Radioactive cloud in Europe came from Russia or Kazakhstan

In a November 9 statement, IRSN( Institut de radioprotection et de sûreté nucléaire) ruled out an accident in a nuclear reactor, saying it was a likely leak in a nuclear fuel-treatment site or center for radioactive medicine.In recent weeks, IRSN and several other nuclear safety institutes in Europe had measured high levels of ruthenium 106, a radioactive nuclide which does not occur naturally and is the product of splitting atoms in a nuclear reactor. There has been no impact on human health or the environment in Europe, said IRSN, the technical arm of the French nuclear regulator ASN. The IRSN statement said it could not accurately locate the release of radioactive material but, based on weather patterns, it most likely originated south of the Ural Mountains, between the Urals and the Volga River. This could indicate Russia or possibly Kazakhstan as the site of the origin of the cloud.

Ukraine, Turkey hold talks on concluding agreement on development cooperation

The press service of the Ministry of Economic Development and Trade of Ukraine reports that during the days of 8 and 9 of November a delegation of the Government of Ukraine headed by State Secretary of the Ministry of Economic Development Oleksiy Perevezentsev held negotiations with a delegation of the Government of the Republic of Turkey on concluding an agreement on development cooperation. During the talks, the parties noted that the signing of this agreement would create legal bases for the establishment of the Office of Program Coordination in Ukraine with the aim of developing a fruitful cooperation in the economic and social spheres between the governments of the countries. As a result of the negotiations, the parties agreed on the text of the draft agreement.

EU: 50 mln euros for Donetsk and Luhansk regions in 2018

Next year the European Union will allocate 50 million euros for assistance programs of Donetsk and Luhansk regions.

Head of Cooperation of the EU Delegation to Ukraine Berend De Groot said this at a meeting with representatives of the Donetsk Regional State Administration in Kramatorsk on Wednesday. “In Kramatorsk, the representatives of the Donetsk Regional State Administration held a meeting with representatives of the Delegations of the European Union and the United Nations Development Programme (UNDP) in Ukraine. According to Head of Cooperation of the EU Delegation to Ukraine Berend De Groot, the EU plans to allocate 50 million euros for Donetsk and Lugansk regions next year,” the regional state administration noted. These funds will be primarily spent on decentralization programs, development of vocational and higher education and medicine, support for small businesses, and strengthening of the security of communities.

Freeland: Peacekeepers in Ukraine must become a guarantee

Any peacekeeping mission in Ukraine should be in the interests of Kyiv and promote its restoration of the territorial integrity of the state.

This was stated by the Minister for Foreign Affairs of Canada Chrystia Freeland, who emphasized that the Canadian government is in talks with other countries on the viability and benefits of peacekeeping and police missions in Ukraine. As we know, Ukraine has familiarized with the UN Security Council with its position on the introduction of peacekeepers in the Donbas and is ready for its own draft resolution on this. But before the launch of the international contingent, Russia insists on the withdrawal of its mercenaries and weapons from the east.

Special Representative of the US State Department for Ukraine Kurt Volker stated that Russians cannot participate in a peacekeeping mission in the Donbass.

Volker believes that the UN resolution on peacekeepers in the Donbass may be approved by the end of this year.

Ukraine’s army intensified training drills by 30 percent in 2017

Ukraine’s armed forces have carried out around 5,000 training drills in 2017, some 30 percent more than last year’s figure, according to the chief of the army’s Operational Training Department, Colonel Ihor Podolyan.  “Every combat unit trained for missions in the (Donbas war zone) undergoes two brigade-level exercises at two different firing ranges” states the colonel. Constant drills are being conducted also by the air force. The General Staff is continuing to work on adapting Ukraine’s army training to NATO standards, Podolyan said. Ukraine will soon approve a military terminology manual for training and deployment of forces, which will help Ukraine’s forces become interoperable with NATO forces, he said. Apart from that, Ukraine’s best combat units are continuing to receive NATO-style training. In particular, eight infantry battalions and one company have finished Joint Multinational Training Group advanced courses conducted by the U.S. Army.

 

EU to discuss tax havens blacklist after ‘Paradise Papers’ leaks

EU states plan Tuesday on a discussion of black list plans for a tax haven after the documents just released have revealed investments by rich people and institutions around the world, officials said. the insertion of the subject on the monthly agenda of EU finance ministers came after the daily newspapers quoting the “Papiri Paradiso”, a series of financial documents originated mostly by Appleby, one of the largest offshore law companies. The documents were obtained from the German newspaper Sueddeutsche Zeitung and shared with the international consortium of investigative journalists (ICIJ) and some media. Reuters did not check them independently. Appleby was not immediately available to comment. The latest revelations “re-emphasize the work the European Commission is doing to combat tax evasion”, EU Deputy Chief Executive Valdis Dombrovskis told reporters.

PM Rama was invited to be part of the panel “The Future of South-Eastern Europe”, together with Serbian PM Ana Brnabic, where he talked aboùt the importance of regional cooperation and the role of Albania in it, as well as the challenges of Albania’s EU integration. Talking about the prospective of EU enlargement with other aspiring coùntries, the PM said that the countries are in a different historical moment, that of completing the started process. The PM underlined that it is very important that the Balkan countries become part of the European project, as an extra factor for a safer and more secure Europe. The PM said that the current Balkans has positioned itself clearly in favor of the EU and is working hard for this.

 

 

Council Of Europe warns Azerbaijan to free Mammadov

The Council of Europe has notified Azerbaijan that it will take unprecedented legal steps against Baku unless it releases imprisoned political leader Ilqar Mammadov by November 29. Mammadov, an opposition politician and rights activist who heads Azerbaijan’s Republican movement, was arrested in February 2013 and charged with helping organize riots. Western governments and rights groups have decried the charges as politically motivated. He was sentenced to seven years in prison in March 2014. The European Court of Human Rights ruled in May 2014 that his imprisonment was a violation of his rights and was intended to silence or punish him for criticizing the government. The committee on October 25 gave Baku until November 29 to either release Mammadov or it will discuss sending the case back to the rights court for a second ruling.
