Hillary Clinton wins the first presidential debate

The first presidential debate between Hillary Clinton and Donald Trump took place on the 26th of September. The event was held at the Hofstra University in Hempstead, New York, at 9 p. m. The democratic candidate Hillary Clinton, and the republican Donald Trump confronted in an heated debate over some important topics. This first debate was an opportunity for the Americans to know more about the political proposals and the personality of the two leaders. The presidential elections are scheduled for the 8th of November and the popularity of the candidates may be significantly influenced by their performance in the three presidential debates.

The debate lasted 90 minutes, and was divided into three main topic areas: achieving prosperity, America’s direction and securing America. As regards the first topic area, the candidates were asked to express their position on jobs. Clinton proposed to build an economy that works for everyone and not just for those at the top. She wants to create new jobs by investing in infrastructures, innovation, technology, clean renewable energy and small businesses. Furthermore, Hillary proposed to make the economy fairer by raising the national minimum wage, introducing earned sick days, paid family leaves, and free college. On the other hand, Donald Trump argued that the main problem related to jobs in the U.S. is that companies are fleeing the country. This happens because of the high taxes that they have to pay in the U.S.  Then, the two candidates were asked to express their vision on taxes. Donald Trump affirmed that he would cut taxes on companies from 35% to 15%. In his opinion, this measure would attract companies in the country as well as creating new jobs. While Clinton expressed a different perspective on taxes. She said that her plan is to raise taxes on wealthy and cut taxes on small businesses and lower social classes. Her purpose is to create a more consistent middle class. At this point of the debate, Trump was asked to explain why he refused to release his tax returns. Even though it is not an obligation for candidates, it is a tradition followed by U.S. Presidents in order to promote financial transparency. He replied saying that he will release his tax returns when Hillary releases her emails.

Concerning the second area, America’s direction, the two candidates were asked to give their opinion about race relations in the country. Hillary Clinton said that the first challenge is to restore trust between the communities and the police. This goal requires a criminal justice reform and a restriction of the possibility to buy weapons. Conversely, Trump affirmed that he would bring back law and order in the country, empowering the police and using methods like the “Stop and frisk”. It is a practice used by the police officers in which they stop and question a pedestrian, then frisk him for weapons. However, Clinton argued that this method was declared unconstitutional.

Referring to the third area, securing America, the candidates were asked to talk about the  issue of cyber attacks. Clinton said that cyber security will be one of the biggest challenges of the next President. She accused Russia of being responsible for one of the recent attacks to U.S. information. On the contrary, Trump affirmed that it is not sure that was Russia who stole the information. After that, they were asked to talk about the prevention of home grown terrorism and ISIS. On this topic Trump affirmed that ISIS is the result of the disaster made in the Middle East by the previous U.S. governments. He criticized a foreign policy based on military intervention and the NATO alliance, which requires a great economic contribution from the U.S. On the other hand, Hillary Clinton expressed her support to the foreign policy of President Obama, and she reminded the importance of NATO for the security of the U.S., as well as the others alliances and treaties that the U.S. signed with foreign countries.

At the end of the debate, a poll expressed a 62% of support for Hillary Clinton and a 27% of support for Donald Trump. Hillary Clinton appeared to the public much more prepared about her political program and at the same time she managed all Trump’s attacks by smiling and keeping calm. On the contrary Trump reacted to Hillary’s accuses in a much more spontaneous way, even raising his voice. The next debates between the two candidates, scheduled for the 9th and the 19th of October will be fundamental to known who will be the next President of the U.S.

Messico: le proteste degli insegnanti continuano

In Messico continuano le proteste degli insegnanti contro la riforma educativa approvata dal governo all’inizio del 2013. Nell’ultimo mese lo scontro tra il governo ed il CNTE (Coordinadora Nacional de Trabajadores de la Educación) si è intensificato, sfociando nel “massacro di Nochixtlán” del 19 giugno, in cui sono rimasti uccisi 8 civili in uno scontro con armi da fuoco.

La riforma educativa decisa dal governo di Enrique Peña Nieto è stata pensata per migliorare la qualità del sistema educativo messicano. In particolare, il governo vuole eliminare le relazioni clientelari che si sono create in alcune zone del Paese per quanto riguarda l’accesso alla professione di insegnante. Una delle misure previste dalla riforma è la selezione degli insegnanti tramite concorso pubblico, oltre ad un sistema di valutazione della preparazione degli insegnanti già in servizio e l’organizzazione di corsi di aggiornamento per i docenti. Questa misura è il principale motivo che ha mobilitato moltissimi insegnanti che lavorano nelle zone del Sud del Messico: in particolare gli Stati di Oaxaca, Guerrero e Chiapas. Si tratta soprattutto di professori che operano nelle zone rurali a maggioranza indigena, dove parte della popolazione parla ancora solo la lingua locale e non conosce lo spagnolo. Questi professori ritengono che i criteri di valutazione a cui verranno sottoposti non tengano conto delle specificità locali e delle esigenze delle comunità in cui lavorano. In tal modo, è probabile che questi insegnanti verranno esclusi dalla professione poiché ritenuti non in linea con i criteri richiesti, mentre loro affermano di essere essenziali soprattutto per il loro bilinguismo. In tali comunità agricole molto isolate dal resto del Paese, infatti, gli insegnanti del luogo svolgono una funzione molto importante: da un lato insegnano ai ragazzi lo spagnolo, dall’altro comunicano efficacemente con i loro genitori, i quali a volte parlano solo la lingua indigena. Inoltre, trattandosi di località molto isolate, dove a volte manca addirittura la copertura telefonica, difficilmente degli insegnanti provenienti da altre zone del Paese sarebbero disposti a trasferirvisi.

Per queste ragioni, gli insegnanti riuniti nel CNTE hanno organizzato scioperi prolungati e blocchi alla circolazione nelle strade strategiche per il trasporto di generi di prima necessità. La popolazione delle aree coinvolte, se a detta del governo sembra aver appoggiato la riforma educativa, ha talvolta offerto il suo sostegno alle rivendicazioni degli insegnanti.

L’episodio del 19 giugno nella cittadina di Nochixtlán dello Stato di Oaxaca, merita di essere menzionato per la gravità dei fatti accaduti. La polizia è intervenuta per sgomberare il blocco di una strada che gli insegnanti del CNTE occupavano da una settimana. La versione ufficiale del governo è che le forze di polizia abbiano aperto il fuoco in risposta a qualche manifestante che aveva estratto armi da fuoco. La versione degli abitanti del villaggio è invece diversa: affermano che sia stata la polizia ad aprire il fuoco e che loro si siano difesi con armi rudimentali come pietre ed altri oggetti. Resta il fatto che il bilancio dello scontro a fuoco è stato di 8 civili morti (ma gli abitanti del villaggio affermano che siano 11) e 3 agenti feriti. L’ONU ha chiesto al governo del Messico di fare chiarezza sull’episodio.

Dopo l’incidente del 19 giugno il governo ha deciso di cambiare strategia e di offrire al CNTE la ripresa dei negoziati in cambio della cessazione dei blocchi alle principali vie di comunicazione della regione. Il 5 luglio i rappresentanti del governo e del CNTE si sono incontrati a Città del Messico per scambiarsi le reciproche proposte di soluzione del conflitto. Hanno poi fissato un nuovo incontro per l’11 luglio, data che precede di pochi giorni l’inizio delle vacanze scolastiche, previsto per il 15 luglio.

Gli insegnanti sono aperti al dialogo, ma chiedono con fermezza il ritiro della riforma educativa e si dicono disposti a rispondere con tutte le armi in loro possesso in caso di un nuovo uso della forza da parte del governo centrale. Ricordiamo che nel Sud del Messico sono presenti gruppi armati legati alla popolazione indigena tra cui l’Esercito Zapatista di Liberazione Nazionale.

Mexican teachers keep on protesting against the education reform

In Mexico, teachers keep on protesting against the education reform, which was introduced by the government at the beginning of 2013. Over the last month, the tension between the government and the CNTE (Coordinadora Nacional de Trabajadores de la Educación) has increased, leading to the “Nochixtlán massacre” on the 19th of June, in which 8 civilians were killed.

The education reform was approved by Enrique Peña Nieto’s government in order to enhance the quality of the Mexican education system. In particular, the government wants to remove the corruption, and the lack of transparency in the selection process of the educators. One of the measures stated by the reform is a selection of the teachers based on merit, in addition to a periodic assessment of their preparation. This point of the reform has been criticized by a great number of educators, especially in the southern States of Mexico: Oaxaca, Guerrero and Chiapas. These areas of the country are inhabited by a majority of indigenous. The teachers argue that the criteria for the assessment process are not appropriate for the specific characteristics of these areas of Mexico. They suspect that the evaluation process is a way to dismiss them. The teachers affirm that their role in that poor areas of the country is irreplaceable as they speak Spanish as well as the indigenous languages. In that remote areas of Mexico, the educators establish an important connection with the children, teaching them Spanish, as well as with their parents, communicating effectively with them in the local languages. Furthermore, it may be difficult to convince teachers residing in other parts of the country to move to such isolated areas, where sometimes there is no electricity or telephone connection.

For these reasons, the teachers, represented by the CNTE, organized long lasting strikes and they blocked the circulation of vehicles in the main streets. The population of the areas affected by the protests has sometimes backed the teachers, even though the government declared that Mexicans support the education reform.

The episode occurred on the 19th of June in Nochixtlán (Oaxaca), should be mentioned for its seriousness. The police cleared out the block of a street organized by the CNTE. The government declared that the police had to open fire in response to the violence used by the demonstrators. However, the inhabitants of the town said that the police started shooting at them, so they tried to protect themselves through rudimentary weapons, such as stones. Nevertheless, the balance of the clash has been the death of 8 civilians (even though the inhabitants of the town affirm they are 11) and 3 police officers injured. The United Nations asked the Mexican government to investigate on what happened in Nochixtlán.

After the episode of Nochixtlán, the government decided to change strategy proposing to the CNTE to restart the negotiations. On the 5th of July the government representatives and the CNTE met in Mexico City in order to explain their proposals for the solution to the conflict. They scheduled a new meeting  for the 11th of July, few day before the start of school holidays on the 15th of July.

The teachers are willing to negotiate, but they firmly claim the abolition of the education reform. Moreover, they affirm that if the government use violence, they will respond by all means available. It is important to bear in mind that in the south of Mexico there are armed groups related to the indigenous population, such as the Zapatista Army of National Liberation.

The FARC and Colombia signed a landmark agreement in Havana

On the 23rd of June, a landmark cease-fire agreement was signed in Havana between the FARC (Revolutionary Armed Force of Colombia) and the Colombian President Juan Manuel Santos. The peace talks, which have been held in Havana since November 2012, led to a remarkable achievement: a possible solution to a 50 years lasting conflict.

The meeting was held in Havana, the capital of the small Caribbean country that gave a great support to the negotiation process. In fact, Cuba provided the necessary mediation between a revolutionary armed group and a legitimate government. This task has been carried out in an excellent way by the pre-eminent revolutionary country of Latin America, whose government is the successor of a guerrilla group that took the power in 1959. At the same time, Cuba has created an institutional stability as well as a credibility in international relations. These characteristics gave Cuba the status of a trusted interlocutor in the international community. Moreover, the United Nations Organization (UN) played a determinant role in the peace talks, both in the negotiation process and in the future implementation of the agreement. In fact, the UN Secretary General, Ban Ki-moon, took part in the decisive meeting on the 23rd of June.

The agreement is composed of three parts. The first one refers to the cease-fire, the end of the conflict and the disarmament. The second part concerns the fight against criminal organizations and the safety of political movements. The third one, finally, affirms the commitment of both parts in asking the Constitutional Court to decide which mean could be appropriate in order to check people’s opinion on the agreement (probably a referendum). The first part of the covenant is the most important because it defines how the end of the conflict and the disarmament are going to be ensured. This is going to be obtained by the creation of specific zones, in which the fighters will be able to live, without their weapons, in order to start an integration process in the civil society. Inside these zones, professional or educational courses are going to be organized in cooperation with the government. Another important point of the agreement is that the FARC accepts to deliver all its weapons to the UN. So that the UN officials will be able to use it for the creation of three monuments, which will be designed together by the FARC and the Colombian government. In order to guarantee the respect of the commitments, a monitoring and verify mechanism is going to be founded. It will be composed of representatives of the FARC, the government as well as the UN. The second part of the covenant refers to the commitment of the government in fighting criminal organizations and ensuring for all political and social movements a safety participation in Colombian political life. This is the necessary requirement to allow FARC’s inclusion in the political dialogue, so that they will be able to express their future political claims by legal means. In exchange, the FARC accepts to give up using weapons for political purposes.

The President Juan Manuel Santos declared that a new era of peace in Colombian history has started, but at the same time, it is important to remain realistic, because the issue is not completely resolved. In fact, the Colombian population is required to approve the agreement by a referendum consultancy. Even though the majority of the population expressed its joy when the pact was signed, a part of political forces is more conservative and rejects any kind of negotiation with the FARC. These political forces, headed by the former President Álvaro Uribe, think that the FARC should be defeated by military means. In addition to that, someone observes that the government has not resolved the conflict with smaller armed groups like the ELN (National Liberation Army), which asked the government for separate negotiations.

Nevertheless, the importance of the agreement reached is undeniable. Its symbolic value as well as its pragmatism have restored Colombians hope in the solution of the bloody conflict that has been affecting their country since the sixties.

Storico accordo tra FARC e governo colombiano firmato all’Havana

Il 23 giugno scorso è stato firmato all’Havana uno storico accordo sul cessate il fuoco tra le FARC (Fuerzas Armadas Revolucionarias de Colombia) ed il governo colombiano del Presidente Juan Manuel Santos. I negoziati, iniziati all’Havana nel novembre 2012, hanno portato ad uno storico risultato: la pacificazione di un conflitto iniziato più di 50 anni fa.

La cerimonia si è svolta all’Havana, capitale del piccolo Paese caraibico che ha dato un grande contributo all’esito dei negoziati. La mediazione tra un gruppo rivoluzionario armato ed un governo non poteva esser svolta in modo migliore che dal Paese rivoluzionario per eccellenza dell’America Latina, il cui governo è erede di un gruppo guerrigliero che ha preso il potere nel 1959. Cuba è allo stesso tempo un Paese che ha costruito una propria solidità istituzionale aggiunta ad un’affidabilità sul piano delle relazioni internazionali, tale da poter essere considerata un interlocutore valido da parte dei principali Paesi della comunità internazionale. Un ruolo decisivo nei negoziati è stato svolto anche dall’Organizzazione delle Nazioni Unite (ONU), che oltre ad esser stata un importante mediatore, svolgerà anche importanti funzioni nella fase di attuazione del contenuto dell’accordo. All’incontro del 23 giugno era, infatti, presente anche il Segretario Generale dell’ONU Ban Ki-moon.

L’accordo si articola in tre parti: la prima riguarda il cessate il fuoco, la fine delle ostilità ed il disarmo; la seconda si riferisce al contrasto delle organizzazioni criminali e la sicurezza delle organizzazioni politiche; la terza, invece, afferma l’impegno delle parti a rivolgersi alla Corte Costituzionale affinché indichi il meccanismo di partecipazione popolare che ritenga idoneo ad approvare l’accordo (si pensa ad un referendum). La prima parte dell’accordo è la più importante poiché definisce le modalità attraverso cui sarà garantita la fine delle ostilità ed il disarmo dei guerriglieri. Si prevede, infatti, la creazione di zone apposite in cui i guerriglieri potranno trasferirsi privi di armi per iniziare un processo di reintegrazione nella vita della società civile. In collaborazione con il governo saranno organizzati corsi di formazione professionale o di educazione a seconda delle necessità. Altro punto importante prevede l’impegno dei guerriglieri a consegnare le armi, le quali passeranno sotto il controllo dell’ONU. I rappresentanti dell’organizzazione provvederanno poi a destinare le armi alla costruzione di 3 monumenti che saranno ideati di comune accordo dal governo colombiano e le FARC. Per garantire l’osservanza degli impegni presi sarà, infine, istituito un meccanismo di controllo e verifica formato da rappresentanti delle FARC, del governo colombiano e dell’ONU. La seconda parte dell’accordo riguarda, invece, l’impegno del governo a contrastare le organizzazioni criminali e a garantire a tutti i movimenti politici e sociali la partecipazione in sicurezza alla vita politica del Paese. Questo è un presupposto necessario per l’inclusione delle FARC nel dialogo politico, in modo che possano in futuro esprimere le proprie rivendicazioni con mezzi pacifici. In cambio, i membri delle FARC si impegnano ad abbandonare definitivamente l’uso delle armi per scopi politici.

Il presidente Juan Manuel Santos ha dichiarato che si apre un nuovo capitolo della storia colombiana, fatto di pace, ma che allo stesso tempo è opportuno rimanere realisti, perché la questione non è ancora del tutto risolta. Ora, infatti, il popolo colombiano dovrà approvare l’accordo raggiunto con un referendum e nonostante la maggioranza della popolazione abbia accolto con gioia la notizia, vi è una parte politica più conservatrice che non ritiene che con le FARC si debba negoziare. Queste forze politiche capeggiate dall’ex-Presidente Álvaro Uribe ritengono che le FARC vadano combattute con le armi. Inoltre, si contesta al governo di lasciare aperta la questione con gruppi armati minori come l’ELN (Ejército de Liberación Nacional), che ha chiesto l’apertura di negoziati separati.

Tuttavia, non si può negare il grande valore dell’accordo raggiunto, la sua forte carica simbolica unita al suo pragmatismo hanno riacceso la speranza nel popolo colombiano di veder risolto il sanguinoso conflitto che affligge il loro Paese dagli anni ’60.
