost in terms of capital very positive” the CEO said.

State-backed Eni has market capitalization of around 54 billion euros and is the biggest foreign producer in Africa. It has operated in Egypt for more than 60 years through its Egyptian subsidiary IEOC and is one of the main energy producers in the country, with a daily output of 200,000 barrels of oil equivalent.

“The Egyptian government is very happy with this find,” ministry spokesman Hamdi Abdelaziz stated, adding that the gas would be extracted for domestic consumption only. “We hope to become self-sufficient by 2020,” he added. The egyptian government cannot yet place a monetary value on the discovery, he said.

In June, Italy’s ENI signed an energy exploration deal with Egypt’s oil ministry  following an memorandum of understanding signed in March during an investment conference, allowing the Italian major to explore in Sinai, the Gulf of Suez, the Mediterranean and areas in the Nile Delta.

ENI’s influence in diplomatic exchanges has always been of great relevance and the weight of this ultimate discovery will grow the italian presence in the area for sure.

 

Ukraine, Kiev, at least one dead and 90 injured

Belarus: Lukashenko’s two faces

Released six political opponents a few months before elections. Lukashenko tries a timid rapprochement towards Brussels, but, fearing a repetition of Maidan, he has reinforced military alliance with Moscow.

President of Belarus Alexander Lukashenko has declared release of six political opponents, including Mykalai Statkevich, presidential candidate in 2010: “I did not think that Lukashenko would have had the courage to break free me before the election (on November 20, ed) – Statklevick said-. Maybe government has not more money to the prison. Now the situation is optimum for them. The opposition is in a stalemate. It can not disrupt the consultation and is not able to support even its own candidate. That’s why they let me go. ”

In addition to the charges about the difficult economic situation, these six opponents, as well as many activists, have always accused Lukashenkoto be too pro-Russia and to be too far from European Union.

The news was welcomed as “a big step forward,” EU High Representative Federica Mogherini affirmed. This is the new orientation of the national military policy, inserted into a global relationship system, that on the one hand guarantees the support of operational and technological synergies, on the other hand requires efficient answers to the new challenges posed by the global geopolitical context.

While America formally asks us to confirm the commitment to contain the problem of Ukraine and to calm the relation with Russia, Europe entrusts us a leading role in resolving the crisis that closely threatens Mediterranean. This means that we must establish an “impartial” dialogue with Middle East countries, reinforce the basic relations with Egypt, resolve the Libyan issue, monitor the migration routes and take responsibility for the stability of the whole area. In this perspective, Italy must be a leader in ensuring the effectiveness of collective instruments such as the European Union and the Atlantic Alliance for the strengthening of the EU Common Security and Defence, promoting the sharing of resources between countries’ members, also in terms of fiscal incentives for military sector. According to the White Defense Paper’s directives, presented by the Minister Pinotti, Italy aims to prefer the multilateral partnerships to the bilateral ones, contrary to the past, in order to enhance the transatlantic bond thanks to the agreement between the European dimension of Defense and NATO.

After defining the euro-Atlantic and Mediterranean regions as priority areas of intervention, the presence of our soldiers in marginal operations has been considerably reduced. Of the more than thirty missions spread across all continents, therefore, remain in operational twenty-four, in the ONU, NATO and EU settings. Among these, strategic missions are MIBIL UNIFIL in Lebanon, intended to support the population and the country’s structure after the Syrian conflict; the Resolute Support in Afghanistan, consecutive to ISAF and focused on training Afghan militias; KFOR in Kosovo, which provides support to humanitarian organizations assisting refugees; the two European Union Training Missions in Mali, against local terrorist groups, and in Somalia, where Italy participates in the European strategy for the Horn of Africa security; the “Prima Parthica” operation in Iraq, in contrast to the ISIS, and finally the MIL operation in Libya, started after the civil war resulted in the fall of Gheddafi.

Libya: action plan is ready

The governments of Italy, Germany, Britain, France, Spain and the United States have appealed against Isis attacks in Sirte. EU Parlament focused on culture developement

Culture’s role in development policy will be the key focus for the six coming months, ministers for culture Maggy Nagel and education and research Claude Meisch told the Culture and Education Committee on Tuesday. Completing the digital single market is another of the Luxembourg ministers’ priorities. Concerning education, priority will be given to integrating national education systems, lowering the dropout rate and promoting an active civic engagement of young people, to prevent marginalization and youth radicalization.

Reformed mechanism to settle investor -state disputes,

Putting forward a reformed mechanism to settle investor -state disputes, in line with the resolution approved by Parliament on 8 July, will be a Presidency priority in talks with the US on the Transatlantic Trade and Investment Partnership (TTIP), foreign and European affairs minister Jean Asselborn told the International Trade Committee on Tuesday. Mr Asselborn, also promised Trade MEPs that the agreement already concluded with Canada (CETA) will not reintroduce the “old ISDS” via the back door and reported that talks were already under way between Canada and EU member state ministers on ways to include courts, judges, public hearings and appellate system in the mechanism.
Concluding a trade deal with Vietnam, more progress with Japan, launching trade talks with Tunisia and re-launching those with India were also on his “to do” list.

Hungary and that mournful fence

The hungarian government is building on Hungary-Serbia border a 4 m high and 175 km long fence in order to keep away the mounting influx of asylum-seekers, best known as “livelihood immigrants”. Hungarian institutions are running an obstinate and unfriendly policy on immigration issue. This provocative and hostile way of facing the situation reflects its pressure by changing asylum rules quite often recently. Billboards on Hungarian highways and buildings carry messages reading, “If you come to Hungary, you must respect our laws,” or “If you come to Hungary, do not take Hungarians’ jobs!” and so on. Are this slogans printed in arabic? Of course they aren’t: they’re printed in hungarian only, which cleares the meaning of what the government is expecting to achieve by hungarian locals.

Thus, immigrants, asylum seekers wich enter in hungarian territory from the Balkans, should expect to face the rejection of their requests in Hungary. The government has actually introduced a number of restrictive amendments which would expand the scope of “asylum detention”, accelerate asylum procedures so that a final decision could be taken within a few days, and limit the possibility to appeal. The regulation deprives virtually all applicants of individual assessment and fair procedure and thus puts tens of thousands at risk. As Amnesty International points out, Hunagry, definitely, dodges its obligations under national and international law to assist asylum-seekers.

Hungarian’s 175 km long border with Serbia facilitates human smuggling via land routes from the south and an enormous pressure on its reception infrastructure (financed by and large by EU funds). With 42, 000 applicants registered last year, Hungary was the recipient of the second largest amount of asylum claims per capita. So far this year the influx has already surpassed 80, 000, a number that rockets the country to the top of the EU list. And whereas in 2014 almost half of all irregular migrants came from Kosovo, around 80 per cent of this year’s migrants flee from war-torn countries like Syria, Iraq and Afghanistan.

On May 19, Prime Minister, Victor Orban, roared his disappointment on EU’s allegedly permissive refugee policies, calling the Commission’s quota plan “idiotic and falsely”, by “depriving Hungary of the right to protect its national borders”. As a result, the European Council proclaimed the country a special case and the subsequent Justice and Home Affairs council in July accepted that Hungary – as the one and only member state – does not take part in any one of the EU’s newly established relocation and resettlement mechanisms.

A large scale public campaign, the “National Consultation on Migration and Terrorism” was launched and sent to 8 million Hungarians. Two notions, “migration” and “terrorism” arranged to create a dangerous, a hate-policy combine, supported by the idea of migrants that are grabing huangarian’s jobs. UN High Commission for Human Rights and the Council of Europe expressed grave concerns about the far right populist trend in the Hungarian immigration debate.

Now, for truth sake, asylum seekers in Hungary, quite the 80 per cent of them, consider to leave the country once they receive an affermative response. Durin 2014, only 9 per cent of all cases were concluded by granting refugee status or subsidiary protection. (For comparison it was 35 per cent in the UK and 40 in Germany). Thus, what for is all this yelling about? Is this just some clear, and poor demagogic propaganda? Is Orban trying to gain some easy achievement using immigration emergency all across european countries?
What’s left to be said? Memory worths it all: hungarian revolution in 1956 created a wave of 200,000 immigrants who gained the respect, the solidarity and the welcome of other countries and people from all over the world. Ironic that in the country that helped bring about the fall of the Berlin Wall by removing its western barriers along the Austrian border in 1989, the idea of this outrageous fence is highly divisive and a symbol of rising worries across Europe about the country’s political future.
