EU, Turkey meeting in Bulgaria next week

The leaders of the EU and Turkey will meet on March 26 at the Evksinograd residence in Varna, Bulgaria to discuss many issued as the Customs Union agreement, requirements of a signed migrant deal, the fight against terrorism and Turkey’s accession to the bloc. President Recep Tayyip Erdoğan will meet European Council President Donald Tusk, European Commission President Jean-Claude Juncker and Bulgarian Prime Minister Boyko Borissov. The meeting will build on the previous leaders’ meeting that took place on May 25, 2017. On the Customs Union issue, the council has not given the required mandate to the European Commission to launch technical talks with Turkey because there is not the consensus of all members, Germany primarily. The Customs Union covers all industrial goods, but does not address agriculture (except processed agricultural products), services or public procurement right now.

In the meeting will be also discussed the implementation of the migrant deal. The migrant deal envisages a one-for-one formula under which failed asylum seekers in Europe are returned to Turkey while Syrian refugees are resettled in EU states in a quota system. Turkey was promised to be given the full amount of six billion euros in two parts. The first part, 3 billion euros, is to be fulfilled by 2018 and the European Commission said it will grant another 3 billion euros ($3.7 billion).  Furthermore, in Varna, the Turkish leader will reiterate Turkey’s candidacy for full membership to the bloc.

U.S, Turkey in talks over patriot missiles

Turkey and the United States are in talks over the procurement of the Patriot missile system, and a senior U.S. official is expected to pay a visit to Ankara on March 31 to discuss the issue. Prime Minister Binali Yıldırım said that Turkey will continue talks on Patriot missiles and other systems compatible with NATO, adding that Ankara looks positively towards all kinds of joint work that will guarantee the security of the southern borders of the country. He said that the U.S. is still an ally despite the situation in Syria. Yıldırım said that this would not be an “alternative” to the Russian S-400 anti-missile defense systems, that are “independent” systems. Turkey continues to hold talks with the Franco-Italian Eurosam consortium and the U.S. to buy missile defense systems. In fact, the system that Turkey is buying from Russia cannot be integrated into NATO systems. Foreign Ministry undersecretary Ümit Yalçın is set to visit Washington soon, “possibly next week,” as part of working groups established between Turkey and the U.S., said Aksoy.

EU against Turkey’s policy in Mediterranean

The statement by the 28 European Union member states meeting in Brussels strongly condemned Turkey’s “illegal actions” toward Greece and Cyprus in a blistering denunciation. This comes after Turkey’s arrest of two Greek soldiers, and its promise to prevent the internationally-recognized Greek Cypriot government from exploring for oil and gas. EU calls on Turkey to respect the sovereign rights of Cyprus and to normalize relations with Cyprus. A standoff over exploiting energy resources in the region risks further complicating stalled efforts to reunify Cyprus after U.N.-backed talks collapsed last year. In recent weeks Turkish warships blocked an Italian drillship from exploring for gas in the east Mediterranean island’s waters. The leaders also expressed grave concern over the continued detention of EU citizens in Turkey, including two Greek soldiers and called for these issues to be resolved through dialogue with the EU member states. The Greek soldiers were arrested on March 2 for entering a military zone in the northern Turkish province of Edirne and are waiting for their case to be heard. The summit’s denunciation will hang over an EU-Turkey summit in the Bulgaria, aimed at improving strained ties because the EU sees Turkey as a strategic partner in the fight against terrorism.

Maduro and Putin talked by phone in search of “strengthening bilateral relations”

CARACAS – The presidents of Venezuela, Nicolás Maduro, and Russia, Vladimir Putin, spoke on Friday by phone about the elections in their countries and the World Cup, with the interest of “strengthening bilateral relations,” according to a Caracas statement. The document released by the Venezuelan government stated that Maduro expressed his joy and admiration for the extraordinary triumph obtained by President Vladimir Putin and the people in the voting last Sunday in Russia, “highlighting the exemplary character of the event”. Putin, on his part, “raised votes of success for the coming electoral process of the 20 of May” in the petroleum country, in which the Venezuelan governor will look for to be reelected until 2025.

RS President Dodik accused BiH Presidency Member Ivanić of deceiving the Republika Srpska

Republika Srpska (RS) President Milorad Dodik sent a letter to the BiH Presidency member Mladen Ivanić, expressing his strong opposition to the manner in which the BiH Foreign Policy Strategy for the period 2018-2023 was adopted. Dodik in the letter stated that Ivanić should not have adopted the document without prior public debate in the relevant institutions of the RS, which degraded the international capacity of the region guaranteed by the Dayton Peace Agreement. According to Dodik, Ivanić ignored and overlooked the institutions of the RS by voting for a harmful document because, allegedly, he did not find it appropriate to inform anyone in the RS about its adoption. Dodik further highlighted that by voting for the mentioned Strategy, the Resolution of the National Assembly of the RS on military neutrality has been tried, by accepting the provisions on NATO integrations of BiH. Dodik reminded that, in order for an organ to approach the drafting of the strategy, it is necessary to first establish the goals of BiH’s foreign policy. Dodik concluded claiming that the foreign policy goals of the RS and the FBiH are not harmonized, and the development of a strategy without a clear goal is complete nonsense.

U.S. and China clash at U.N. rights forum on Beijing text

China and the United States clashed at the United Nations, where the U.S. delegation rejected a resolution brought by Beijing that it said sought to glorify Xi Jinping’s “win-win” agenda and subordinated human rights to development or trade. China led a resolution at the U.N. Human Rights Council that calls for “mutually beneficial cooperation”. Senior Chinese diplomat Jiang Duan urged states to adopt the text, whose co-sponsors included Pakistan and Egypt, by consensus. But U.S. diplomat Jason Mack called for a vote on China’s resolution, which was then easily adopted by the 47-member forum. The U.S. delegation cast the only “no” vote, while 28 states voted in favor, including China, and 17 abstained with one delegation absent. “China is attempting through this resolution to weaken the U.N. human rights system and the norms underpinning it” Mack said.

Egypt’s FM Shoukry discusses bilateral cooperation with Indian counterpart

Montenegro is ready to access the final negotiation phase for EU integration

Deputy Prime Minister and Minister of Justice Zoran Pažin affirmed that Montenegro is ready to open the remaining three negotiating chapters this year and to fully focus on the fulfillment of conditions for the completion of negotiations in the forthcoming period. Pažin expressed the full readiness of Montenegro to enter into the next, final phase of the negotiation process by obtaining final criteria for closing negotiations in the most demanding negotiating chapters 23 and 24 regarding the rule of law. Deputy Prime Minister Pažin praised Montenegro’s reform efforts and expressed the expectation that the quality and speed of the adoption of European standards and values by Montenegro will continue to make it a model for other countries in the region. In this regard, he stressed that Montenegro remains the region’s leader in the process of European integration.

Saudi Arabia and UK agree to support Lebanese government and counter Hezbollah

Saudi Arabia and the United Kingdom agreed in a joint declaration to work together to support the Lebanese government and to work together to counter the role of Hezbollah in the region. The statement was issued during the visit of the Saudi hereditary prince Mohammed bin Salman to the United Kingdom at the invitation of the government of Queen Elizabeth II. The statement stressed that to reach any political agreement, it is crucial to end security threats in Saudi Arabia and other regional states, as well as see the end of Iranian support for militias and the withdrawal of Yemen’s Iranian elements and Hezbollah. The partnership between the two countries will be long-term and will touch various sectors, going to support the Saudi Vision 2030.
