Addressing a huge gathering of worshippers here in Tehran on Friday the senior Iranian cleric reiterated Tehran’s unwavering policy to back the Palestinian people against the Zionist regime of Israel, saying the issue of Palestine is the Islamic Republic’s first priority.“…We cannot just overlook it (the Palestinian issue) and the world should know that Palestine is the top priority for the Islamic Republic of Iran”, the cleric stated. The issue of Palestine is closely related to Islam, which says the domination of the unbelievers over Muslims is prohibited.
In another speech, Imam Khamenei said the third Palestinian intifada (uprising) will begin a very important chapter in the history of the Palestinian nation’s fighting and will inflict another defeat on the Zionist regime of Israel.

Aoun and Abbas: We agreed to cooperate in a manner that serves the interests of the Palestinian and Lebanese situation

Palestinian President Mahmoud Abbas held talks Thursday with President Michel Aoun at the Baabda Palace at the beginning of a three-day visit to Lebanon. After a bilateral meeting between the two leaders, the members of the Palestinian and Lebanese delegations joined the talks. “We agreed to coordinate stances and cooperate in a manner that serves the interests of our two countries and the causes of justice and peace for which we have offered dear sacrifices”, Aoun said at a joint press conference after the talks. “I stressed the importance of President Abbas’ role in preserving the stability of the (Palestinian refugee) camps so that they don’t turn into hubs for those seeking to take advantage of the Palestinian people’s plights” Aoun added, referring to extremist groups. Abbas stressed that Palestinian refugees in Lebanon are only “guests”. The Palestinian leader vowed to exert all efforts possible to achieve “their certain return to their homeland Palestine”. Abbas also said the Palestinian factions are committed to preserving security in refugee camps around Lebanon and that they stand against terrorism in all its forms. By long-standing convention, the Lebanese army does not enter the twelve Palestinian refugee camps in Lebanon, leaving the Palestinian factions themselves to handle security.

It is also a “disgrace for the international community and a shame for certain Islamic countries”, he added. The 6th International Conference on Palestinian Intifada, kicked off in Tehran on Tuesday with around 700 foreign officials and intellectuals, including 18 parliament speakers.

The Egyptian presidency issued a statement on Sunday to comment on recently published press reports suggesting that President Abdel Fattah Al-Sisi participated in a “secret summit” between Israeli prime minister Benjamin Netanyahu, former US secretary of state John Kerry, and Arab leaders. While not denying participation in the meeting, the presidency said that “Egypt spares no efforts to reach a just and permanent solution to the Palestinian issue, based on the two-state solution and the Palestinians’ right to establish an independent state along the June 4, 1967 borders with East Jerusalem as its capital, without any political outbidding”. On Sunday, Israeli news website Haaretz published an exclusive report stating that Netanyahu took part in a secret summit in Aqaba a year ago. Participants allegedly included Kerry, Al-Sisi, and King of Jordan Abdullah II. The report said that Kerry’s proposal was rejected by Netanyahu but was supported by the two Arab leaders. The proposal reportedly included the recognition of the Jewish state and the renewal of talks with the Palestinians with support of the Arab countries.

UN Secretary-General Antonio Guterres says that the US decision to block a former Palestinian prime minister from leading the UN political mission in Libya was “a serious mistake”. Washington blocked the proposed appointment of Salam Fayyad, the Palestinian Authority’s prime minister from 2007 to 2013, a week ago. It said it was acting to support its ally, Israel. Speaking at the Munich Security Conference on Saturday, Guterres said: “I believe that it’s essential for everybody to understand that people serving the UN are serving in their personal capacities. They don’t represent a country or a government”. Guterres said that Fayyad “was the right person in the right place at the right time” Palestinians condemned the decision. US ambassador Nikki Haley announced she was blocking the appointment because “for too long, the UN has been unfairly biased in favour of the Palestinian Authority to the detriment of our allies in Israel”. Palestine Liberation Organisation executive committee member Hanan Ashrawi dismissed the “flimsy excuse” for a move she described as “unconscionable”. “Blocking the appointment of Dr Salam Fayyad is a case of blatant discrimination on the basis of national identity”, she said. Fayyad had been tapped to replace Martin Kobler of Germany, who has been the Libya envoy since November 2015.

Former Palestinian prime minister Salam Fayyad has said there will be “no deal” with the Israelis over his appointment as the next UN envoy to Libya. There have been widespread reports that UN Secretary General Antonio Guterres offered former Israeli government minister TzipiLivni the post of assistant secretary-general in return for Israeli, and by extension, US support for Fayyad taking up the Libya envoy post. There has been no formal statement about the offer, and Livni herself has refused to make any comment. However, if appointed, she would be the first Israeli to hold a top UN job. Writing in his Facebook page, Fayyad said that he would have nothing to do with any such attempt to get around the US objection to his appointment, which in any event, he added, was completely illogical. The opposition of new US ambassador to the UN Nikki Haley to his appointment on the basis that as a Palestinian he is unacceptable has resulted in a wave of international astonishment as well as criticism of Haley and of the Israeli government which subsequently backed her stand. Even in Israel there has been strong criticism. Fayyad, a former finance minister as well as prime minister, is widely respected as a moderate and pragmatist who tried to reform Palestinians institutions and put an end to corruption.

On monday U.N. Secretary-General Antonio Guterres said he believed former Palestinian prime minister Salam Fayyad was the right person to be the world body’s envoy to Libya after the United States raised objections to the choice. U.S. Ambassador to the United Nations Nikki Haley has expressed disappointment over Guterres’s choice, saying the United Nations had for too long been “unfairly biased in favour of the Palestinian Authority to the detriment of our allies in Israel”. “It is a loss for the Libyan peace process and for the Libyan people that I am not able to appoint him” Guterres said at the World Government Summit in Dubai. “I do not think there is any valid reason to avoid someone who is very competent to do a job that is extremely important” he said, adding that ending the Libyan conflict was in “everybody’s interest.” It is unclear whether the U.S. objection has ended Fayyad’s candidacy. Guterres declined to answer questions when approached by Reuters immediately after his comments. Guterres dismissed the accusation that the United Nations is biased on Israeli-Palestinian issues and said the body’s only loyalty was to its charter.

The UN Special envoy to Libya, Martin Kobler, is to be replaced by former Palestinian Prime Minister Salam Fayyad, in a decision by the new UN Secretary-General Antonio Guterres. In his final report to the Council yesterday, Kobler said: “The citizens of Libya deserve security and an end to the rampant crime and lawlessness.” While at times optimistic about Libya’s economic situation, he insisted corruption remained, health services were inadequate and poor financial management continued. The new special envoy, US-educated Salam Fayyad, was Palestinian finance minister from 2002 to 2005 and Palestinian prime minister from 2007 to 2013. His background is in finance, having previously worked for both the World Bank and the International Monetary Fund, and is regarded as having been a successful finance minister. Seen as both a conciliator and a pragmatist, he will, however, have his work cut out for him in trying to implement a Libyan Political Agreement that is widely seen as broken and unimplementable.

New economic funds sent from EU to Palestinian refugees

Yesterday, the European Commission approved a package of assistance of 252 million and 500 thousand euro to support the Authority and Palestinian refugees. And this is only the first part of the EU’s annual support package for Palestine scheduled for 2016.
The High Representative for the Union’s foreign policy, Federica Mogherini, said:  “The European Union renews its concrete commitment to the Palestinians. Through this package, the EU supports the daily lives of Palestinians in the fields of education and health, protecting the poorest families and also providing the Palestinian refugees with access to essential services. These are tangible steps on the ground that can improve the lives of Palestinian people. But these steps are not enough; Palestinian institutions must continue to grow stronger, become more transparent, more accountable and more democratic. Viable and inclusive institutions, based on respect for the rule of law and human rights, are crucial in view of the establishment of an independent and sovereign Palestinian State. Because what we want to achieve is the establishment of an independent and sovereign Palestinian State living side by side, in peace and security, with the State of Israel and other neighbours“.

The European Commissioner for Neighbourhood Policy and Enlargement, Johannes Hahn, said: “The EU remains firm in its commitment to Palestinians and actively supports a two-state solution. Our assistance to ensure the functioning of the Palestinian Authority and to support vulnerable Palestinian groups, including Palestinian refugees is a concrete example of this commitment. Let me also thank all EU Member States for their continued backing of EU programmes for this troubled region, which have proved effective”.

From the fund package sent yesterday, 170 million and 500 thousand euro will be sent directly to the Palestinian Authority, through the PEGASE mechanism (Mécanisme Palestino-Européen de Gestion de l’Aide Socio-Economique). With these funds, the EU will support the Palestinian Authority in the delivery of health and educational services, protecting the poorest families and providing financial assistance to hospitals located in East Jerusalem.

The remaining 82 million will constitute a contribution to the budget of the rescue program and the Agency’s work of the United Nations Relief and Works Agency (UNRWA). This UN body provides essential services for Palestinian refugees throughout the region. This support aims to provide better access to essential public services and increased livelihood opportunities for Palestinian refugees.
A second package of measures, in favor of the Palestinians, will be announced during the year.
For the readers, we specify that the PEGASE is the mechanism through which the EU is helping the Palestinian Authority to build the institutions of a future independent Palestinian state.

Through the UNRWA-logopayment of pensions and salaries of public officials, it ensures that essential public services continue to work. The PEGASE also provides social services to Palestinian families living in extreme poverty and also a contribution to the Palestinian Authority to support the costs of the hospitals in East Jerusalem.
UNRWA agency also provides essential services for Palestinian refugees in the West Bank, Gaza, Jordan, Syria and Lebanon. The EU is the largest contributor of this specialized UN agency. Between 2007 and 2014, the EU has contributed with more than 1 billion euro, including 809 million for the budget of the institution’s program. In addition, the EU has made generous contributions to UNRWA requests in humanitarian emergencies and in projects designed specifically to respond to the various crises and the specific requirements arising in the entire region. The partnership between the EU and UNRWA has allowed millions of Palestinian refugees to be educated, to live a healthier life, to have access to job opportunities and improve the general living conditions, thus contributing to the development of all the region.
