Afghanistan: new strategy for peace

The High Peace Council (HPC) said it has outlined a new strategy as part of the peace and reconciliation efforts with the armed oppositions including the Taliban. Habiba Sarabi, the Deputy Chairperson of the High Peace Council said  that last year, for six months the HPC worked hard for peace and bringing stability in the country. The strategic objectives in the new policy include negotiation with armed people who fighting against the government, national consensus and monitoring on the political agreements agreements between the government and oppositions. Sarabi stressed that they have set up some advisory boards for the High Peace Council including women, youth and religious scholars boards as a move to take the public advisory for peace process. “We have to change culture of violence to culture of peace, from homes, villages and local level”, Habiba Sarabi said.

Afghanistan: three Taliban arrested

The security forces have arrested three key members of the Taliban in Southeastern Paktika province of Afghanistan. According to the Ministry of Interior, the militants were arrested from the Zeruk district. He also said that one vehicle, one radio handset and some amount of ammunition seized as well.
The group was the main planner and organizer of terrorist and destructive activities, armed assault and explosions in different parts of Paktika province.
The Taliban insurgents have not commented the fact yet.

It remains evidently clear to the global community that the propagation of terrorist activities by State and non-State actors in neighboring Pakistan constitutes the main source of insecurity in our country Afghanistan and the wider region”.

The Afghan President Mohammad Ashraf Ghani has said the Taliban and their backers cannot win militarily as he called on the group to engage in intra-Afghan talks to end the violence. Speaking during the UN General Assembly in New York on Tuesday, President Ghani welcomed the announcement of the new US strategy, calling it a comprehensive which Afghans have been demanding since long ago. “The strategy consolidates all instruments of American power, conveying a message that the Taliban and their backers cannot win militarily. Only through political settlement can we achieve enduring peace and I call upon all ranks of Taliban to engage in an intra-Afghan dialogue”, he said. He also added the Afghan government has proven that we are committed to peace through our own internal processes, as demonstrated by the peace agreement with Hizb-i-Islami. “Now, we call on all of our neighbors, near and far, to join us through the Kabul process in our comprehensive quest for peace and regional stability”. According to President Ghani, today, there are over 20 international terrorist groups with an imposed presence on Afghan soil.

NATO commander reaffirms strong support to Afghanistan after Kandahar attack

The commander of the NATO-led Resolute Support Mission in Afghanistan General John Nicholson reaffirmed the strong support of the alliance to Afghanistan after a suicide attack claimed the life of a Romanian soldier. He said “The thoughts and prayers of the entire Resolute Support Mission are with the loved ones of our fallen soldier at this difficult time”. He also added “This loss only continues to strengthen our resolve and support to the Afghan government and its citizens as we work toward a secure and stable Afghanistan”. According to a statement by the alliance, two other Romanian soldiers were wounded in the attack when the vehicle-borne improvised explosive device targeted their patrol. The Taliban insurgents group claimed responsibility behind the attack amid increasing pressures on the group, specifically after the announcement of the new US strategy for Afghanistan.

The U.S. military dropped 555 bombs in Afghanistan against Taliban and Islamic State targets in August, the highest number in a single month since 2012. The U.S. has conducted about 2,400 airstrikes since the beginning of the year in support of Afghan partners battling the Taliban and IS terrorists, said U.S. Navy Captain Bill Salvin, spokesman for NATO’s Resolute Support mission in the country. The record increase in U.S. airstrikes comes as President Donald Trump last month unveiled his long-awaited new strategy for the 16-year-old Afghan war, the United States’ longest-running foreign military engagement. The Trump plan requires a modest troop surge and increased foreign airpower for Afghan forces so they could step up operations against the Taliban and IS loyalists, prompting concerns that intensified hostilities may cause more civilian casualties. The military “uplift” that President Trump announced, including increased airpower, has not had a significant direct impact as yet because most of it is in the process of coming into the (war) theater, said Salvin. Two American airstrikes in the last week of August killed at least 24 civilians and wounded 16 others, almost all of them women and children, according to a United Nations probe. The U.N. has already recorded a 43 percent rise in Afghan civilian casualties from aerial strikes in the first six months of 2017.

The remarks by Gen. The US Secretary of State Rex Tillerson had earlier said Pakistan is expected to “take decisive action against militant groups based in Pakistan that are a threat to the region.” The pressures by Washington on Pakistan regarding the safe havens of the terror groups are on the rise after the announcement of the new strategy by US President Donald Trump last month.

Taliban commanders among 25 killed, wounded in Helmand airstrikes

At least twenty five Taliban insurgents were killed or wounded during the air strikes in southern Helmand (province of Afghanistan), the Ministry of Defense (MoD) said Monday. The three local Taliban commanders killed during the air strikes have been identified as Mullah Khaliqdad, Mullah Musafir, and Khayal Mohammad, MoD added. The air strikes targeted the hideouts of the insurgents that led to the casualties to the Taliban insurgents and four hideouts of the group were destroyed in total. The anti-government armed militant groups have not commented regarding the report so far. Helmand remains one of the most volatile provinces in southern Afghanistan since the fall of the Taliban regime in 2001 where terrorist related incidents are frequently reported from its various districts.
