UN “the main coordinator” in settling the Libya crisis

Russia says it takes no sides in Libya and is convinced that the only way to achieve peace and stability in the country is through national reconciliation mechanisms that come from the Libyans themselves, not ones imposed from outside. However, it firmly believes that the United Nations must remain the main coordinator in attempts to settle the crisis and that while help from international, regional and neighbouring states are valuable, these must be harmonised. In an interview with the Libya Herald, Deputy Russian foreign minister Mikhail Bogdanov, who has specific charge over Middle East and African affairs, explained the fundamentals of Moscow’s policy towards Libya and what it hopes can be achieved.

Turkey and Russia on same page regarding territorial integrity of Iraq, Syria, Erdoğan says

Turkey and Russia are on the same page regarding the territorial integrity of both Iraq and Syria, President Recep Tayyip Erdoğan said Thursday in a joint press conference with his Russian counterpart Vladimir Putin. The two leaders held a meeting at the presidential complex in capital Ankara, which lasted for about three hours. Speaking to press representatives after the bilateral meeting, Erdoğan said that regional issues, including latest developments in Syria and the Kurdistan Regional Government’s (KRG) controversial independence referendum were discussed. The president also said that Turkey and Russia agreed on the joint will and close cooperation to solve the Syrian crisis through diplomacy, adding that he was happy with the progress made in the Astana process, sponsored by Turkey, Russia and Iran. Meanwhile, Russian President Putin praised Erdoğan for his efforts and initiative to establish de-escalation zones in Syria, saying they “have de-facto created the necessary conditions for the end of the fratricidal war in Syria and the final defeat of terrorists as well as for the Syrian people’s return to normal life”.

Global customers eyeing purchases of cutting-edge Russian military gear and apparel

Purchase applications for Ratnik military gear are coming in from abroad, and contracts are pending, Director General of the Central Scientific – Research Institute for Precision Machine Engineering Dmitry Semizorov said on Wednesday. “To date, there is interest in supplying the Ratnik gear abroad. The first supply requests have already rolled in, the corresponding documents have been drawn up, and the first contracts may be signed”, Semizorov noted. He added that there are plans to carry out a joint exercise for Russian and Egyptian landing troops, in which the Egyptians wished to participate in the Ratnik gear. If they like it, there will be supplied there as well”, Semizorov added. The Ratnik second-generation gear is a modular system that consists of 10 various subsystems and may be changed depending on the battle situation, climatic conditions and other parameters. The gear set is made up of more than 40 elements, including small arms, aiming systems, body armor and a GLONASS navigation set. The Ratnik second-generation gear has been supplied to the Ground Forces, Airborne-Landing Forces and marine units since 2016.

 

Russia has evidence terrorists used sarin in April attack on Khan Sheikhoun — diplomat

Moscow has evidence that terrorists used sarin in Syria’s Khan Sheikhoun in April, Director of the Russian Foreign Ministry’s Non-Proliferation and Weapons Control Department, Mikhail Ulyanov stated at a news conference on Tuesday. “We are keeping a close watch on the situation. There is a huge amount of evidence implicating the terrorists, who set off a sarin bomb ‘on the ground’ for provocative purposes, knowing the blame would be pinned on Damascus”, he specified. Experts refuse to visit the scene of the alleged April 4 chemical attack in Syria’s Khan Sheikhoun although the security situation allowed this, he went on. The diplomat said “this arouses indignation” that neither investigators from the Organization for the Prohibition of Chemical Weapons (OPCW) Fact-Finding Mission nor experts from the OPCW-UN Joint Investigative Mechanism have visited Khan Sheikhoun and the Shayrat airbase. Experts from the Organization for the Prohibition of Chemical Weapons (OPCW) claimed that chemical agents were used, among other things, in the city of Khan Sheikhoun on April 4. According to OPCW experts, sarin or another similar nerve agent was sprayed in the city on that day.

U.S. Army releases handbook for defeating Russia in hybrid war.

The handbook, a slick sixty-eight-page publication packed with photos and data on Russian equipment that might be used to wage asymmetric warfare focused on Russian operations in Ukraine and the Crimea, which involved small special-operations troops—sometimes operating undercover—and small, heavily armed formations of regular Russian troops backing local separatist groups, The National Interest reports. It concludes that Russian strategy is based on achieving regime change through teaming up with local proxy forces, rather than conventional military victory by Russian troops. “Because the new objective is the change of an entire system of government, the RNGW approach can use any lever of influence in their reach to achieve this change,” the U.S. army study explains. “Not all regime changes have to be resolved with a military option, but when a military lever is activated, it is done by, with, and through segments of the local population. The involvement of locals gives validity to military action on the world stage”.

Russia delivers over two tonnes of aid to Syria’s Aleppo

Officers from the Russian Center for Reconciliation of the opposing sides in Syria have delivered over two tonnes of humanitarian aid to the Tell Asus settlement located in the Aleppo Province, Soslan Tseboyev, a Center spokesman, told reporters on Monday. “There are a lot of poor settlements, so we travel around with representatives of the local authorities to have a look at how the people who have returned to their homes live. We choose a settlement and then bring humanitarian aid there. Today, we have brought more than two tonnes”, he said. According to Tseboyev, around 4,000 tonnes of construction materials and equipment will be delivered to Syria from the Russian port of Novorossiysk in the near future. “In order to restore the war-affected areas of Syria, dozens of pieces of construction equipment, thousands of tonnes of tubes, construction materials and hundreds of kilometers of wire will be delivered by sea,” the Russian Center’s spokesman added.

Egyptian, Russian paratroopers conclude Protectors of Friendship 2 joint military drills

Egyptian and Russian paratroopers have concluded the “Protectors of Friendship 2” joint military drills, which started earlier this month in the Russian city of Novorossiysk and came within the framework of a joint military exercises plan between the armed forces of both countries.The exercise involved 600 troops from both sides, as well as 100 elements of medium and heavy military equipment. The paratroopers’ drills included the deployment of troops, equipment and vehicles, and the exchange of experiences between special forces.In October 2016, Protectors of Friendship 1 took place in the Egyptian Mediterranean city of Al-Alamein. The commander of the Egyptian forces in the drill, Major General Mehez Abdel Wahab, delivered a speech at the end of the drill in which he stressed the importance of the exercise in “maximising mutual experiences in light of the distinguished military relations between the armed forces of both countries.”

Korean peninsula draws range of military drills in show of force against North Korea

The U.S. military staged bombing drills with South Korea over the Korean peninsula and Russia and China began naval exercises ahead of a U.N. General Assembly meeting on Tuesday where North Korea’s nuclear threat is likely to loom large. The flurry of military drills came after Pyongyang fired another mid-range ballistic missile over Japan on Friday and the reclusive North conducted its sixth and most powerful nuclear test on Sept. 3 in defiance of United Nations sanctions and other international pressure. A pair of U.S. B-1B bombers and four F-35 jets flew from Guam and Japan and joined four South Korean F-15K fighters in the latest drill.

 

Astana statement affirms combating terrorism in Syria, whether inside or outside de-escalation zones

The guarantor states of the cessation of hostilities in Syria (Russia, Iran and Turkey) have renewed their strong commitment to the independence, sovereignty and territorial integrity of the Syrian Arab Republic and to combating terrorism in it. Kazakh Foreign Minister Abdrakhmanov read out the final statement at the end of plenary meeting of Astana-6 talks in which” the guarantor states renewed their strong commitment to the independence, sovereignty and territorial integrity of the Syrian Arab Republic as they reached to an agreement on de-escalation zones, including Idleb area”, The statement added that  a Russian-Iranian-Turkish coordination center was set up to avoid incidents in the areas of de-escalation zones in Syria, adding that these areas will be set up for six months and can be extended. Fnally, it said that the guarantor countries are determined to combat terrorism in Syria, whether inside or outside the de-escalation zones.

Russia, Turkey, Iran Finally Agree on Idlib Safe Zone in Syria

Russia, Turkey and Iran have agreed on all four safe zones in Syria, including on the Idlib de-escalation area, a source in one of the delegations said Friday. The source said that Russian and Iranian forces will monitor areas controlled by the government side in the Idlib safe zone, while the Turkish forces will be involved in monitoring the opposition there. So far, three zones of de-escalation have been established in Syria: in the South along the border with Jordan, in Eastern Ghouta and to the North of Homs, while negotiations on the fourth de-escalation zone in the Idlib province were held since summer and were the main issue on the agenda at the Astana-6 talks, which conclude on Friday.
