Putin: “certain military, militia formations in Donbas”, talks about “massacre”

Russian President Vladimir Putin has said there is no Russian army in Donbas, but recognizes the creation of “certain military, militia” formations, according to an UNIAN correspondent “There is no Russian army on the territory of Donbas, but there have actually been established certain military, militia formations that are self-sufficient and ready to repel any large-scale military actions against Donbas,” he said at an annual press conference December 14. At the same time, Putin claims that the creation of such formations corresponds to the interests of people living in the temporarily occupied territories.

“Because if they do not have such an opportunity there, the ‘massacre’, even worse than in Srebrenica, will be carried out by the so-called nationalist battalions, and nothing will stop them, including an appeal, as I was advised by some Western colleagues, to international human rights organizations,” Putin said.

The Moscow Arbitration Court dismissed Siemens appeal on returning gas turbines delivered to Crimea bypassing the EU sanctions, TASS correspondent reported from the courtroom. The court also denied Technopromexport a counterclaim against Siemens

At the same time, representatives of both sides told reporters that they would determine their position regarding possible future appeals against the court’s decision later.

Earlier Siemens asked the court to return the gas turbines sold to Technopromexport and subsequently delivered to Crimea to Siemens Gas Turbines Technologies. “Proceeding from the invalidity of these transactions, we ask the court to oblige the actual purchaser of the equipment – Technopromexport – to return these gas turbine units to their original seller Siemens Gas Turbines Technologies,” the company’s representative elaborated on the claim.

According to a Technopromexport representative, Siemens does not present civil rights violation claims in the lawsuit, but requires compliance with the EU sanctions by returning already supplied equipment.

As Russia has worked to convince the world that its military power is growing, it has concealed its costs in terms of blood and treasure. But newly revealed statistics show surprisingly low casualties despite engagements in Crimea, eastern Ukraine and Syria. It was the latest evidence that President Vladimir Putin’s military strategy is far more calculated than his predecessors, who were willing to win at all costs. Boris Yeltsin’s losses in Chechnya gutted his public support and the Soviet Union’s costly, failed Afghanistan adventure helped speed the end of an empire. Putin’s position is far more secure, which makes his approach to war all the more difficult to explain. Russia has not reported active-duty casualties since 2010 even as it expanded its military operations on several fronts. In 2015, Putin was accused of trying to hide losses in eastern Ukraine, where Russia stubbornly denies military involvement, by classifying data on losses incurred in “peacetime military operations”.

Iraq gets millions in EU and UK for reconstruction and demining

On Wednesday, Iraqi Planning Minister Salman al-Jumaili signed with European Union representatives an agreement for EU funding of reconstruction and demining projects worth 60 million of euros as international donors continue efforts to address the dilemma of millions displaced by the war against the Islamic State. In a press conference following the signature of the deal he said that the projects purpose is to restore stability and to repatriate civilians to areas recaptured from militants. In fact, Iraq is getting 50.4 million of euros for reviving economic activity, rehabilitating infrastructures and supporting small-sized enterprises at liberated areas and 10 million of euros will address explosives contamination at those areas. In a separate declaration, the UK embassy in Iraq announced that next year the UK will provide £30 million to help restore livelihoods, essential infrastructures and basic services in Iraq, including to support displaced communities to return safely to liberated areas. At least £20 million will also be provided in humanitarian aid “to help deliver urgent life-saving assistance like food, shelter and access to clean water”, as he said.

The Rome MED-Mediterranean Dialogues is an annual high-level initiative co-organized by Italy’s Foreign Ministry and the Italian Institute for International Political Studies (ISPI).
