Migrants: phase 2 of EUNAVFOR MED is started

The second phase of EUNAVFOR MED, “Sofia”, started in October. It takes name from a Somali child born during a critic journey in the Mediterranean and rescued by a German ship last August.

The project aims to stop the trafficking of human beings intercepting smugglers in the sea. The monitoring of international waters, aims to search, control and seize suspicious craft, and it is entrusted to military ships, helicopters and drones. All this, within the framework of the objectives set in July by the European Union to stem the crisis of migrants in the Mediterranean: identification, arrest and destruction of boats and means used by traffickers.

Currently, six European warships are engaged offshore Libya: an Italian one, an English one, a French one, a Spanish one and two German, but later this month three other means should be made available from England, Belgium and Slovenia. Four helicopters, many drones and 1300 military will be added to these.

According to Admiral Enrico Credendino, head of mission, “the order is enforcing law by the use of force, to dislocate traffickers’ business. While the first phase aimed to find the necessary information about transnational criminal network, the second phase provides for the boarding of vessels, their inspection, the reception of migrants, the arrest of traffickers and the destruction of their boats. All this, however, within international waters, 12 nautical miles away from the Libyan coast. We need a United Nations decision and an invitation from Libyan government to operate directly in the territorial waters. The third next phase would allow the temporary landing on the ground for the destruction of smugglers’ structures “.

This last phase, which hasn’t yet received the green light of the EU, would actually be the most effective, since it is in Libyan waters that most of the smugglers operate, but – as the Italian Foreign minister Paolo Gentiloni says – ”UN Security Council can’t authorize this intervention without the express request of Libya “.

14 European countries are participating in EUNAVFOR MED: Italy, UK, Germany, France, Spain, Slovenia, Greece, Luxembourg, Belgium, Finland, Hungary, Lithuania, the Netherlands, Sweden. The costs of military intervention – apart from an annually European contribution of 12 million Euros – are supported by the individual participating countries. Italy has contributed to the mission with a budget of 26 million euro and 1.020 soldiers.

Libano, Brigata Alpina T.: screening cardiologici per studenti

Prosegue in Libano l’attività dell’Esercito Italiano in favore della popolazione locale.

Il personale della Brigata Alpina Taurinense ha dato seguito alle attività mediche di screening cardiologico in sinergia con la cellula di cooperazione civile e militare (CIMIC), composta da specialisti del Multinational Cimic Group di Motta di Livenza, e da personale medico specializzato del “level 1” di stanza a Shama, sede del comando del settore ovest di UNIFIL a guida italiana.

Beneficiari del monitoraggio, gli alunni di istituti e scuole sud libanesi, a partire dai 130 studenti del liceo di Alma Ash Shaab. Nello specifico, sono state effettuate circa 20 visite specialistiche con relativo tracciato a mezzo elettrocardiogramma e misurazione della saturimetria, anamnesi ed esame obiettivo dei polsi carotidei. L’iniziativa si contestualizza nell’ambito delle attività di supporto e assistenza alle istituzioni e alla popolazione locale promosse dalla missione multinazionale UNIFIL, in attuazione della risoluzione 1701 del Consiglio di Sicurezza delle Nazioni Unite. ​​​​​​​Gli screening cardiologici per bambini e ragazzi sono stati inaugurati lo scorso settembre dal personale italiano del CIMIC nel centro scolastico per diversamente abili di Ayta Ash Shaab, villaggio del Libano del sud, che ospita 123 bambini di età compresa tra i 2 e i 25 anni.

Gli interventi umanitari del contingente italiano in loco sono particolarmente apprezzate dal paese, che versa in condizioni di povertà e instabilità a seguito dei ripetuti conflitti con Israele e della crisi siriana alle porte. Padre Maroun Ghafari, direttore del primo istituto monitorato dalle unità mediche, ha espresso sentita gratitudine ai nostri militari per il continuo supporto e le attenzioni dedicate ai suoi studenti.

Lebanon, Alpina T. Brigade: cardiac screening for students

The staff of the Alpina Taurinense Brigade followed up the activities of medical cardiological screening in synergy with the civil-military cooperation cell (CIMIC), composed of specialists who belong to the Multinational CIMIC Group of Motta di Livenza, and of medical units of “level 1” based in Shama, headquarter of the western sector of UNIFIL, under Italian command.

Students of institutes and schools located in Sothern Lebanon have benefited of medical monitoring, started from the 130 students of Alma Ash Shaab high school. Specifically, about 20 visits were carried out with its track by electrocardiogram and measurement of oxygen saturation, history and physical examination of the carotid pulses. These initiatives are contextualized within the support and assistance activities in favour of local population and institutions promoted by the multinational mission UNIFIL, in execution of Resolution 1701 of the Security Council of the United Nations.

The cardiac screening for children was inaugurated at the ned of last September by the Italian CIMIC staff in the educational center for disabled people of Ayta Ash Shaab, a southern Lebanon village, which houses 123 children aged between 2 and 25 years. Humanitarian interventions carried out by Italian contingent based on site are particularly appreciated by local people, who live in conditions of poverty and instability as a result of repeated conflicts with Israel and because of the near Syrian crisis.

Father Maroun Ghafari, director of the first institute monitored by medical units, expressed heartfelt gratitude to our soldiers for their continued support and attention devoted to his students.

UNIFIL Libano: workshop degli artificieri

Organizzato dal Battaglione finno-irlandese, alle dipendenze di Sector West di UNIFIL, si tiene oggi nella base militare della municipalità di Dibil il workshop di confronto tra i team EOD (Explosive Ordinance Disposal) dell’ONU.

L’attività ha lo scopo di ad incrementare l’interoperabilità dei caschi blu impegnati nella bonifica degli ordigni esplosivi, operazione delicatissima da effettuarsi in pochi minuti in caso di ritrovamento di bombe o dei famigerati IED, ordigni improvvisati costruiti artigianalmente e dalla disattivazione estremamente complessa.

Oltre ad assolvere al loro compito specifico, gli artificieri di UNIFIL assistono i team dell’esercito Libanese con competenze e materiali all’avanguardia. Al confronto internazionale partecipano 8 team di nazioni diverse: Italia, Irlanda, Finlandia, Cina, Malesia, Spagna, Estonia e Cambogia.

L’occasione ha consentito ai militari di confrontare attrezzature e materiali, nell’ottica di uno scambio di informazioni fondamentale per una professione in continuo aggiornamento come quella dell’artificiere. La condivisione del know how e il consolidamento di uno spirito collaborativo sono infatti prerogative fondamentali della missione di pace in Libano.

Il contingente italiano è costituito da unità specializzate della Brigata Taurinense – provenienti dal 32° reggimento genio guastatori di Torino – al comando del Sector West nel sud del paese. Si tratta degli stessi militari che in Italia assicurano l’intervento sugli ordigni bellici, circa 150 l’anno, ritrovati nelle regioni Piemonte, Liguria e Val d’Aosta.

UNIFIL Lebanon: artificers’ workshop

The workshop for UN EOD teams (Explosive Ordinance Disposal) occurs today in the Lebanese military base of the municipality of Dibil. It has been organized by the Finnish-Irish Battalion, employed by UNIFIL Sector West.

The activity is aimed to increase the interoperability of peacekeepers involved in EOD, a delicate operation to be carried out in a few minutes in case of discovery of bombs or of finding of the infamous IEDs, handcrafted improvised explosive devices, which deactivation is extremely complex. In addition to fulfilling their specific task, the bomb squad of UNIFIL assist the Lebanese Army team with skills and sophisticated materials.

The teams of 8 different nations participate in the international comparison: Italy, Ireland, Finland, China, Malaysia, Spain, Estonia and Cambodia. The occasion allowed the militaries to compare equipment and materials and to allow an exchange of information which is essential for the profession of artifice, continuously updated.

The know-how sharing and the consolidation of a collaborative spirit are fundamental prerogatives of the Lebanon peacekeeping mission. The Italian contingent is made up of specialized units of the Taurinense Brigade – part of to the 32° Engineers Regiment of Turin – who lead the Sector West in the south of the country. These same soldiers ensure the operations on ordnance in Italy: about 150 bombs were found in the regions of Piemonte, Liguria and Valle d’Aosta.

Libano, “Nizza Cavalleria” alla guida di ITALBATT

Al Comandante del Reggimento “Genova Cavalleria”, Colonnello Giovanni Biondi, subentra il Comandante del Reggimento “Nizza Cavalleria”, Colonnello Massimiliano Quarto. A partire dallo scorso 21 aprile 2015, molteplici le attività portate avanti dalla task force cedente: circa 8.000 i pattugliamenti per garantire la sicurezza del paese, 400 le operazioni condotte in sinergia con le forze armate libanesi (LAF) per affiancarle nel raggiungimento della piena capacità operativa a sud del fiume Litani.

Numerosi anche i progetti realizzati in favore dei civili nelle 22 municipalità comprese nell’area di ingerenza ITALBATT attraverso la Civil-Military Cooperation (CIMIC). Il tutto, nel quadro dei compiti assegnati dall’ONU ai contingenti in loco: il monitoraggio della cessazione delle ostilità tra il Libano ed Israele, il supporto alle Forze Armate Libanesi (LAF) ed il sostegno alle istituzioni locali, le esercitazioni di addestramento congiunto interforze, volte al confronto e alla standardizzazione delle procedure militari nell’ambito delle attività operative sul territorio libanese, oltre che al consolidamento di una necessaria coesione tra le forze armate delle 39 nazioni che attualmente compongono l’ambiente multiculturale della missione UNIFIL.

Il prossimo semestre di attività, concentrato nella zona di frontiera tra Israele e Libano, parte della cosiddetta “blue line”, e nell’area costiera a sud di Tiro, è ora affidato a personale della Brigata alpina Taurinense del Reggimento “Nizza Cavalleria”, rinforzato dal Battaglione “Alpini L’Aquila”.

Lebanon, ITALBATT led by “Nizza Cavalry”

Transfer of authority for ITALBATT in Lebanon. The handover between the Italian task force engaged in activities to support the local population and the Lebanese Armed Forces (LAF), in compliance with the Resolution 1701 of the United Nations, has occurred today in the military base of Al Mansouri.

The Commander of the Regiment “Nizza Cavalry”, Colonel Massimiliano Quarto, takes over the Commander of the Regiment “Genova Cavalry”, Colonel Giovanni Biondi. Since last April 21 2015, the transferor task force carried on many activities, including: 8.000 patrols to ensure the safety of the country, 400 operations conducted in cooperation with the Lebanese Armed Forces (LAF), to assist them in achieving the full operational capability in the south area of Litani River.

 

Through the Civil-Military Cooperation (CIMIC), they also realized many projects in support of civilians in the 22 municipalities included in the ITALBATT intervention zone. All this, accordino to the framework assigned to the contingents by the UN: monitoring the cessation of hostilities between Lebanon and Israel, supporting the Lebanese Armed Forces (LAF) and supporting local, joining interforce training exercises, aimed at comparing and standardizing procedures in the context of military operations in Lebanon, as well as the consolidation of a necessary cohesion between the armed forces of the 39 countries that currently represent the multicultural environment of UNIFIL mission.

 

The next session of activities, concentrated in the border area between Israel and Lebanon, the so-called “blue line”, and in the coastal area south of Tyre, is now entrusted to staff Taurinense Alpine Brigade Regiment “Nizza Cavalry”, strenghtened by the “Alpini L’Aquila” Battalion.

Lebanon, UNIFIL: handover between the two Brigades Friuli Aircraft Brigade and Alpine Taurinense

Changing the guard at the Shama Millevoi military base, in southern Lebanon, where the Alpine Taurinense Brigade took over the leadership of the Western Sector of UNIFIL, succeeding the Friuli Aircraft Brigade. The newly formed command count on the support of French units, in the context of a strengthened synergy between Italy and France. The mission, which is coordinated by Italy from 2007 and participated by 13 nations, undertake the effort of 3.000 peacekeepers.

UNIFIL is essential for the security and socio-economic stability of the country, and earn great favor among local community. The ceremony of succession between the General Salvatore Cuoci, and the incoming General Franco Federici, was attended by the Commander of the Operational Interforce Command (COI), the Army General Corps Marco Bertolini, who contributed to the consolidation of relationships between UNIFIL and Lebanese people, and the UNIFIL Force Commander, Major General Luciano Portolano, who on july 2014 assumed command as Force Commander and Head of UNIFIL, but not only. Present at the event, the political and religious authorities, military personnel, as well as delegations of different nationalities present in UNIFIL.

During the ceremony of ritual greetings, the mayors of Tyre and Tibnin, two municipalities of the Western Sector, expressed their thanks to the Italian military delivering to General Cuoci the keys of respective cities, a symbolic gesture as a sign of gratitude for the work done and a confirm of the trust patiently conquered. During the previous six months of operations, our soldiers have carried out numerous projects in favor of the local population, such as the construction and maintenance of roads, schools, lighting installations. Also the initiatives against poverty are very important, both in terms of supply of food and development of business activities, both in terms of attention to education, gender diversity and social cohesion.

These include the recent construction of a soccer field in the province of Tyre to Qana. Training activities addressed to militias and local institutions remain priorities: the international seminar “Analysis of operational capacity, human resources and capacity of responses in case of natural disaster and humanitarian crisis”, organized by the Italian contingent of the UNIFIL ITALBATT task Force, has just ended in Al Mansouri. It has been attended by the Lebanese Armed Forces (LAF), the Internal Security Forces (ISF) and other civil defense organizations. The training workshops aimed to educate local forces in managing humanitarian emergencies and natural disasters.

Crimea to Russia, Ukraine asks maxi compensation

The International Court will judge the question of annexation of Crimea to Russia. Ukraine has made its calculations, and a maxi compensation request will be presented to the Russian Prime Minister Vladimir Putin for having stealed the peninsula. Russia is accused of having supported the rebels who have been fighting for autonomy.

So, after reaching it last year by means of a referendum, they have become part of the Russian Federation. As announced by the Ukrainian Foreign Minister Pavlo Klimkin, the economic compensation required will also include the losses suffered because of the occupation of the Donbas’ territories and because the Yukos case, oil giant failed. Dates back to 2014, the sentence issued by the Aia Court of Arbitration in charge of Russia, ordered to pay 50 billion dollars to the former shareholders of the company founded by Mikhail Khodorkovsky.

Billionaire compensation request from Ukraine will be “a nine zeros figure”, as Klimkin said publicly, explaining how the share also includes the natural resources that Russia has appropriated annexing those areas. According to the Ukrainian authorities, the judgment of the International Court will wait for a long time, at least 4 years old, which in all likelihood will become 6. Meanwhile, the interest for Crimea increases continuously: businessman from Switzerland and Italy have announced site visits and business trips in the Black Sea, attracted by the tourism sector, especially by resorts, and also by the construction sector.

As stated by Zaur Smirnov, head of the Committee for International Relations of Crimea, these agreements have been signed during the visit of the Delegation of the Crimea in Dagestan, and its investment volume amount to 10 billion euros.

Crimea alla Russia, Ucraina chiede maxi risarcimento

Sarà la Corte internazionale a giudicare la questione dell’annessione della Crimea alla Russia. L’Ucraina ha fatto i suoi conti, e presto presenterà al premier russo Vladimir Putin la richiesta di un maxi risarcimento per averle sottratto la penisola. La Russia è accusata di aver supportato i ribelli che si sono battuti per l’autonomia, e che, dopo averla raggiunta con il referendum dello scorso anno, sono entrati a far parte della Federazione russa.

Come reso noto dal ministro degli Esteri ucraino Pavlo Klimkin, la compensazione economica richiesta comprenderà anche i danni subiti a causa dell’occupazione dei territori del Donbas e del caso Yukos, colosso petrolifero fallito. Risale al 2014 la sentenza di condanna emessa dalla Corte arbitrale dell’Aia a carico della Russia, condannata a risarcire con 50 miliardi di dollari gli ex azionisti dell’azienda fondata da Mikhail Khodorkovsky.

Il risarcimento miliardario stimato dall’Ucraina sarà “ una cifra a nove zeri”, ha dichiarato pubblicamente Klimkin, spiegando come la quota ricomprenda anche le risorse naturali di cui la Russia si è appropriata annettendo quelle aree. Secondo le autorità ucraine la sentenza dei tribunali internazionali si farà attendere per lungo tempo, minimo 4 anni, che con tutta probabilità diventeranno 6. Frattanto l’interesse suscitato dalla Crimea aumenta sempre più: businessman provenienti dalla Svizzera e dall’Italia hanno annunciato sopralluoghi e viaggi d’affari nel Mar Nero, attratti dal comparto turistico, in special modo dai resort, e dal settore delle costruzioni.

Come dichiarato da Zaur Smirnov, capo del Comitato per le relazioni internazionali della Crimea, si tratta di accordi siglati in occasione della visita della delegazione della Crimea in Daghestan, per un volume di investimenti superiore ai 10 miliardi di euro.
