Crisi libica e traffico di esseri umani, il futuro di EuNavFor Med

EuNavFor Med è pronta per la fase operativa B2. La guerra ai trafficanti di esseri umani nel Mediterraneo sarà combattuta in acque territoriali libiche, «ma ci sono una serie di sfide politiche e legali da risolvere prima di poter raccomandare questa transizione», afferma l’ammiraglio Enrico Credendino, al comando della missione europea. Criticità relative alla mancata costituzione di un esecutivo di unità nazionale, che ha impedito alle Nazioni Unite di autorizzare l’arresto dei trafficanti e la distruzione dei mezzi direttamente a terra. Il 7 ottobre 2015, il Parlamento Europeo aveva annunciato il potenziamento delle missioni militari nel Mediterraneo, finalizzate all’abbordaggio, perquisizione e confisca delle imbarcazioni utilizzate dagli scafisti. Mentre la firma dell’accordo di dicembre in Marocco tra alcune componenti della vita politica e sociale libica per la formazione di un esecutivo di unità nazionale si è rivelata illusoria, il capo della missione di Supporto delle Nazioni Unite (Unsmil), Martin Kobler, ha salutato con favore il comunicato della maggioranza dei membri del Parlamento libico, che finalmente approvano la costituzione del Governo di unità nazionale e ha chiesto loro di formalizzare l’annuncio. In attesa di una stabilità politica che scongiuri la minaccia del Daesh e legittimi EuNavFor Med a un intervento territoriale risolutivo dell’emorragia migratoria che destabilizza l’Europa, la missione resta momentaneamente “sospesa” alla fase attuale, quella della lotta agli scafisti a 12 miglia nautiche dalla costa libica. Sebbene la comunità internazionale appoggi il premier Fayez Al Sarraj, ricevuto in Italia da Matteo Renzi, la situazione si fa critica. Da più parti si ipotizzano futuri raid aerei francesi, americani e inglesi contro le basi Isis in Libia, favorite dall’attuale caos istituzionale. Il ministro degli Esteri Paolo Gentiloni ha ribadito l’urgenza di dar vita al Governo di accordo nazionale e concentrarsi sulla comune lotta al terrorismo. Dello stesso parere il presidente della Commissione Esteri del Senato, Pierferdinando Casini, che ha definito l’attentato del 7 gennaio scorso a Zlitan contro un centro di addestramento della polizia come parte della “strategia attuata dello Stato Islamico per rinviare l’insediamento del governo di unità nazionale concordato tra le parti e l’Onu”. Senza un esecutivo riconosciuto a livello internazionale, EunavforMed è destinata allo stallo. Il comando della missione tuttavia ipotizza un futuro passaggio alla fase 3, con operazioni anche sulla costa, in collaborazione con le forze libiche e a partire dall’individuazione degli obiettivi, risolvendo i gap di intelligence sul business model dei contrabbandieri. Secondo Credendino, «Quando muoveremo alle fasi 2B e 3 ci saranno altre missioni sponsorizzate dalla comunità internazionale. Pertanto le attività di EuNavFor Med e delle altre operazioni vanno coordinate per mitigare i rischi di fratricidio. Il mandato dell’operazione europea dovrebbe essere esteso per la formazione e l’addestramento della Guardia costiera libica». Il terzo step, che non ha ancora ricevuto il via libera dell’UE, sarebbe in realtà il più efficace, poiché è in acque libiche che opera la maggioranza dei contrabbandieri, ma come fa sapere il ministro degli Esteri italiano Paolo Gentiloni, «nel Consiglio di Sicurezza Onu non ci sono spazi per autorizzare un simile intervento senza espressa richiesta libica». Quanto ai risultati effettivamente conseguiti, la missione ha contribuito all’arresto di 46 trafficanti e alla distruzione di 67 imbarcazioni. Ad oggi, sono 14 le nazioni europee che partecipano ad EuNavFor Med: Italia, Regno Unito, Germania, Francia, Spagna, Slovenia, Grecia, Lussemburgo, Belgio, Finlandia, Ungheria, Lituania, Paesi Bassi, Svezia. Al largo della Libia sono impegnate sei navi da guerra europee: una italiana, una inglese, una francese, una spagnola e due tedesche. A queste, si aggiungeranno altri tre mezzi messi a disposizione da Inghilterra, Belgio e Slovenia, quattro elicotteri, numerosi droni e 1300 militari. I costi dell’intervento militare – al di là di contributo europeo annuo pari a circa 12 milioni di euro – sono a carico dei singoli Paesi partecipanti. L’Italia ha contribuito alla missione con uno stanziamento di 26 milioni di euro e l’impiego di 1.020 soldati.

Syria: Islamic State Attacks Kurdish Town Near Turkish Border

Islamic State militants launched an assault on the town of Tel Abyad, which is controlled by the Kurdish People’s Protection Units, near Syria’s border with Turkey on Feb. 27, Turkish security sources said, Reuters reported. The militant group also attacked the nearby town of Suluk. U.S.-led coalition aircraft carried out 10 airstrikes to try to repel the assault. At least 45 Islamic State militants and 20 Kurdish militia fighters had been killed. The attack was launched hours after a cessation of hostilities came into effect in Syria under a U.S.-Russian plan, though the temporary truce does not apply to Islamic State and al Qaeda affiliate Jabhat al-Nusra. The truce appeared largely to be holding across much of Syria, though government forces will still try to gain ground while rebels defend their positions.

A Pechino più miliardari che a New York

Era solo questione di tempo, in effetti. Nel 2014 avevamo assistito al sorpasso della Cina sugli Stati Uniti nella sfida del PIL, due anni più tardi un nuovo primato conferma il cambio di paradigma dell’economia mondiale ed il consolidamento del gigante asiatico  nel ruolo di nuovo leader.

Secondo i dati raccolti da Hurun Report, un editore cinese specializzato nel campo del lusso, che ogni anno stila la lista dei super ricchi del paese, la capitale Pechino conta ormai un numero di miliardari superiore a quello vantato da New York. 100 a 95, è il risultato finale, ma a dare la misura del cambiamento non sono i cinque supermiliardari di differenza, quanto il “tasso di crescita” cinese. Nell’ultimo anno il club esclusivo dei miliardari di Pechino ha aperto le porte a 32 nuovi membri, a fronte di un aumento di soli 4 elementi dell’élite economico-finanziaria della Grande Mela. Al terzo posto, la Mosca dei nuovi e vecchi ricchi, con 66 miliardari registrati all’anagrafe del lusso.

La crisi dei mercati asiatici che nelle ultime settimane ha bruciato migliaia di miliardi non sembra dunque arrestare il processo di concentrazione della ricchezza nelle mani di pochi, come avviene in ogni paese capitalista che si rispetti. “Nonostante il rallentamento dell’economia e la crisi dei mercati – afferma Rupert Hoogewerf, capo ricercatore nonché Presidente  di Hurun Report – Pechino ha coniato più miliardari di qualunque altra città, nell’ultimo anno, soprattutto nella parte bassa della lista”.

Benché la sfida tra Pechino e New York appaia particolarmente simbolica, la Cina aveva già ottenuto il primato a livello nazionale lo scorso ottobre, come attestato  dalla stessa Hurun. Secondo i nuovi dati, appena pubblicati, il Dragone asiatico offre oggi alloggio e riparo a 568 miliardari, 90 in più dell’anno precedente. Per farsi un’idea, basta sapere che la ricchezza combinata di questi 568 Paperoni ammonta a 1400 miliardi di Dollari, pari al prodotto interno lordo dell’intera Australia. Di questi, il 40% ha meno di quarant’anni, un vantaggio anagrafico che peserà certamente sulle classifiche dei prossimi anni. Gli Stati Uniti, anche qui, hanno ormai ceduto il passo, con 535 miliardari a stelle e strisce, due in meno dell’anno precedente. Ed anche questo è un dato che fa riflettere.

A livello di ricchezza individuale però, gli alfieri cinesi non occupano ancora le prime file. Il più ricco, in Cina, è il magnate Wiang Jianlin, sostanzialmente sconosciuto fuori di confini nazionali. Wang è il presidente della Dalian Wanda Group, la maggiore impresa immobiliare cinese, e possiede la AMC Entertainment Holdings, il più grande gestore di sale cinematografiche al mondo. Il suo patrimonio personale ammonta a 26 miliardi, secondo Hurun Report, e nella classifica degli uomini più facoltosi del pianeta occupa la ventunesima posizione. Non abbastanza per surclassare personaggi come Bill Gates, Mark Zuckerberg e il finanziere Warren Buffet.

Anche in questo caso, immaginiamo, è solo questione di tempo prima che Jianglin e il manipolo di suoi connazionali superino le celebritties americane della ricchezza. Nel gruppo di testa figurano Jack Ma, fondatore del mega-portale di e-commerce Alibaba e i capi di giganti tecnologici come Tencent, Baidu e Xiaomi, che si prepara ad invadere i mercati occidentali con i suoi smartphone economici e tecnologicamente avanzati. Beijing: more billionaires than New York

It was only a matter of time, in fact. In 2014 we witnessed the overtaking of China on the United States in the challenge of GDP, two years later a new record confirms the change of paradigm in the global economy and the consolidation of the Asian giant as the new leader.

According to data compiled by Hurun Report, a Chinese publisher specialized in the field of luxury, which annually draws up the list of the super rich of the country, the capital Beijing now has a number of billionaires higher than that claimed by New York. 100 to 95, is the final result, but the measure of change is not given by the five billionaires of difference, rather by the Chinese “rate of growth”. In the last year the exclusive club of billionaires in Beijing has opened its doors to 32 new members, compared with an increase of just 4 elements for  the economic and financial Big Apple élite. In third place, the Moscow of old and new riches, with 66 billionaires registered at the luxury registry.

The crisis in Asian markets, in recent weeks, has burned thousands of billions, but it does not seem, therefore, capable to stop the process of concentration of wealth in a few hands, as happens in every authentic capitalist country. “Despite its own slowdown and falling stock markets — says Rupert Hoogewerf, chief researcher and Chairman of Hurun Report –  China minted more new billionaires than any other country in the world last year, mainly on the back of new listings”.

Although the match between Beijing and New York appear to be particularly symbolic, China had already achieved similar record nationally, last October, as attested by the Hurun Report. According to the new data, just published, the Asian Dragon now offers accommodation and shelter to 568 billionaires, 90 more than last year. To get an idea, just know that the combined wealth of these 568 McDucks amount  to 1400 billion dollars, equal to the Gross Domestic Product of the entire Australia. Of these, 40% have less than forty years, a demographic advantage that may impact on the charts in the coming years. The United States, once again, arrive in second position, with 535 stars and stripes billionaires, two fewer than the previous year. And this is also a fact to think about.

At the level of individual wealth, however, the Chinese captains still don’t occupy the first rows. The richest, in China, is the tycoon Wiang Jianlin, basically unknown outside of national boundaries. Wang is chairman of Dalian Wanda Group, the largest Chinese real estate enterprise, and owns AMC Entertainment Holdings, the largest theater operator in the world. His personal fortune amount to 26 billion, according to Hurun Report, and in the ranking of the wealthiest men on the planet occupies the twenty-first position. Not enough to outclass people like Bill Gates, Mark Zuckerberg and the financier Warren Buffet.

Again, we imagine, it is only a matter of time before Jianglin and handful of his countrymen overtake US celebrities of wealth. The leading group include Jack Ma, founder of the mega-portal of e-commerce Alibaba and the heads of tech giants such as Tencent, Baidu and Xiaomi, which is preparing to invade Western markets with its economic and technologically advanced smartphones. Libyan crisis and human trafficking, the future of EuNavFor Med

Eunavfor Med is ready for the operational phase B2. The war against the traffickers in the Mediterranean will be fought in Libyan territorial waters, “but many political and legal challenges must be solved before we can recommend this transition, ” says Admiral Enrico Credendino, head of the European mission.

Critical issues depends on the failure of the executive of national unity, without which the United Nations can’t authorize the arrest of traffickers and the destruction of the means directly on the ground. While the December signing in Morocco between some members of the Libyan social and political life for the formation of an executive of national unity turned out to be illusory, the head of mission of the United Nations Support (Unsmil), Martin Kobler, has welcomed the release of the establishment of the national unity government approved by the majority of the Libyan Parliament. But this announcement is not official.
Waiting for a political stability that averts the threat of Daesh and legitimate EuNavFor Med to a local remedial action aimed to stop the migratory hemorrhage destabilizing Europe, the mission remains temporarily “suspended” at the stage 2, that of the war against smugglers within 12 miles nautical from the Libyan coast. Although the international community supports the prime minister Fayez Al Sarraj, received in Italy by Matteo Renzi, the situation becomes critical. France, America and Britain could intervene with future air strikes against Isis bases in Libya, favored by the current institutional chaos.
The Foreign Italian Minister Paolo Gentiloni reiterates the urgency of the national government, and focuses on joint fight against terrorism. The chairman of the Senate Foreign Relations Committee, Pierferdinando Casini, shares the same opinion, and declares that “the attack on 7 January in Zlitan against a police training center is part of the Islamic State strategy to postpone the settlement of the national unity executive agreed between the parties and the UN. “ Without a government internationally recognized, Eunavfor Med is designed to stall.
The command of the mission, however, suggests a future move to Stage 3, with operations even on the coast, in collaboration with the Libyan forces. The identification of objectives is necessary, to solve the intelligence gap on the smugglers’ business model. According Credendino, “When the stage 2B and 3 will start, other missions will be sponsored by the international community. Therefore the activities of EuNavFor Med and other operations should be coordinated in order to mitigate the risk of fratricide. The European operation’s mandate should be extended for the formation and training of the Libyan coast guard. “ The third step, which has not yet received the EU green light, would actually be the most effective, because the majority of the smugglers operate in Libyan waters. But as the Italian Foreign Minister Paolo Gentiloni affirms, “The UN Security Council can’t authorize an intervention without an express Libyan request». As for the results actually achieved, the mission has contributed to the arrest of 46 traffickers and to the destruction of 67 boats. “
14 European countries are participating in EuNavFor Med: Italy, UK, Germany, France, Spain, Slovenia, Greece, Luxembourg, Belgium, Finland, Hungary, Lithuania, the Netherlands, Sweden. Currently, six European warships are engaged offshore Libya: an Italian one, an English one, a French one, a Spanish one and two German, but other ships should be made available from England, Belgium and Slovenia. Four helicopters, many drones and 1300 military will be added to these.
The costs of military intervention – apart from an annually European contribution of 12 million Euros – are supported by the individual participating countries. Italy has contributed to the mission with a budget of 26 million euro and 1.020 soldiers.

Libya, US: new Iraq on the horizon?

Yesterday Tobruk parliament once again postponed voting on new government until February 29. Meanwhile, the US and its European partners are thinking about a military intervention without Libyan approval: Islamic State’s stabilization and about 6,000 enlisted were changing Libya in the new Iraq.

During February, several news about the US, UK and France landing at Libya were been reported by international press. The last one is about France which, as written by Le Monde, should have send about 180 soldiers against Daesh.

Even United States is preparing a military plan. After agreement with Italian government, which allowed US drones to fly out for attacks on Daesh, Barack Obama is pressing not only Libyan factions to ratify national unity government, but also Rome to play an active role in an always more probably military intervention in Libya.

The risk is especially one: repeating the same mistake of 2011. But the hesitation of Libyan House of Representatives could cause a plan B. A scenario which could exclude the Italian leadership in international operation and unpopular with al-Sarraj government and the majority of population. Indeed, they would want a military training and assistance from foreign countries.

If United States and its partners decided to intervene without new government approval, Islamic State could increase its popularity among foreign fighters and Libyan people because the war could become a war between Islam and West.

Beyond these doubts, Obama’s political consultants push to immediately go in Libya, as reported by Washington Post. Indeed, Libya is becoming new Daesh headquarters, where always more jihadists are enlisting them. In this way, it could repeat the same context of Iraq in 2014, when the White House didn’t intervene until the next 18 months and Islamic State strengthened its positions.

Israel and Russia: a lesson from the past

The mainstream rhetoric in the Middle East tends to deliberately or unintentionally portray that the Russian have always posed an imminent threat to Israel’s security neglecting the significant role the Soviets played in the creation of the Jewish State. Without such support at the very beginning, Israel would not have been born.

Unsurprisingly, the recent military coordination between both countries regarding the on-going proxy war in Syria did not emerge out of nowhere and is not only based on common interests, but can be traced back to the history of the formation of Israel in which Russia played a vital, if often forgotten, role.

Many believed that the birth of Israel owed a lot to Stalin’s Russia. However, others argued that this was unlikely since the Stalinist period was the toughest era in the modern history of Russia due to the restrictive, intolerant and totalitarian policies that Stalin adopted. A number of discriminatory policies against Soviet Jews were carried out during the ‘Soviet Jewry’ period in the early 1950s, which led to a total embargo on Jewish immigration from Eastern Europe.

Taken into consideration the large number of Jewish officers who notably contributed in Soviet arms production during WWII, it would have been a gigantic advantage the fledgling state to increase its manpower both in number and experience.

Despite this, Stalin played an essential role in the formation of Israel particularly during the vote on the UN Partition Plan in 1947, where his Ambassador Andrei Gromyko deliver an unprecedented speech that addressed the horrible fate that Jews have undergone in Europe and their right to have their own state. Moreover, Stalin ordered his allies in the Eastern Communist States to support the establishment of Israel as the decisive bloc that provided the two thirds majority required to win the vote at the UN. Until the late 1940s, Stalin’s Russia supported Israel politically, militarily, and demographically.

Demographically, the USSR made a decisive contribution in increasing Israel’s manpower in which it was one-third of total inhabitants at that time. Stalin supported the Jewish Agency immigration operations, where almost 67% of Jewish immigrants who arrived in Palestine came from Eastern Europe. He also supported Israel politically at the UN through voting against resolution 194, which demanded immediate return of 700,000 Palestinian refugees forcefully expelled from their homeland and absolved Israel of responsibility and blamed Britain.

Militarily, Stalin permitted the Skoda factory to supply the struggling Israeli forces with heavier artillery during the 1948 War. By the early 1950s, Israel received military aid from Stalin’s Russia that exceeded its expectation without having to worry about its relationship with Western powers. Even David Ben-Gurion publicly announced that without the Soviet support at the very beginning, Israel would have never survived the full-scale attack of Arab armies.

However, the explicit objectives of the Soviets support to Israel remained ambiguous. So why did Joseph Stalin support Israel despite of his totalitarian policy? What was his strategy?

It was obvious that Stalin had two complicit strategic ends. Firstly, he aimed at supporting the creation of Israel in order to bring disorder and political unrest to the region and hence, seize the influence of the British Empire. Secondly, he believed that Israel would become a strong ally to the USSR particularly with its socialist ideology that it adopted in the first few years of its establishment.

In the 1950s, Golda Meir put Israel in a neutral position during the Cold War and refused to militarily participate alongside the US in the Korean War. However, Israel relation with Moscow begun to deteriorate because of a number of political events that provoked Stalin’s power, particularly the incident of 1953 Doctor’s Plot.

Israel-USSR relation encountered another drop following Stalin’s death in 1953, where his successors relatively turned against Israel through signing arm deals with Arab states such as the Egyptian-Czechoslovak deal in 1955. As late as 1980s, the USSR signed billion of dollars of arm deals with its Arab clients, which altered the balance of power in the region. Perhaps the recent targeted-killing strike of Samir Al-Kuntar in Syria portrays the close Israeli-Russian relation. But not as close as in late 1940s, where, without the Soviet support at the very beginning, Israel would not have seen the light.

Caschi blu della cultura, il sì dell’Unesco

Difesa di

Caschi blu in difesa del patrimonio artistico mondiale minacciato da conflitti e calamità naturali. E’ questo il compito affidato da Unesco e Italia alla Task Force “Unite4Heritage”, come sancito dall’intesa siglata il 16/02 presso le Terme di Diocleziano a Roma. La risoluzione italiana è stata approvata e sottoscritta da 53 Paesi.

L’accordo – firmato dal Ministro degli Affari Esteri e della Cooperazione Internazionale, Paolo Gentiloni, e dal Direttore generale dell’Unesco, Irina Bokova – prevede anche la costituzione di un Centro di formazione Unesco Itrech (International Training and Research Center of Economies of Culture and World Heritage) a Torino.

Il team di pronto intervento è formato dai Carabinieri per la Tutela del Patrimonio Culturale, che hanno raggiunto un livello altissimo di specializzazione riconosciuta a livello internazionale, e da esperti civili di settore. Mission della task force, la valutazione dei rischi e quantificazione dei danni, l’ideazione di misure urgenti, la supervisione tecnica e l’assistenza al trasferimento di oggetti mobili in rifugi di sicurezza. Il tutto, nell’ottica di proseguire la lotta contro vandalismi, saccheggi e traffici illeciti di opere d’arte.

Non solo. Attraverso la tutela delle radici culturali e identitarie si porta avanti anche la guerra al terrorismo. “Oggi mettiamo a frutto per tutto il mondo una delle specificità dell’Arma dei Carabinieri, addestrati al contrasto dei crimini contro i beni culturali e per la tutela del patrimonio culturale dell’umanità – ha dichiarato il Ministro della Difesa, Roberta Pinotti – una task force specifica per la difesa della cultura a prescindere da dove siamo impegnati in missioni internazionali”.

Non è casuale che i terroristi attacchino i beni culturali. In tal modo, da un lato aumentano i canali di finanziamento, dall’altro perché distruggere un monumento in cui si identifica la civiltà di un popolo è un modo per attaccare al cuore la stessa civiltà. Questa struttura sarà in grado di intervenire laddove il patrimonio artistico e culturale è minacciato, e di farlo in un quadro di legittimità giuridica».
