Assembly committees discuss important economic laws

According to the agenda published today in the official website of the Assembly, the Committee on Economy and Finance discusses the draft law “On the ratification of the Financing Agreement between the Republic of Albania, the Republic of Italy and the European Commission for the 2014-2014 Adrien-Ionian Adriatic Interreg Program (ADRION) 2020 “. 

This program includes 31 regions and provinces, from 4 different EU countries, Italy, Slovenia, Greece, Croatia and 4 candidate (or potential candidate) countries Albania, Bosnia and Herzegovina, Montenegro, Serbia. 

The Committee on Economy and Finance will also discuss the “Annual Report of the Bank of Albania for 2017”. 

The creation of a regional economic zone (REA) starts the first steps

The creation of a Regional Economic Zone in the Balkans has begun to be concretized. The first step is the recognition of Authorized Economic Operators among CEFTA (Central European Free Trade Agreement) member countries, which will bring more convenience to trade exchanges between countries.

To discuss this plan, was held a meeting in Tirana attended by representatives of the dogaphorical administration of CEFTA member countries. General Director of Customs, Belinda Ikonomi, praised the organization of this meeting as a continuation of regional cooperation, in the framework of the engagement undertaken at the recent “Berlin Process” summit, held in Trieste in July 2017, where the Prime Ministers of the Balkan countries expressed strong determination to work together to create a Regional Economic Zone (REA).

Since the first pillar of the action plan for the further advancement of regional trade integration includes a number of actions aimed at accelerating cross-border procedure in accordance with the additional protocol of CEFTA, Ikonomi informed that in Albania this document has already passed on all parliamentary committees and is epected to be approved by the Parliament.

Edi Rama, “The debate on the users’ fee in the Nation’s Road is worthloss”

Prime Minister Edi Rama today said that the debate on the users’ fee in the Nation’s Road is worthloss, as Albania is the only country in Europe and region where no roads are paid. In his speech to the Assembly, after the debate on the tariff on the Nation’s Road, Rama added that the debate on this topic, according to him, is not worth it, it is a debate that there are no two sides discussing on the path of reason, but there is a side that walks in the way of reason and another side that is not responsible for what it says.

Rama said that the decision is not about a tax, because it is not a tax, is the fee for the Nation Street user originated in 2010 with Sali Berisha. Rama explained that Berisha has taken the initiative to open this process and has publicy stated rarely in his career that which today as always denies: now the Government have to built but to maintain it it can not hold it but this is not a word of mouth, because the inability to maintain has brought significant degradations to that axis throughout these years.

National Energy Strategy in Albania, Edi Rama’s ambition

During the presentation of the National Energy Strategy, Prime Minister Edi Rama brought to the attention the collapse in this sector a few years ago and the achievements in recent years. According to Rama, the government made the important transformation in every respect, ranging from establishing legality in the energy sector and transforming the company from a risky asset to an asset that is estimated today day after day. Regarding the energy market, Rama stressed that a courageous liberalization process was undertaken, while it is foresees that in the space of a few years Albania has a 100 per cent open energy market.

According to him, it will create a new atmosphere in the relationship between consumers and energy distribution sector, leading to a degree the company’s efficiency. Rama concluded saying that Albania has started work and by end of the year albanians are ready to offer citizens the opportunity to partecipate as shareholders with the ambition that next year the company will turn into a company where the mass participation of citizens as shareholders will have a mutual benefit.

On the third day of his visit to Washington, Interior Minister Fatmir Xhafaj was received by the Assistant Secretary of State in the State Department and Responsible for Narcotics and Law Enforcement Matters James A. Walsh. Albanian Minister thanked for the support that US has given to judicial reform through the US Embassy in Tirana and the OPDAT assistance program, adding that is very necessary that US support and assistance continue to be present, especially during this delicate phase of the reform process.
Xhafaj also talked about the challenge to fight against radicalism, violent extremism and terrorim. Further on, he focused on the first results of the “Force of Law” operation and the need for more qualified assistance to the Special Task Force set up for this purpose. In this context, he requested that the following US assistance be expanded and at the same time be further oriented towards the realization of the above mentioned priorities. Walsh appreciated the progress made in the reform process in Albania, the strong commitment of the current government, stressing that “US engagement has not changed and will continue to be intensive even in the future”. He supported Xhafaj’s vision of reforming criminal justice, adding that the prison system should be included in this process.

Albania and Switzerland sign 2 agreements of 8.2 mln Euro

Deputy Prime Minister, Senida Mesi, received on Friday Ambassador Ruth Huber, the Head of Cooperation with Eastern Europe at the Swiss Ministry of Foreign Affairs.

During the meeting they signed two agreements that provide funding and technical support in the areas of governance and economy: the first one for the Decentralisation and Local Development Programme (dldp) and the second one for RisiAlbania, a youth employment programme. Both projects amount to just over 8.2 million Euro and are extensions of previous phases of Swiss support for Albania. The interlocutors discussed also about Swiss government support regarding civil emergency and natural disaster cases. After the signing of the two agreements, in her greeting speech Mesi stressing the long-term cooperation of more than 25 years of Albania with Switzerland, underlined the two projects as very important and with successful results in their previous phases.

Among others Mesi expressed special thanks for the Swiss Cooperation Strategy 2018-2021 which was presented a few weeks ago and emphasized that the long-term cooperation between the two countries is a crear indication that the Swiss government is there to help and support Albania in all its initiatives and that the latter is fully engaged to reach the objectives.

 

Migrant crisis in BiH is out of control

The head of the SNSD (Alliance of Independent Social Democrats) Deputies Club in the House of Representatives of the Parliamentary Assembly of BiH, Staša Košarac, warned that the Ministry of Security does not take any steps to strengthen the borders of the country and prevent a more certain mass wave of migrants from risky countries that could enter during spring and summer. According to the data possessed by BiH authorities, states Košarac, several thousand migrants will try to come to BiH from Greece, through Albania and Montenegro, a new Balkan route that is becoming more and more active in BiH. He added that Mektić ignored warnings of police services and agencies operating in the Ministry of Security regarding BiH’s lack of capacity to accept a significant number of migrants, and daily deteriorating conditions at immigration centers. Most importantly, Košarac stressed that there are not enough people to control the inaccessible and porous border with Montenegro.

The EU’s enlargement strategy neglects Kosovo

The recent document about the EU’s enlargement strategy apparently does not contain much mention of Kosovo, according to Pristina press. Kosovo is mentioned only in passages concerning the dialogue with Serbia. The article states that this is a “worse position for Kosovo than before”, and the reason is the presence of different positions in the EU (indeed, 5 members do not recognize Kosovo, such as Spain), but also the lack of progress in Kosovo. The documents focus particularly on Serbia and Montenegro which are “planned to join EU in 2025”, but also on Albania, Macedonia and Bosnia-Herzegovina.

Macedonia and Albania cooperation against terrorism

Skopje and Pristina concluded a memorandum of police cooperation in the field of terrorism. The memorandum has been signed Saturday by Macedonian and Albanian Interior Ministers, respectively, Oliver Spasovski and Fatmir Xhafaj, in Ohrid. The document foresees exchange of information of individuals and groups considered potential perpetrators of terrorist actions both in the two countries and in the whole region. Macedonia’s Interior Ministry expressed to consider the terrorism as a global threat as well as a risk for the countries in the Balkans. Thus, the memorandum envisages the terrorism from a preventive and repressive way. Spasovski stated Interior Ministries ‘are actively cooperating in protection and control of the border but also providing easy flow of people and goods’. From his part, Xhafaj noted that the agreement is on cooperation as for present than for future. Moreover, the two countries ‘should follow the excellent relations between as appropriate to two neighbors and our cooperation as ministries to follow those principles and thus contribute to greater security that can be a positive example for the region. The meeting concerned also the cooperation between Macedonia and Albania in the fields of drug trafficking, arms smuggling, exchange of information, experiences and positives practices, promotion of cooperation bilaterally and in the regional framework. In addition, Spasovski stated to support the initiative of the Albanian Police to establish a regional center for police cooperation of the Western Balkan countries.

New diplomatic missions will be opened by Albanian government during 2018

The Minister of Foreign Affairs and Europe announced that during 2018 the Albanian government will approve the opening of two new diplomatic missions: a new embassy in Canberra, Australia, and a consulate in Guangzhou, China. At the moment, Albania has just one embassy in China thus the opening of the consulate will increase its diplomatic presence in the country. Moreover, concerning the new consulate in China, the Ministry stated that this will have an economic impact thanks to the huge investments that can be made by different Chinese investors. With regards to the embassy in Australia, the Ministry expressed the conviction that its opening “will enable a more efficient and effective presentation of Albania in order to promote it, by maximizing and intensifying economic cooperation”.
