Libya needs to lift ban on arms for better coastguards’ performance, Al-Sirraj tells EU officials

The Head of the Presidential Council, Fayez Al-Sirraj, has received in Tripoli Tuesday the Head of the Delegation of the European Union to Libya, Bettina Muscheidt, the Commander of EU Operation Sophia, Admiral Credendino, and the defense advisor for the Delegation of the European Union to Libya, in the presence of the Coast Guard Commander Abdelhamid Tumiya, and the head of the general directorate of the coast security Colonel Tariq Shanbour, as well as other officials. They all discussed counter-illegal immigration efforts, including the training of Libyan coastguards and border guards to fight away the human trafficking networks and gangs, in addition to the cooperation in information sharing. Al-Sirraj reiterated in the meeting the need for lifting the ban on arming the coastguards in order to help them fight the human trafficking gangs, adding that he looked forward to having essential and vital counter-fuel smuggling efforts as his request was answered with appointing Operation Sophia for that task.

 

Khalifa Haftar: Libyan Army is launching legitimate war in Sabratha

Renegade Libyan General, Khalifa Haftar, has declared that one of the warring groups in Sabratha is affiliated with his self-styled army, saying the ongoing fighting in the city is legitimate. In a statement to Italy’s AKI news agency, Haftar revealed that the ISIS Fighting Operation Room is launching a legitimate war against the terrorists and human smugglers and traffickers. The power-obsessed General also denied social media claims of his meeting with Commander of Tripoli Revolutionaries’ Brigade, Haitem Tajouri, in France, saying he rejects “the principle of sitting down with leaders of undisciplined groups”. The ISIS Fighting Operation Room is made up of former army officers. It’s backed by a Salafist militia group called “Wadi Brigade”, which is controlled by followers of Madkhali sect and owes allegiance to Khalifa Haftar’s Dignity Operation. Dignity Operation spokesperson, Ahmed Al-Mismari, told Sky News Arabia TV on Sunday that the ISIS Fighting Operation Room and Wadi Salafist militia are their affiliates and they will continue the fighting until they eradicate the “terrorist groups” from Sabratha.

Study on perceptions of EU’s crisis response in Libya recommends security sector reform and non-contradictory policies

A study by EUNPACK, www.eunpack.eu authored by Chiara Loschi and Luca Raineri, on the perceptions of the EU’s crisis response in Libya has concluded that EU crisis response in Libya should pay greater attention to security sector reform (SSR) as a pillar of crisis response in Libya. It says that it is formed of a consortium of 13 researchers with a special competence on the EU and specialists on peace and conflict studies within different sectors and/or regions from Norway, UK, Germany, Belgium, Slovakia, Italy, Serbia, Kosovo, Ukraine, Tunisia, Mali, Afghanistan and Iraq. Notably, Libya is not represented. The report, which discusses the perceptions of those who have been exposed to the EU’s responses to the crisis unfolding in Libya, also recommended that the EU should also avoid undermining the positive image of the its humanitarian commitment by its engagement in contradictory policies. The 16-page report concluded that within the EU’s approach to crisis management, it is crucial to consider the point of view of all stakeholders to ensure that the crisis response is in line with European commitments towards local ownership and conflict sensitivity.

 

Iran, Iraq launch joint military drills

Iran and Iraq have started out joint military maneuvers in the Islamic Republic’s west and northwest to practice providing security for their common borders. The drills, codenamed Eqtedar (Authority), recruit armored, artillery, and infantry units of the Iranian Army, the drone and helicopter squadrons of the Ground Forces of Iran’s Islamic Revolution Guards Corps (IRGC), as well as some units enlisted with the Iraqi Army, ISNA reported on Monday. The exercises span the borders of Iran’s West Azarbaijan and Kordestan Provinces. Speaking on the sidelines of the drills, the IRGC’s Ground Forces Commander Brigadier General Mohammad Pakpour said, “Facing common enemies, Iran and Iraq consider ensuring the security of their long borders against threats to be a perpetual and common necessity”.

 

Iraqi forces advance in Hawija as UN says over 70,000 civilians trapped by IS

Military officials say Iraqi forces captured an air base from the Islamic State (IS) near the city of Hawija on Monday, as the UN announced that up to 78,000 people could be trapped in the town. The US-backed Iraqi troops, supported by the Shia Hashd al-Shaabi militia and the Kurdish Peshmerga Forces, retook the strategic position as they continue to progress on the IS-held town. However, Iraqi security officials say the militants prevent some residents from leaving, while others are afraid of escaping toward government forces because of the explosives that might have been laid by the extremist group around the city. The Hawija operation was launched on Sep. 21 to dislodge the jihadist group from its last stronghold in northern Iraq, west of the oil-rich city of Kirkuk.

ISIS torches oil wells to slow advance of Iraqi forces near Hawija

Islamic State (ISIS) militants set fire to three oil wells near Hawija, west of Kirkuk, to slow down the advance of Iraqi forces, military and oil officials said. Iraqi security forces were using bulldozers to control the fires caused by the militants on Saturday (September 30) to slow down the advance of the Iraqi forces and Hashid al-Shaabi (Shia paramilitaries) towards Hawija, military officials said on Monday (October 2). “Terrorists are trying to use the rising smoke to avert air strikes while retreating from the area toward Hawija”, army Colonel Mohammed al-Jabouri said. Military officials said the fire of one of the wells had been controlled while the other two were still burning. The fires would take about three days to be put out, according to the officials.

 

Turkish Envoy: Iraqi Kurdistan Referendum to Foment New Tensions in Region

Turkish Ambassador to Tehran Reza Hakan Tekin warned that the recent independence referendum in the Iraqi Kurdistan region will create new tensions and instabilities in the region and impede serious fight against the terrorist groups. “Iraq has for years been facing serious instabilities. The central government has in recent months been able to take long strides in the fight against the terrorist groups, but now the main concern is that the referendum will create new tensions, gaps and instabilities”, Hakan Tekin said on Tuesday. “The new instabilities will make the war on terrorist groups more difficult”, he added. Hakan Tekin also warned of Iraqi Kurdistan region’s difficult situation after holding the referendum after the boycotts imposed by its neighbors, and said countries like Iran and Turkey will not be harmed by such embargos but it is the Iraqi Kurdistan region which is economically dependent on the neighboring states.

 

Iran urges collective efforts to boost regional security

Iran’s defense minister called for increase of cooperation among regional countries to elevate security in the region. Ensuring peace, stability and security for all the regional states is Iran’s strategy against the enemies’ strategy for destabilizing the region, Brigadier General Amir Hatami said on Tuesday. He added that Iran, Iraq, Syria and Turkey’s successful cooperation against Takfiri terrorism is an example. The defense minister said that ‘Iran will spare no effort to help preserve the regional countries’ territorial integrity and stability. “We believe that the separation stream in Iraq is harmful to the region’s security,” he added. The official said that Iran will cooperate with the Iraqi central government to counter such moves, noting that both terrorism and efforts for partition of regional countries have the same origin.

Donbas militants again use Grads, 1 WIA in last day

In the Mariupol sector, the enemy was firing a 122mm Grad-P portable rocket launcher, rocket-propelled grenade launchers and a heavy machine gun on the Ukrainian positions near the village of Shyrokyne for one hour in the afternoon. Later, the militants used an 82mm mortar there. Furthermore, starting from 18:00 Kyiv time, the enemy was firing a Grad MLR system on the Ukrainian fortified positions near the village of Talakivka, having launched 38 rockets. Militants also used 120mm mortars twice firing on the residential sector of the village of Vodiane. In the Donetsk sector, the Ukrainian fortified positions near the town of Avdiyivka and the village of Nevelske came under fire from grenade launchers and heavy machine guns twice. The invaders shelled the Ukrainian positions near Butivka coal mine, and the villages of Zaitseve and Maiorsk. In the Luhansk sector, the Ukrainian positions near the village of Triokhizbenka were attacked four times with the use of a grenade launcher and small arms. The Ukrainian military had to fire back, but one Ukrainian soldier was wounded.

Turkey, Iran leaders to put heads together to keep region safe from growing threats

President Recep Tayyip Erdoğan will pay an official visit to Tehran Wednesday to discuss bilateral relations and regional issues amid growing tension following the Kurdistan Regional Government’s (KRG) referendum to secede from Iraq. According to presidential sources, Erdoğan is scheduled to meet with his Iranian counterpart Hassan Rouhani and the country’s Supreme Leader Ayatollah Ali Khamenei during his visit, which comes upon the invitation by Rouhani. A convergence has evolved between Ankara, Tehran and the Iraqi central government following last week’s illegitimate poll in KRG-controlled areas as well as disputed territories such as Kirkuk amid fears that the vote may lead to greater instability in the region and disrupt war with Daesh. Two days prior to Erdoğan’s visit, Turkish Chief of General Staff Gen. Hulusi Akar went to Tehran where he met his Iranian counterpart, Gen. Mohammad Hossein Bagheri.
