Experts should evaluate the amendments of the Penal Code of Bosnia Herzegovina

On June 1st last year, the Constitutional Court of Bosnia and Herzegovina found that certain provisions of the Criminal Procedure Code (CPC) were unconstitutional, and ordered that it be harmonized with the Constitution of BiH and the standards of the European Court of Human Rights within six months. As of today, amendments to the CPC have yet to be adopted. The party Naša Stranka (Our Party), claimed that Parliament’s House of Representatives started dealing with this issue only after the expiration of the deadline. Moreover, the proposals for amendments to the CPC of BiH were sent from several parties, however, none of the proposed amendments was made by a group of experts in the field of criminal law. Naša Stranka believes that in this way the state of Bosnia and Herzegovina has been put in jeopardy, because of the interest of certain parties to not adopt amendments so as to protect themselves from criminal prosecution for corruption. For this reason, Naša Stranka has requested that the Ministry of Justice of BiH reassemble the Criminal Legislation Monitoring Team.

North Korea agrees to inter-Korean talks to discuss possible April summit

RANN – The UN Office for the Coordination of Humanitarian Affairs (UN OCHA) has announced the resumption of humanitarian operations in Rann town, in Borno. The UN had on March 2 suspended aid operations and withdrew its workers from Rann after a March 1 attack by suspected Boko Haram terrorists, who killed eight persons, including three aid workers, and abducted a nurse.

The UN relief wing said the resumption of aid operations in the community followed several security assessments by the UN and non-governmental organisations.

“The UN and partners are providing life-saving emergency assistance in Rann including food, shelter and medicine to over 80,000 women, children and men, among them 55,000 internally displaced people.” UN OCHA affirmed.

Philippines: ‘No specific threat’ during Holy Week but security measures in place

Malacañang said on Saturday, March 24, that all the necessary security measures are in place to ensure a peaceful and solemn observance of Holy Week. “There is no specific threat monitored for the Holy Week but the AFP will not put its guard down. We will continue to conduct appropriate security measures where needed to safeguard vulnerable communities,” the AFP said in a statement on the eve of Palm Sunday, which ushers in Holy Week. The military urged the public to be on full alert during the holidays to be able to “detect, deter, and frustrate any more by criminals and terrorists.” As of noontime Saturday, March 24, the Philippine Coast Guard (PCG) monitored a total of 82,161 outbound passengers the country’s ports, harbors and piers and it activated its Passengers Assistance Centers (PAC) on Friday in preparation for the nationwide in observance of Holy Week. In a press briefing on Thursday, March 22, PCG chief Rear Admiral Elson Hermogino said pre-departure inspections to ensure safety and security of commuters traveling during the Holy Week will be done while Maritime Industry Authority (MARINA) personnel will board ships for the inspection of passengers.

Farc and Eln will meet in Ecuador

Members of the Revolutionary Alternative Force of the Common (FARC) asked the National Liberation Army (Eln) for an emergency meeting in Quito, Ecuador, to address several issues related to the safety of their ex-combatants who have being killed, apparently, by hands of Eln guerrillas. In recent days the ex-guerrilla denounced that in Cauca several ex-combatants were kidnapped and threatened by the ELN in what would be a dispute over a territory that historically occupied the Farc.

Montenegro’s accession to NATO represents recognition of defense system reform

The NATO Security and Defense Committee adopted reports on work and state of affairs in the administrative areas within the competence of the Ministry of Defense and the situation in the Army of Montenegro (VCG) for the past year and submitted them to parliament. The report assessed that the admission of Montenegro to NATO represents recognition of the achieved level of defense system reform and achievement of one of Montenegro’s foreign policy goals.

The Board noted that VCG had achieved a significant degree of operational capability and interoperability, considering that a successful NATO integration process and the declaration of the forces for future engagement in international missions and operations resulted from the significant effort of the Army during 2017. The committee supported activities to overcome challenges that adversely affect the readiness of the Army, such as the lack of armored fighting vehicles for infantry units and military bases for exercising tactical units and firing with large caliber weapons.

EU, Turkey meeting in Bulgaria next week

The leaders of the EU and Turkey will meet on March 26 at the Evksinograd residence in Varna, Bulgaria to discuss many issued as the Customs Union agreement, requirements of a signed migrant deal, the fight against terrorism and Turkey’s accession to the bloc. President Recep Tayyip Erdoğan will meet European Council President Donald Tusk, European Commission President Jean-Claude Juncker and Bulgarian Prime Minister Boyko Borissov. The meeting will build on the previous leaders’ meeting that took place on May 25, 2017. On the Customs Union issue, the council has not given the required mandate to the European Commission to launch technical talks with Turkey because there is not the consensus of all members, Germany primarily. The Customs Union covers all industrial goods, but does not address agriculture (except processed agricultural products), services or public procurement right now.

In the meeting will be also discussed the implementation of the migrant deal. The migrant deal envisages a one-for-one formula under which failed asylum seekers in Europe are returned to Turkey while Syrian refugees are resettled in EU states in a quota system. Turkey was promised to be given the full amount of six billion euros in two parts. The first part, 3 billion euros, is to be fulfilled by 2018 and the European Commission said it will grant another 3 billion euros ($3.7 billion).  Furthermore, in Varna, the Turkish leader will reiterate Turkey’s candidacy for full membership to the bloc.

On the third day of his visit to Washington, Interior Minister Fatmir Xhafaj was received by the Assistant Secretary of State in the State Department and Responsible for Narcotics and Law Enforcement Matters James A. Walsh. Albanian Minister thanked for the support that US has given to judicial reform through the US Embassy in Tirana and the OPDAT assistance program, adding that is very necessary that US support and assistance continue to be present, especially during this delicate phase of the reform process.
Xhafaj also talked about the challenge to fight against radicalism, violent extremism and terrorim. Further on, he focused on the first results of the “Force of Law” operation and the need for more qualified assistance to the Special Task Force set up for this purpose. In this context, he requested that the following US assistance be expanded and at the same time be further oriented towards the realization of the above mentioned priorities. Walsh appreciated the progress made in the reform process in Albania, the strong commitment of the current government, stressing that “US engagement has not changed and will continue to be intensive even in the future”. He supported Xhafaj’s vision of reforming criminal justice, adding that the prison system should be included in this process.

U.S. claims killed two ‘terrorists’ in southern Libya air strike

TRIPOLI/BENGHAZI, Libya – U.S. forces said they had killed “two terrorists” in an air strike in southwestern Libya on Saturday as part of efforts to deny militants a safe haven in the country’s vast desert. The strike hit on the outskirts of the city of Ubari and was carried out in coordination with the internationally recognized Government of National Accord in Tripoli, the U.S. Africa Command said in a statement.

Trump may expel Russian diplomats in response to nerve-agent attack in Britain

U.S. and European officials said Saturday that President Trump is close to expelling 20 or more Russian diplomats in response to the poisoning of a former Russian spy in Britain. The move, which could prompt a new wave of retaliatory expulsions of U.S. diplomats in Russia, may come as early as Monday. State Department spokeswoman Heather Nauert said in a statement that the United States is considering a “range of options to respond to Russia’s outrageous actions in the UK, both to demonstrate our solidarity with our ally and to hold Russia accountable for its clear breach of international norms and agreements.”

Former Afghan intelligence chief against safe zones for Taliban

After Gulbuddin Hekmatyar’s demands for the establishment of the safe zones for the Taliban, the former Afghan intelligence chief and leader of the Afghanistan Green Trend movement Amrullah Saleh reacted negatively in an online statement posted on his official Twitter account. He warned that the deal would create a national issue similar to Durand Line agreement. He underlined that the deal would mean that the Durand Line would further pushed to the gates of Kabul and the agreement will be similar as that of the Gandomak treaty. Speaking during a press conference in Kabul, the leader of Hezb-e-Islami pointed towards his recommendations for the safe zones for Taliban and said such zones should be created to help protect the Taliban group members and their families who are willing to join peace process. He rejected the notion that Hezb-e-Islami supports the handover of the control of certain provinces to Taliban.
However, the Taliban group has refused to partecipate in direct peace talks with the Afghan government and insists on direct talks with the US, even if the Afghan government prepared to identify the group as a political group if it refrains from insurgency and join peace talks.
