Libya: Daesh and Haftar, the two real issues

After a week, GNC voted its dissolution. So, former prime minister Ghwell left its office. Premier Serraj stregthened its position also because of support of Tripoli and Southern municipalities as well as Central Bank of Libya, Libyan Investment Authority and National Oil Corporation. But two issues remain. Tobruk has not already ratified GNA and Haftar, supported by Egypt, who has a greated influence over Libyan National Army. And Daesh, which doubled its militants to 6,000 fighters.

UN government reached its first target. After sanctions against Ghwell, who escaped to Misurata one week ago, yesterday GNC announced its dissolution thanks to 70 representetives (it will be the new State Council). Kobler arrival on Thursday got things moving again: “The HoR remains the legitimate body to endorse the GNA. I urge the HoR to hold a comprehensive session to vote on GNA in free will,”

UN support, with US, UK, Italy and France in the background, are convincing several institution and people to support GNA. From Misrata militias one week ago, to Central Bank, LIA, NOC and several municipalities in Tripoli and southwards now. Even former premier Ghwell could be persuaded that him and its business will not touch.

“We have been working with Prime Minister Sarraj and the Presidency Council to put this period of divisions and rivalry behind us,” NOC chairman Mustafa Sanalla, who predicted that exported barel production per day could return to 800 (now is 200).

From security viewpoint, situation is not difficult like one week ago. Tripoli is trying to return the capital of entire Libya, where GNA will have its stronghold. But Serraj has two missions.

The first one is to convince HoR to ratify UN government and Cyrenaica to support it. A UN military operation, with Italy as leader of international coalition (as remebered by U.S. Secretary of Defense Ashton Carter on UsaToday) will be possible only if Tobruk accepts Moroccan deal. Moreover, Haftar influence over Libyan Army and Egyptian support are not helping to form the unity government. On the contrary, as reported by several international sources, former general would want to split Libya into two parts.

The second one is against Islamic State. Indeed, jihadists passed to 6,000 fightes in the last 12 to 18 months. Daesh is not only in Sirte, but also in Benghazi, Derna and Sabratha. However, local rebels are fighting ISIS: “They are contesting the growth of ISIS in several areas across Libya,” General David M. Rodriguez, head of U.S. Africa Command, said. “They don’t have the homegrown people that know as much about Libya like they did in Iraq and Syria. ”

So, this week was only the first step. Real Libyan problems has not already solved.

Russian and French views about Libya

While unity government was not still approved, Russian minister of Foreign Affairs Sergej Lavrov said that a military operation will be operative only if UN Security Council approval. Conversely, French minister of Foreign Affairs Jean-Marc Ayrault asked “sanctions against those who put obstacles in the way, against those who ultimately stop the Libyan authorities from starting their work.”

Two differents viewpoints which show how Libyan context is becoming crucial as Syrian and Iraqi ones.

Libya still without national unity government

Not even today. After that HoR representatives failed to attend vote for national unity government, also on March 8 UN Peace Deal is still pending.

Since several weeks, Western countries are waiting for national unity government to intervene in Libya. And while Italian prime minister Matteo Renzi denied a military operation without Libyan approval, today the New York Times reports that the White House has a plan to immediately go in Libya to stop ISIS expansion.

Indeed United States, France and United Kingdom are on the ground since at least one months. So Italy, after the verbal crossfire between Renzi and the US ambassador John R. Philips, must decide soon if it wants to lead international coalition or if it wants to be slipped away.

Libya: yes to government

Member of Presidency Council has named new national unity government, assembled by Prime Minister Fayez al Sarraj, four vicepresidents and 19 of 32 ministers. Conversely, the lacking designation of Ministry of Defence to Khalifa Haftar has caused abstention of two Tobruk representatives. Now HoR will have to ratify new government.

The political representatives International welcomed the news, as the UN envoy Martin Kobler: “The formation of the government of national accord is one important leap on the path to peace and stability in Libya.  But now parliament have to endorse the unity government”.

“We are facing a real opportunity to stabilise the country, which must be seized by everyone. Now it is essential for the Chamber of Representatives in Tobruk to hastily approve the list of cabinet members,” Paolo Gentiloni, Italy’s foreign minister, said,

Libya: agreement in the balance

Tobruk rejects the Council of Presidency, but does not formally vote on the proposal on 9 October. International Community is waiting for Tripoli response. National unity government hangs in the balance. However, Leon mandate at maturity and Daesh radicalization require a quickly change.

UN envoy Bernardino Leon buoyancy at the end of favorable negotiations on October 9, in which it was drawn up draft agreement and national unity government designations, contradicts Tobruk Parliament rejection on October 19 of Presidential Council submitted by the United Nations.

Then, not a formal vote against the deal. However, the 153 deputies of the Assembly have sent a powerful message to the United Nations and Tripoli. A discontent consisted of seventy representatives, who are ready, as reported by Libyan Herald, to distance themselves from the Tobruk position.

Now, there is waiting for Tripoli response, even if the premises on October 19, when draft was turned down by GNC head Nuri Abu Sahimin, who has disapproved “formal invitation to New York in the presence of Tobruk Foreign Minister, supported by an illegal parliament since resolved by the Constitutional Court, a Libyan delegate to the UN removed by Congress and Egypt and Emirates Foreign ministers “.

However, Tobruk Parliament’s mandate has just officially expired Monday, October 19 (though it has since been extended). Just as Leon, to whom will succeed the German Martin Kobler and close to the failure of his mission in Libya. And EU military, economical and social plan in support of the national unity government, announced by High Representative Federica Mogherini last October 20, seems unrealistic if Tobruk and Tripoli will not say yes to the United Nations draft.

It was only decided not to submit the proposal to the vote of the Chamber of Representatives “, Italian Foreign Minister Paolo Gentiloni said. While Leon reiterated that “the process goes on. There is no chance for small groups or personalities to hijack this process. The political solution is the only real alternative,” Leon restated.

Next hours are crucial. The several institutional deadlines but, above all, Daesh radicalization in a strategic city as Benghazi demands an urgent political unique solution.
