Turkey’s state of emergency could be lifted before the referendum

Prime Minister Binali Yıldrım has signaled that Turkey’s state of emergency could be lifted before the country votes in a potential referendum on a new charter, while Deputy PM Numan Kurtulmuş also said the government wanted to see it lifted soon. Yıldırım told daily Hürriyet that his government would not permit any situation in which people could argue that “a referendum took place under a state of emergency,” suggesting that emergency rule, which was imposed after the July 15 coup attempt, would be lifted before a potential vote.

Hawala money laundering ring dismantled by Europol

On 21 November 2016, a joint investigation team (JIT) consisting of investigators and judicial authorities from France, Belgium and the Netherlands, took action against a money laundering ring whose members were active in Western Europe and Morocco.

The action day, supported on-the-spot by Europol experts, was conducted by over 450 police officers simultaneously in France (Gendarmerie Nationale), Belgium (Police Judiciaire Fédérale) and the Netherlands (Nationale Politie) and resulted in the arrest of 36 suspects.

The JIT members had been investigating since 2015 into the activities of this complex structure involved in laundering to Morocco the proceeds from drugs trafficking in Europe, with a total amount of funds already laundered estimated at over EUR 300 million.

The criminals’ modus operandi involved the use of cash couriers traveling by car who would pick up the proceeds from drug trafficking throughout Western Europe (collection rate of over EUR 1 million per month) and transport them to Belgium and the Netherlands. The cash was there laundered to Morocco via the Middle East using unregulated financial channels (the Hawala system), thus leaving no tell-tale trail evidence for law enforcement investigators.

Eurojust was requested to facilitate the transmission and execution of Letters of Request, and to assist a joint investigation team between France, Belgium and the Netherlands.

Europol has been supporting this operation since July 2015 by providing analytical and operational support (cross-matches, operational analysis and commercial intelligence reports) to all involved Member States. Mobile offices were deployed to Paris and Brussels on the action day to assist the national authorities. Over EUR 5.5 million in cash have been seized, alongside EUR 800 000 worth of gold, two semi-automatic weapons and ammunition.

President Essebsi and FM Khemaies on the final preparations of “Tunisia 2020” and Tunisian-European Summit

On Monday, President Béji Caid Essebsi received at Carthage Palace Foreign Minister Khemaies Jhinaoui. The final preparations for the International Investment Conference “Tunisia 2020”, to be held on November 29- 30 in Tunis and the Tunisia-European Union Summit, due for December 1 in Brussels, Belgium were at the centre of the meeting. According to the spokesman for the Presidency of the Republic, the talk focused on the actions taken to develop economic diplomacy and enhance its effectiveness in promoting investment and development. The meeting also highlighted the efforts made to promote economic mobilisation for Tunisia. He added that the meeting provided the opportunity to review the latest preparations for the Tunisia-EU Summit. The President of the Republic will meet with senior European officials and deliver a speech on the occasion. President Béji Caid Essebsi commended the Tunisian diplomacy which is constantly working to strengthen Tunisia’s international influence. This was reflected in Tunisia’s choice to host the 18th Summit of the International Organisation of La Francophonie (OIF) in 2020 which will coincide with the celebration of the fiftieth anniversary of the organisation, he said. The meeting also discussed preparations for the Euro-Arab ministerial meeting to be chaired by Tunisia on December 20 in Cairo, Egypt. This meeting will examine issues of common interest as well as efforts to address common economic, social and security challenges.

Nigerian troops killed 30 Boko Haram insurgents

As the military offensive continues in the North-east, about 30 suspected members of Boko Haram were believed to have met their waterloo in the hands of Nigerian troops, when they attempted to ambush a convoy of local government officials and travellers along Bama road after Nguro-Soye in Borno State. Troops from 121 Task Force Battalion, Pulka were escorting local government officials from Pulka to Maiduguri, the Borno State capital, when the incident occurred on Saturday morning. The terrorists detonated an improvised explosive device and followed it with sporadic gunshots which were immediately repelled by the gallant troops.

UNRWA projects recieved $67 million from Saudi Arabia

Saudi Arabia has contributed $67 million for projects to be implemented in Gaza, the West Bank and Jordan. UNRWA said its commissioner-general signed on Monday three agreements. The first, valued at $28 million, will support ongoing projects, including the reconstruction of shelters in Gaza. The second, valued at $32 million, will assist UNRWA in the reconstruction and furnishing of several health centers and schools in the West Bank and the implementation of several other ongoing projects; and the third, valued at $7 million, will provide funds for the reconstruction, furnishing and equipping of two health centers and one school in Jordan.

Palestinian agricultural land has been taken by Israeli settlers

A group of Israeli settlers on Sunday afternoon have taken over a Palestinian-owned agricultural land in the northern Jordan Valley. A local resident told the Palestinian Information Center (PIC) that the villagers were recently able to obtain an Israeli court verdict that gave them back part of their lands that had been seized by settlers in a previous incident. He affirmed that this court verdict, however, was never respected by Jewish settlers living near their hamlet. He added that a group of settlers seized once again on Sunday their agricultural land and embarked on cultivating it for their own use.

New ISIS target has been struck by IDF

The IDF on Monday morning again responded to an ISIS attack on Sunday against the Israeli Golani Reconnaissance Battalion operating along the Syrian border. Some 10 tons of explosives were said to have been dropped by the IAF on the ISIS target in the retaliatory strike. A military spokesman said that the strike had targeted “an abandoned military facility, which was previously used by the United Nations and served as a location for ISIS to consolidate their offensive forces and operations near the border. This is a response to the attack performed yesterday, and was aimed at preventing the return of the terrorists to the facility which would constitute a substantial threat in the area.”

Boko Haram insurgents attacked and injured 6 soldiers

At least six soldiers were injured on Saturday when they ran into an ambush by Boko Haram insurgents while escorting a convoy of Gwoza Local Government Area officials. The ambush occurred along Maiduguri-Bama road, close to Bama. A gang of about 40 Boko Haram members opened fire on the convoy that was being escorted by soldiers of the 121 Task Force Battalion, Pulka. The caretaker council chairman of Gwoza, Saeed Sambo, told journalists that the soldiers fought back fiercely, killing about 20 of the attackers. He said they came under attack at about 10 a.m. when they were heading for Gwoza from Maiduguri.
