CAR: attack in Bangui

BANGUI – The security situation was very confused in the night between Sunday 8 and Monday 9 April. Around 11:15 pm (local time), gunshot wounds were heard in the whole city. 

Soon there’ve been rumors among the citizens that that was an attempt of coup d’état against the residence of Faustin Archange Touadéra. Actually the headquarter of Egyptian and Jordanian peacekeepers (Campo Fidel) was attacked, which is found near the residence of the Head of the State.The attack lasted 30 minutes. The first hypothesis is that the assailants are the groups ex Seleka that responded to the operation Sukula, launched by Minusca in the PK5 on Sundays with the purpose to remove the groups of self-defence from the district, economic heart of the city. 

During this operation, three people have been killed and more than fifty wounds, among which a dozen of blue helmets. The Pk 5 is the neighborhood where the rebellion Seleka of Abdelaye Hissein started. The spokesman of Minusca, Vladimir Monteiro, was categorical: “the PK 5 will be cleaned up, the operation of Minusca will continue. The objective is to neutralize the gangs, these groups who call themselves vigilanteses but that are only criminals for us, people that live thanks to racket and extortion of money”

Minister of Security of Bosnia and Herzegovina Dragan Mektić and Head of the Delegation of the European Union and EU Special Representative to BiH Lars-Gunnar Wigemark met to discuss the possible solutions for the establishment of full cooperation between BiH security institutions and EUROPOL. Minister Mektić pointed out that that the stumbling block that prevented a full cooperation has been the lack of agreement between the police agencies on the location of the joint contact point for cooperation with EUROPOL. Another block was provided by the opposition of the Republika Srpska Ministry of Interior to place headquarters in the Directorate for Coordination of the police bodies of BiH. Mektić further stated that BiH can no longer delay the establishment of cooperation with EUROPOL. Indeed, given the existence of a European Center for the Fight Against Terrorism, it is important for BiH security agencies to be able to exchange information. Minister Mektić emphasized that the security of the electoral process and voting must be improved too, in order to reduce the possibilities of manipulation and thereby restore citizens’ confidence in fair and democratic elections.

Military exercises for crisis situations in Montenegro

At the Podgorica airport, a military exercise involving a hijacking of an aircraft showed that Montenegrin institutions are ready to react promptly to incidents. This was the most complex and demanding exercise in the illegal interference of civil aviation in which a large number of participants and competent state authorities were engaged. The aim of the exercise is to train and verify the system of notification and coordination of activities between the competent authorities and institutions, to check the quality of the adopted legislation and plans and procedures in case of hijack. The president of the National Committee for Civil Aviation Security, Dragan Đurović, assessed that the exercise was successful and showed a high level of compliance of all entities that are activated in such crisis situations. He stated that this is another confirmation of the high standards of civil aviation safety that the European Commission has confirmed to be in line with the standards of EU member states.

Pakistan: National Security Committee condemns India

The 20th Meeting of the National Security Committee (NSC) was held in Islamabad on Wednesday with Prime Minister Shahid Khaqan Abbasi in the chair. Pakistan’s top civilian and military leaders strongly condemned India’s “recent reign of terror” in occupied Kashmir which has martyred 20 innocent civilians and left hundreds wounded. According to a press release, the committee condemned the current situation in Indian Occupied Kashmir, observing that the inhumane and incessant use of pellet guns against innocent protestors and on funeral processions has blinded scores of Kashmiris and inflicted injuries. “The National Security Committee praised the extraordinary courage and resilience of Kashmiri people in the face of Indian brutalities, gross and systematic violations of all their human rights. The Committee observed that the purely indigenous character of this uprising has once again belied the false propaganda by the Indian government,” said the press release. The NSC reiterated Pakistan’s commitment to political, diplomatic and moral support for the people of Indian Occupied Jammu and Kashmir in their just and legitimate struggle for their right to self-determination, also promised to them by the unanimous resolutions of the UN Security Council. The National Security Committee decided to raise the issue of unprecedented Indian brutalities at both bilateral and multilateral fora. The committee reviewed the broader regional situation and expressed satisfaction over the role that Pakistan continues to play for peace and stability.

Zamfara Carnage: NEMA confirms 54 dead, 7000 displaced

The National Emergency Management Agency (NEMA) on Wednesday confirmed that 54 persons were killed by suspected cattle rustlers in Bawar Daji District, Anka Local Government Area of Zamfara state last week Wednesday. 71 persons injured with over 7000 displaced persons. NEMA said the attacks affected places like Baudi, Tungan Turkish, Doka, Zanoka, Akuzo and Dogon Ruwa. Zamfara State Governor, Abdul’Aziz Yari Abubakar, alongside security chiefs and members of the State Executive Council on Friday visited Emir of Anka over the killings. Governor Yari during the condolence visit to the Emir directed the security agencies to shoot anybody found with arms “in the bush”. The governor said the laws of the country allow only security personnel to carry arms. “It is criminal for any person who is not a security personnel to carry arms, therefore I have ordered the security agencies in the state to shoot at sight any person who carries AK 47 or any other weapons in the bush, be Fulani, Hausa or any tribe. 

The bandits attacked the area after some members of the community held a meeting to discuss measures to be taken against banditry during the 2018 farming season. The bandits had earlier threatened that there would be no farming activities in the area in this year’s rainy season.

Montenegro: security operations praised by National Security Council

The National Security Council, chaired by President Duško Marković, welcomed the prompt and effective detection and arrest of perpetrators of serious crimes committed this past week. Marković reiterated the commitment of the institutions to continue their efforts to fight organized criminal groups, and especially their content providers. Indeed, the newly-formed specialized teams made up of representatives of the Prosecutor’s Office, the Police Directorate and other bodies have a clear task, namely to be a step ahead of any criminal intent. Prime Minister Duško Marković affirmed that the current period to be overcome does not require just the work of institutions in accordance with their regular legal obligations. Indeed, he claimed also that, at the moment of state budgeting, everyone must give additional and stronger contribution in order to protect every citizen and family in Montenegro.

Experts urge overhaul of Nigeria’s security architecture

LAGOS – Experts have called for a review of the nation’s security architecture to address the killings and other criminal activities in the land. 

During the inauguration of council members and induction of new members of the Institute of Criminal Justice and Criminology Administration (ICJCA) in Lagos, the chief executive/registrar, Dr. Primus Emenuga, said the appeal has become necessary following the series of negative reports which were capable of undermining national security. He said: “As at this moment, our security architecture is nothing to write home about. If you look at our core competencies, like the justice system, law enforcement and prison, they are not performing optimally […] We are asking the government to look at the security issues from the top to the bottom, especially at the correction level to change the narrative.” 

To the president and chairman of council, Oba Gbadebo Bajowa, there was need to improve the nation’s justice system by developing and providing good but strategic security administrators and defence initiatives in both government and private organisations. The emphasis, he said, should be on the provision of a broad programme that equips members of the criminal justice system with necessary knowledge, skills, attitude and aptitude in criminal justice administration and criminology in tandem with current realities.

Philippines: ‘No specific threat’ during Holy Week but security measures in place

Malacañang said on Saturday, March 24, that all the necessary security measures are in place to ensure a peaceful and solemn observance of Holy Week. “There is no specific threat monitored for the Holy Week but the AFP will not put its guard down. We will continue to conduct appropriate security measures where needed to safeguard vulnerable communities,” the AFP said in a statement on the eve of Palm Sunday, which ushers in Holy Week. The military urged the public to be on full alert during the holidays to be able to “detect, deter, and frustrate any more by criminals and terrorists.” As of noontime Saturday, March 24, the Philippine Coast Guard (PCG) monitored a total of 82,161 outbound passengers the country’s ports, harbors and piers and it activated its Passengers Assistance Centers (PAC) on Friday in preparation for the nationwide in observance of Holy Week. In a press briefing on Thursday, March 22, PCG chief Rear Admiral Elson Hermogino said pre-departure inspections to ensure safety and security of commuters traveling during the Holy Week will be done while Maritime Industry Authority (MARINA) personnel will board ships for the inspection of passengers.

Beijing police order limit on foreigners in university district pizza bars and cafes

Police are checking various popular student hangouts in Wudaokou, a university district in the Beijing’s north, to make sure they have no more than 10 foreigners inside at any one time, as the authorities want to guarantee security for the National People’s Congress, China’s biggest annual political gathering. Security is usually tight in the capital during important political events, with petitioners kept at arm’s length and activists kept under close watch.

“Until March 22, every Friday night and Saturday, as requested by local authorities, we can only allow a maximum of 10 foreigners in our store at a time” a notice at one pizzeria said. An employee at the restaurant said the police made the request in person before the weekend, and had returned for regular checks since then.

But an officer at the Zhongguancun police station, which oversees the restaurants in Wudaokou, denied that it had imposed any limits on the number of foreign customers, “We’ve never issued such a notice. We merely told bars and restaurants to control the total number of customers during peak hours, without making any specific requirements. Such reminders are common” the officer said.
