9th Subcommittee on Trade, Industry, Customs and Taxation between Albania and the European Union

In Brussels took place the 9th Subcommittee meeting on Trade, Industry, Customs and Taxation between the European Union and Albania. On this occasion, is taken into consideration the progress achieved by Albania, in particular regarding the alignment of national legislation with the European acquis. Albanian representative illustrated progress on the removal of restrictions on the free movement of goods, and on measures to facilitate tax procedures. They also informed about ongoing negotiations on trade agreements with third countries, presented an update concerning industrial policies, including support for small and medium-sized enterprises (SMEs), as well as providing information with regards on measures to improve the business environment in line with Albania’s commitments under the Economic Reform Programme (ERP). As reported by Albanian Daily News, the Commission looked positively the increase of Albania exports to EU and welcomed measures to align legislation to the European acquis as well as the adoption of the CEFTA Additional Protocol 5. Thus, the Commission encouraged the government of Albania to further proceed in the engagement with CEFTA, the participation in COSME, and the Tourism Strategy.

Suspended the Kosovo-Serbia dialogue

Following the assassination in Mitrovica of the top Kosovo Serb Politician Oliver Ivanovic, the Serbian authorities made unilaterally the decision to suspend the Kosovo-Serbia dialogue. Ivanovic, considered as one of the most moderate Kosovo Serbs, was shot dead in front of his party’s office in the Serb-run north of Mitrovica.  As reported by the Albanian Daily News, the Head of the Serbian delegation in the bilateral dialogue which is taking place in Brussels, Marko Djuric, announced the withdrawal from the dialogue as well as the return to Serbia. Djuric, responding to the journalists, defined Ivanovic’s Murder “a terrorist and criminal act that must be punished”.

Vishaj: Chief Prosecutor Marky can’t appoint or dismiss

The head of the Criminal Lawyers’ Association, Saimir Vishaj, made a statement in an interview for Report TV, he declared: “Chief Prosecutor Arta Marku cannot appoint or dismiss, but she can command at the helm of any prosecution of judicial districts any prosecutor with moral and professional integrity”. Then he adds that based on the new law on Prosecution, the General Prosecutor has no mandatory role for investigations or abolishing decisions because such competence has passed to the court”. Vishaj clarified that it is in the attributes of the General Prosecutor, but he aroused the concern that there are prosecutors leading prosecutions today, who have lost the functions of command.”The head of the General Prosecution cannot create other institutions without HCP first being established.This lack causes a vacuum in the work of the prosecution. The role of the chief prosecutor should be the selection of the best prosecutors, there are six prosecutors who will be part of the HCP after passing the vetting, together with the five members coming from the parliament. Only an agreement of political subjects will enable the new institutions within spring” concluded Vishaj.

Youths Day: Basha calls on youths to stand up

During a speech organized in the framework of Students’ Protest 27th anniversary, the Democrat leader Lulzim Basha called on youths to stand up and change the country. On the same line of the former Prime Minister Sali Berisha (historic leader of Democratic Party), who addressed to the youth to bring down the actual government, Basha addressed to young people to not leave the fate of the country in Rama’s government hands. ‘ You have thousands and one reason to stand up and put an end to this governance largely implicated in several illicit activities’ declared Berisha, while Basha highlight that even if 27 years have passed since the end of communism, political freedom is still limited. ‘Instead of talking about modern politics and new business in Albania we are still talking about parliament’s cleansing by the incriminated individuals’, stressed Basha, adding that Democratic Party will support the cause for a better future.

DP Objects the Election of a Temporary Attorney General

During the meeting of the Committee on Legal Affairs, Public Administration and Human Rights, Democratic MP Enkelejd Alibeaj clearly opposed the opening of procedures for the election of a Provisional General Attorney. The mandate of the Attorney General Adriatik Llalla has in fact expired, and the election of a temporary Attorney would have the function of fulfilling its role until the successor of Llalla is elected by the High Council of the Prosecution, which has not yet been constituted. This temporary office is supported by the Socialist MP Ulsi Manja, who chairs the Legal Affairs Committee, as well as by the American Embassy in Albania and the European Union, according to which it is necessary to ensure the continuation of the work of the Public Prosecutor. According to the Democratic deputy, however, the question of a possible institutional standstill is non-existent, and the election of a temporary general prosecutor by harnessing the head of this institution would cause an aggravation of the political climate.

 

Albanian Minister Bushati :“High expectations for 2018. Albania’s next step in the EU Integration Process”

The Minister for Europe and Foreign Affairs, Ditmir Bushati participated at the conference, organized in Brussels by the German Foundation Hanns Seidel, “High expectations for 2018. Albania’s next step in the European Integration Process”. The Minister underlined the progress made by the government to reach the established priorities, referring in particular to the justice system reform and the fight against organized crime. Thus 2018 is expected to be a ‘decisive year’ for the European Union accession process. In reiterating the government’s willingness to achieve the required objectives, Bushati said he also felt encouraged by the support regarding the enlargement to the Balkans expressed both by the President of the European Commission and by the French President Macron. The Director-General for Enlargement at the European Commission, Mr. Christian Danielson, complimented the Albanian government on the effort of reforms.

Macedonia, Bulgaria and Albania: possibilities for fostering defense cooperation

The Macedonian, Bulgarian Defense Ministers and Albanian Deputy DM, Radmila Sekerinska, Krasimir Karakachanov and Petro Kochi respectively, discussed Friday in Ohrid on possibilities for fostering the cooperation in the sphere of defense.Today we have expressed political will to strengthen our cooperation in defense and our teams will begin to prepare plans for 2018, Sekerinska said after the meeting, which ‘voiced strong support for the Alliance’s open door policy and Macedonia’s full-fledged NATO membership.’ The closer cooperation between Bulgaria, Macedonia and Albania doesn’t cover only the economic cooperation with respect to Corridor 8, but may also be extended to the sphere of defense, Karakachanov said.Kochi said that Albania and Bulgaria would be staunch advocates for Macedonia to join NATO as soon as possible, as the membership status is significant not only to the citizens of the country, but also to the region as a whole.

The President of the Republic, Ilir Meta is paying an official visit to Skopje, the capital of Macedonia, at the invitation of his counterpart, Gjorge Ivanov. The two Presidents held a meeting, followed by a meeting between the delegations. Meta praised close historical and cultural ties, and underlined that they are existential and defining. President Ilir Meta was received in a separate meeting by the Prime Minister of Macedonia, Zoran Zaev. Mea congratulated the PM on the positive resùlts of both electoral processes in Macedonia and hailed the concrete engagements of the new government to improve the climate and inter-ethnic relations, but also to create a positive relation with neighboring countries. Meta and Zaev shared the same view on the indispensability to increase economic and trade cooperation, and to enhance energy and infrastrùctùral ties, where the implementation of joint projects in the frame of Corridor 8 is very important. In this frame, President Meta underscored that extraordinary resùlts can be achieved with non-extraordinary investments. The interlocutors expressed confidence that in the upcoming meeting between the two governments, in Pogradec, all these issues regarding comprehensive promotion and development between the two countries will be addressed.

Focus on Blue Corridor Project

The second Adriatic Trilateral Meeting was held in Durres on Friday and it was attended by Albanian Minister for Europe and Foreign Affairs, Ditmir Bushati, Croatian Deputy/PM and Minister for Europe and Foreign Affairs, Marija Pejcinovic Buric and the Montenegrin Minister of Foreign Affairs, Srgjan Darmanovic. Foreign Ministers agreed that the countries should focus on impetus and opportunities in order to accelerate implementation phases and work together to provide financial support to the Adriatic-Ionian Corridor’s project. Recalling the Joint Declaration adopted at their first meeting in Split, Croatia, on 10 February 2017, Ministers reaffirmed the importance of this strategic platform of cooperation between the three countries, as a valuable mechanism contribùting to the security, stability and prosperity of the South East Europe. Ministers reiterated, once again, that the Adriatic Trilateral is an excellent example of how likeminded countries  can join their efforts to offer better synergies to the common regional agenda, as well as to effectively address internal and external challenges in South East Europe. They agreed that the third Adriatic Trilateral Ministerial will take place in Montenegro in 2018.

OSCE Presence in Albania plays in supporting the reform process

Representing the 2017 OSCE Chairmanship, Austrian Deputy Foreign Minister Michael Linhart visited Tirana on Wednesday, highlighting the pivotal role the OSCE Presence in Albania plays in supporting the country’s reform process. Borchardt spoke about Albania’s constructive role in fostering regional co-operation, inclùding the recent yoùth exchange initiatives co-organized by Albanian authorities and the OSCE Presence. The OSCE Presence has been active in Albania since 1997. The current mandate of the Presence is to assist Albania in developing effective democratic institùtions and to promote the role of law and hùman rights in line with the priorities of the country. It does this through a variety of legal and administrative reform initiatives; activities aimed at fighting corruption and trafficking; and programmes to develop the country’s media, support civil society, and train police and customs officials.
