The Kurdish wars

Against Isis, against Erdogan’s threats, against Barzani that wants to be the president of KRG forever.

While on the turkish border, President Erdogan is exploiting international aid to face Isis and, at the same time, try to hit the Kurds of PKK, the president of the KRG (Kurdistan Regional Government), Barzani, is organizing military parades in order to retain his mandate, beyond the two-year extension already granted. KRG is the only form of government able to represent Kurdish people, divided between Iraq, Turkey, Syria and Iran.

The Kurdistan Regional Government was established in Iraq after the collapse of the regime of Saddam Hussein and is now subjected to the same power struggles that caused the instability of the Middle East. During the years Kurdish people were, and still are, discriminated against. Saddam Hussein has made the Kurds the target of his chemical weapons causing real massacres as in Halabja in 1988. The persecution took the traits of the genocide through the “Anfal Campaign”.

In Turkey , as well as in Syria, over the years, the persecution never stopped and Kurdish people did not get more favors. Their conditions has come to international attention since the irregular army of KRG, the Peshmarga, took their weapons to face the advancing of Isis. The pages of history books written now, will describe the heroic resistance of these mixed troops made of men and women, who fought to protect cities like Kobanî. But this is not enough for Turkey that is ready to exploit the Isis justification to attack the Kurdish army.

If the elections on June 7 in Turkey seemed to be a turning point with the entrance in Parliament of HDP; recent events like the connection of the Democratic party of the Kurdish people to PKK after exceeding the threshold of 10% of the preferences set by Erdogan, seem to record a sharp setback.In recent years, the bombings inflicted by the Turkish on the Kurds of northern Iraq never stopped and have caused the reaction of the Kurdish militants. On August 10th, the escalation of violence caused 9 victims, killed in four separate attacks. Near the US Consulate and a police station in Istanbul and near a convoy and a military helicopter in the south-east of the country, Sirkin, in Kurdish territory.

Episodes that are triggering the danger of a real civil war. The DHKP-C claimed the shots against the US consulate that brings the terrorists of the Revolutionary Front for the Liberation of the People, and PKK, the Kurdistan Workers Party of Ocalan, was responsible for the two attacks in the south-east . The reasons that led Erdogan to attack the Kurds, causing their reaction, is to be found in the victory of the Kurdish minority in the last election.

The entry of HDP into Parliament has removed the AKP, the Party for Justice and Development which belongs to Erdogan, that had held absolute majority for 13 years. After the attacks of August 10, Erdogan is supporting the need to go to early elections and get back to the majority denied last June. The attacks claimed by DHKP-C and PKK will cause a loss of votes in the Kurdish party of Hdp at they will be used at his advantage. If it is not possible now to talk about a probable alliance between the guerrillas of the Kurdistan Workers Party (PKK), and the terrorists of the Revolutionary People’s Liberation Front (DHKP-C), however, it is certain that the Kurds are increasingly unwilling to accept the requests of the leader of the PKK, Abdullah Ocalan, in 2006.

From the prison of Imral he asked his fighters to seek dialogue with the Turkish government to reach a cease-fire. If the risk, in Turkey, is to come to a war against the Kurds, the chances that serious internal unrest will happen in the autonomous region of Iraqi Kurdistan are just as real . Days ago, the President of the KRG, Massoud Barzani organized a military parade in Erbil. A clear message designed to get to what he has been asking for a long time, that Is a new confirmation of his role. According to the internal laws to KRG, the presidential term of four years is extendable just for only one renewal. Then, the President decades automatically. Barzani has already achieved a two-year extension that will run out on the next August 19. However, he does not intend to give up his role. The first elections in the KRG took place in 1992. Neither political parties PUK and PKK, represented by Jalal Talabani and Masoud Barzani reached a majority and an agreement. Those conditions caused the dreadful civil war that has killed more than 3,000 civilians. When the civil war ended in 2005, Talabani became the Iraqi President and Barzani the KRG’s President.

The power of the Kurdistan Regional Presidency was stronger than the one of the Parliament and the Kurdistan Regional Government (KRG), to counterbalance the Iraqi presidency. For the KRG, the presidency was a new institution with unlimited powers. The result is that corruption has grown exponentially, national resources have been squandered, private militias and intelligence services are increasingly loyal to their parties as opposed to the country, and there is ever-growing social inequality. The country is bankrupt and most people are struggling to make ends meet, while 10,000 millionaires and 15 billionaires have emerged in a short period of time. Society is polarized between lackeys who live on political parties’ handouts and good honest citizens who have to wait for wages that are three months behind. In fact the system is almost near a dictatorial regime than a Presidential one. It’s true that is a well-established Middle-Eastern-Fact that the presidential system only breeds dictators and corrupt leaders.

In 2013, when Barzani’s term was extended, the political system became an absolute presidency according to legistlation and the chances required by Barzani, to get the president’s powers greater than those of any other president in the region. Just to have an idea, here’s a few of the KR President’s powers: highest executive power in KR, chief of General Staff, power to dissolve Parliament, can announce a State of Emergency [without parliament’s consent], power to appoint KR’s Constitutional Court members and members of the Judges Assembly, power to control KR’s Security Council and KR’s Intelligence services and most importantly of all, the power to approve or reject legislation passed by parliament.

The oppositions tried to make alliance to oppose Barzani but every attempt has been unconclusive. When the war against IS began, only the attack to Shingal and the following capture of a 1,000 women and children made Barzani act. Before that violences Barzani was refusing to engage in the conflict. Nowadays even the war hasn’t motivated Barzani to get his act together with Yazidis and unite the Peshmerga into a strong national army. There can only be two explanations for the multidimensional crisis Barzani has dragged the nation into: either he is too weak to accept responsibility and tackle these matters head on or else he is directly involved in the wrongdoing and exploitation of national resources.

What could happen is Barzani left? The response is not easy at the moment. Now, KRG is governed from the two-party coalition of the Kurdistan Democratic Party and Patriotic Union of Kurdistan (Kurdistan List). At the opposition we found four parties, PUK, Gorran, KIU and KIG that might accept another KDP candidate o tolerate another term for Barzani only if KDP accepts constitutional amendments to establish a full parliamentary system and limit the powers of the president.
But at the moment KDP has not an influential leader who can be accepted by both of the main wings of their party. The PUK seems to have given up on the position since they already have Iraq’s presidency. Gorran also hasn’t declared any interest in the presidency. Just one thing is certain. If the parties do not reach a consensus in the next few months, KR will face a political crisis which could potentially lead to civil unrest.

La Difesa italiana nel contesto globale

Intensificare lo sforzo della Difesa italiana per mantenere stabilità nelle aree di crisi, facendo i conti con i nuovi tagli imposti al settore e massimizzando i benefit delle cooperazioni internazionali.

E’ questo il nuovo indirizzo della politica militare nazionale, inserita in un sistema di relazioni globali che da un lato garantiscono il supporto di sinergie operative e tecnologiche, dall’altro esigono risposte efficienti alle nuove sfide poste dal contesto geopolitico mondiale. Mentre l’America ci chiede formalmente di impegnarci ad arginare il problema dell’Ucraina e distendere i rapporti con la Russia, l’Europa ci affida un ruolo preponderante nella risoluzione della crisi mediterranea che la minaccia da vicino.

Ciò significa instaurare un dialogo “super partes” con i Paesi del medio oriente, rinsaldare i rapporti fondamentali con l’Egitto, appianare la questione libica, monitorare le rotte dei migranti e assumerci la responsabilità di stabilizzare l’intera area. Significa, soprattutto, acquisire una leadership che garantisca l’efficacia di strumenti collettivi quali l’Unione Europea e l’Alleanza atlantica per il rafforzamento della Politica Comune di Sicurezza e Difesa, promuovere la condivisione delle risorse tra i Paesi membri, anche in termini di misure fiscali che favoriscano incentivi al comparto militare.

Come da direttive del Libro Bianco presentato dal Ministro Pinotti, l’Italia punta a preferire le partnership multilaterali a quelle bilaterali, in assoluta controtendenza rispetto al passato, allo scopo di valorizzare il legame transatlantico alla luce dell’intesa tra la dimensione europea della Difesa e la NATO. Individuate quindi nelle regioni euro-atlantica e mediterranea le aree d’intervento prioritarie su cui concentrare gli sforzi, la presenza dei nostri militari impegnati in operazioni marginali è stata considerevolmente ridotta.

Delle oltre trenta missioni sparse in tutti i continenti, dunque, ne restano attive ventiquattro, in ambito ONU, NATO e UE. Tra queste, strategiche le missioni UNIFIL e MIBIL in Libano, volte a supportare la popolazione e le condizioni socio-economiche del Paese a seguito del conflitto siriano; la Risolute Support in Afghanistan, successiva ad ISAF e incentrata sull’addestramento delle milizie afghane; la KFOR in Kosovo, che garantisce il supporto alle organizzazioni umanitarie per l’assistenza ai profughi; le missioni European Union Training Mission in Mali, contro i gruppi terroristici locali, e in Somalia, dove l’Italia partecipa alla strategia europea per la sicurezza nel Corno d’Africa; l’operazione Prima Parthica in Iraq, di contrasto all’Isis, e infine la MIL in Libia, successiva alla guerra civile scaturita dalla caduta di Gheddafi.

Italian Defense in the global context

The Italian Defense increases efforts to maintain stability in crisis areas, by coming to terms with the new cuts imposed on the industry and maximizing international cooperation’s benefits.

This is the new orientation of the national military policy, inserted into a global relationship system, that on the one hand guarantees the support of operational and technological synergies, on the other hand requires efficient answers to the new challenges posed by the global geopolitical context.

While America formally asks us to confirm the commitment to contain the problem of Ukraine and to calm the relation with Russia, Europe entrusts us a leading role in resolving the crisis that closely threatens Mediterranean. This means that we must establish an “impartial” dialogue with Middle East countries, reinforce the basic relations with Egypt, resolve the Libyan issue, monitor the migration routes and take responsibility for the stability of the whole area. In this perspective, Italy must be a leader in ensuring the effectiveness of collective instruments such as the European Union and the Atlantic Alliance for the strengthening of the EU Common Security and Defence, promoting the sharing of resources between countries’ members, also in terms of fiscal incentives for military sector. According to the White Defense Paper’s directives, presented by the Minister Pinotti, Italy aims to prefer the multilateral partnerships to the bilateral ones, contrary to the past, in order to enhance the transatlantic bond thanks to the agreement between the European dimension of Defense and NATO.

After defining the euro-Atlantic and Mediterranean regions as priority areas of intervention, the presence of our soldiers in marginal operations has been considerably reduced. Of the more than thirty missions spread across all continents, therefore, remain in operational twenty-four, in the ONU, NATO and EU settings. Among these, strategic missions are MIBIL UNIFIL in Lebanon, intended to support the population and the country’s structure after the Syrian conflict; the Resolute Support in Afghanistan, consecutive to ISAF and focused on training Afghan militias; KFOR in Kosovo, which provides support to humanitarian organizations assisting refugees; the two European Union Training Missions in Mali, against local terrorist groups, and in Somalia, where Italy participates in the European strategy for the Horn of Africa security; the “Prima Parthica” operation in Iraq, in contrast to the ISIS, and finally the MIL operation in Libya, started after the civil war resulted in the fall of Gheddafi.

Egitto, leggi antiterrorismo: un nuovo “Inverno Arabo”?

Pena di morte per chi prende parte alla Jihad attraverso cellule organizzate. I giornalisti non possono dare informazioni diverse da quelle del governo. La presidenza al Sisi segna il ritorno al nazionalismo e alla repressione contro gli oppositori al regime. Ma questo pugno di ferro ha finora portato all’effetto opposto: il numero degli attentati nel Paese è aumentato in modo esponenziale negli ultimi due anni.

Sì alla legislazione antiterrorismo. La linea dura del presidente egiziano al Sisi passa. All’interno dei 54 provvedimenti varati, spuntano la pena di morte per chi fonda o finanzia una cellula terroristica. Pugno di ferro anche contro i giornalisti, per cui sono previste multe da 23 mila a 58 mila euro per notizie false o informazioni diverse da quelle del governo in materia di terrorismo.

Se di fronte al mondo l’Egitto vuole dimostrare di essere tornato il primo interlocutore nei rapporti politici e commerciali, vedi l’allargamento del Canale di Suez, dall’altra il mostrarsi stabili agli occhi della comunità internazionale porta ad un clima di repressione interna non solo contro i jihadisti, ma anche contro gli oppositori politici, vedi i Fratelli Musulmani, e la carta stampata.

Una repressione iniziata nel giugno 2014, data d’insediamento dell’attuale presidente al Sisi. E proseguita con la continua ricerca dell’annientamento dei protagonisti della Primavera Araba. Molti avversari politici, considerati non terroristi durante il regime di Mubarak, adesso sono considerati criminali. L’esempio più fulgido è la condanna a morte dell’ex presidente Morsi, della guida suprema Badie e dei leader dei Fratelli Musulmani, su cui i legali d’ufficio hanno presentato ricorso il 16 agosto.

Questo tentativo di stabilizzare il Paese, strizzando l’occhio all’Occidente in vista di un possibile intervento delle Nazioni Unite e dell’Italia in Libia, porta con sé una regressione sul piano dei diritti fondamentali. Un atteggiamento bollato, da alcuni osservatori, come ancor più illiberale e militarista rispetto al regime di Mubarak.

Non solo. Tale lotta al terrorismo non sembra portare, nei numeri, un riscontro reale. Anzi, sembra controproducente. Come riportato dal Brookings Institution, i dati pubblicati in agosto dallo Egypt Center for Economic and Social Rights ci dicono che gli attacchi terroristici in Egitto sono aumentati in maniera esponenziale: dal 2011 a giugno 2013 sono stati 78; dal luglio 2013 fino al maggio 2014, 1223.. Dati chiari, ancora più inquietanti se rapportati alle decina di migliaia di arresti per motivi politici, agli almeno 300 scomparsi, agli omicidi di cariche istituzionali e al precipitare della situazione nel Sinai.

Una politica inconcludente e controproducente che, come sottolinea il Brookings Institute, potrebbe essere un regalo, in termini politici e propagandistici, allo Stato Islamico.

Egypt, anti-terrorism laws: new “Arab Winter”?

Death penalty for those who take part in the Jihadist groups. Journalists mustn’t contradict official accounts. Al Sisi mandate marks return to nationalism and repression against opponents. But this policy is counterproductive: attacks in the country has exponentially increased since 2013.

Yes to anti-terrorism legislation. The hard line of the Egyptian president to Sisi has gone on. Within the 54 measures passed, the most crucial are death penalty for those who founds or finances a terrorist group. And fines from 23,000 to 58,000 Euros to journalists who write wrong informations or different knowledge from government statements.

If Egypt wants to be back first partner in the political and trade relations with International Community, like about Suez Canal expansion, on the other hand al Sisi wants to show internal stability and capability to fight internal Jihadists group. This mood is bringing a hard repression not only against Islamists, but also against also political opponents and Egyptian press.

A crackdown began in June 2014, when current president al Sisi started his political mandate, and continued with Arab Springs protagonist repression. Many political opponents, not considered terrorists during Mubarak regime, are now considered criminals. As the death sentence to former President Morsi, to supreme leader Badie and leaders of the Muslim Brotherhood, of which the legal office filed an appeal on August 16.

This attempt to stabilize the country, with an eye to the West in view of a possible intervention of the United Nations and Italy in Libya, brings a regression in terms of fundamental rights. An attitude branded by some observers as illiberal and even more militaristic than the Mubarak regime. This political behaviour wants to give West the eye, especially if United Nations and Italy will intervene in Libya. However, many international observers have talked about a harder repression than during Mubarak regime.

But it’s not enough. This fight against terrorism is counterproductive. As reported by the Brookings Institution, data published in August by Egypt Center for Economic and Social Rights tell us that the terrorist attacks in Egypt have increased exponentially: from 2011 to June 2013 were 78; from July 2013 until May 2014, 1223 . And with tens of thousands of arrests for political reasons, at least 300 disappeared, murders of institutional positions and deterioration in Sinai, the issue is clear.

An ineffective and counterproductive policy which, as underlined by the Brookings Institute, could be a gift, from political and public points of view, Islamic State.

Libia: pronto il piano d’intervento

Appello dei governi di Italia, Germania, Gran Bretagna, Francia, Spagna e Stati Uniti dopo le stragi di Sirte per mano dei miliziani. In attesa dell’auspicata adesione di Tripoli al governo di unità nazionale, emergono alcuni dettagli sul piano d’azione a guida italiana in Libia: costruzione e protezione delle infrastrutture, missione di peace-keeping dei caschi blu, addestramento delle truppe regolari.

Oltre 200 morti e almeno 500 feriti a seguito degli scontri avvenuti nell’ultima settimana a Sirte. Il susseguirsi delle stragi per mano dei miliziani affiliati all’Isis ha lasciato dietro di sé una scia di sangue e orrore. Crimini, come la crocifissione di 12 miliziani salafiti o i 22 pazienti di un ospedale morti a seguito di un incendio appiccato dai jihadisti, che hanno fatto gridare al “genocidio” il governo di Tobruk.

“Siamo profondamente preoccupati dalle notizie che parlano di bombardamenti indiscriminati su quartieri della città densamente popolati e atti di violenza commessi al fine di terrorizzare gli abitanti – afferma il comunicato congiunto dei governi di Italia, Germania, Gran Bretagna, Francia, Spagna e Stati Uniti -. Facciamo appello a tutte le fazioni libiche che desiderano un Paese unificato e in pace affinché uniscano le proprie forze per combattere la minaccia posta da gruppi terroristici transnazionali che sfruttano la Libia per i loro scopi”, conclude la nota.

La necessità del governo di unità nazionale, auspicata dalla comunità internazionale, è quanto mai di attualità. Le Nazioni Unite attendono con ansia la decisione di Tripoli, dopo l’accordo tra le restanti fazioni del Paese. C’è un piano da attuare per frenare l’avanzata dell’Isis in Libia.

Già da mesi, si mormora di un intervento militare a guida italiana e sotto l’egida dell’Onu. Un piano d’azione già redatto dalla Farnesina e su cui sta lavorando alacremente lo stesso Bernardino Leon, ancora più indispensabile dopo la conquista di Sirte, le stragi a ripetizione e l’emergenza migratoria.

Come emerso nelle ultime ore, questo piano d’azione riguarda la fase successiva alla costituzione del governo di unità nazionale. In primis, tale esecutivo dovrebbe fare richiesta ufficiale di aiuti internazionale. Così, potrebbe scaturire il sostegno finanziario, ma soprattutto militare, indispensabile per stabilizzare la Libia e contrastare lo Stato Islamico.

Oltre che ai sussidi per la costruzione di infrastrutture come strade e aeroporti, oltre alla protezione degli impianti petroliferi e gasiferi, il clou di questo piano sarebbe l’intervento sul campo dei caschi blu Onu come forza di peace-keeping e l’addestramento delle truppe dell’esercito regolare libico.

L’abbattimento dei flussi migratori verso Italia e Grecia e la sconfitta dell’Isis passano, perciò, attraverso una stabilizzazione istituzionale, politica ed economica della Libia, come spiegato dal ministro degli Affari Esteri Paolo Gentiloni: “L’accordo per un governo nazionale in Libia resta la sola possibilità affinché con il supporto della comunità internazionale si possa far fronte alla violenza estremista e al peggioramento quotidiano della situazione umanitaria ed economica del Paese”. Tripoli, dunque, deve sbrigarsi. Il tempo, oramai, stringe.

Libya: action plan is ready

The governments of Italy, Germany, Britain, France, Spain and the United States have appealed against Isis attacks in Sirte. Waiting for Tripoli choice, new action plan, led by Italy and under the aegis of Un aegis, has come to light: infrastructure protection and building, UN peacekeepers, training of army.

Over 200 dead and at least 500 injured as a result of the clashes last week in Sirte. ISIS militants have left behind a trail of blood and horror. Crimes, like the crucifixion of 12 Salafist militants or 22 hospital patients died as a result of a fire set by jihadists, which branded as “genocide” by Tobruk government.

“We are deeply concerned by reports that speak of indiscriminate shelling of densely populated districts of the city and acts of violence in order to terrorize the people – governments of Italy, Germany, Britain, France, Spain and the United States in a unique statement said – . We appeal to all factions Libyan who want a unified country in peace and to join forces to combat the threat posed by transnational terrorist groups that exploit Libya for their own purposes, “.

The need for national unity government, called by the International Community, is extremely topical. The United Nations eagerly awaiting the decision of Tripoli, after agreement between the other factions. There is a plan to be implemented to halt the advance of the Isis in Libya.

There are rumors of a military intervention led by Italy and under the aegis of United Nations since a few months. An action plan already drawn up by Italian Foreign Ministry Paolo Gentiloni, to which ambassador Bernardino Leon is working hard, especially after the capture of Sirte, the massacres and the migration emergency.

As revealed in the last hour, this action plan concerns next stage after national unity government constitution. First, the executive should make an official request for international aid. So, it could lead to the financial and military support to stabilize Libya and fight the Islamic State.

As well as subsidies for infrastructures like roads and airports, and security of oil and gas installations, the topic would be Un peacekeepers intervention and the training of Libyan army.

Institutional, political and economical stabilization of Libya are necessary for immigration drop to Italy and Greece and defeat of Isis, as explained by Italian Minister of Foreign Affairs Gentiloni: “Agreement for a national government Libya, with International Community support, remains the only possibility to fight extremist violence and the deterioration of the humanitarian and economical situation in the country. “Tripoli must hurry. Time goes faster.

Libia: tra il possibile accordo e l’emergenza migratoria senza fine

Come concordato in Svizzera, le parti cercheranno una soluzione politica di unità nazionale entro settembre. Giallo sulle dimissione del premier al Thinni. Continua l’emergenza migratoria: per Oim, il Canale di Sicilia è la rotta migratoria più pericolosa nel Mediterraneo.

Riavvicinamento a Ginevra tra le diverse fazioni libiche, compreso il governo di Tripoli. Nella due giorni presieduta dal delegato Onu Bernardino Leon, le parti in causa si sono dette concordi nel trovare una soluzione politica di unità nazionale tra la fine di agosto e gli inizi di settembre. Manca ancora l’accordo ufficiale, dunque. Ma, dopo l’accordo di luglio raggiunto in Algeria, adesso anche il Congresso Nazionale Libico potrebbe fare la sua parte. Anche se lo scoglio più grande sarà trovare un punto d’incontro tra le milizie di Misurata e le truppe del generale Haftar.

Intanto, è giallo a Tobruk. Appena due giorni fa, infatti, il premier Abdullah al Thinni aveva annunciato le proprie dimissioni ad una tv libica. Ma, poche ore dopo, un portavoce dell’esecutivo ha smentito la notizia.

Non c’è, però, più tempo da perdere nelle trattative. Oltre alla lotta interna contro il Daesh, la rotta migratoria verso le coste italiane è rovente. Oltre 2000 sono stati gli arrivi tra Sicilia e Calabria negli ultimi tre giorni. Il 10 agosto scorso, la nave Fiorillo della Guardia Costiera è riuscita a salvare almeno 400 persone. Così come oltre 150 dalla nave Fenice della Marina Militare. O i 450 migranti giunti ad Augusta. E così come molti sono stati gli arresti di scafisti da parte delle autorità italiane. Le condizioni disumane e le morti in mare sono ormai una costante.

Numero dei morti che, appunto, si aggiorna rispetto agli oltre 2000 di inizio agosto, certificati dall’Oim. Rispetto alla rotta greca, “la maggior parte dei migranti ha perso la vita nel Canale di Sicilia, lungo la rotta centrale del Mediterraneo che collega la Libia all’Italia: è proprio in questo tratto di mare che le imbarcazioni usate dai trafficanti, in pessime condizioni già al momento di partire, rischiano di naufragare”, racconta l’Organizzazione Internazionale per le Migrazioni.

La rotta del Canale di Sicilia è “sproporzionatamente più pericolosa delle altre. Nonostante l’Italia e la Grecia siano entrambe interessate da flussi migratori molto significativi (rispettivamente circa 97.000 e 90.500), i tassi di mortalità sono molto diversi: sono stati circa 1.930 i migranti morti nel tentativo di arrivare in Italia, mentre sono stati circa 60 i migranti morti sulla rotta verso la Grecia”.

“Nonostante queste tragedie, l’OIM riconosce gli sforzi straordinari delle forze navali presenti nel Mediterraneo, che continuano a salvare vite umane ogni giorno. Il numero di decessi è diminuito in maniera significativa negli ultimi mesi e ciò è dovuto in gran parte al potenziamento dell’operazione Triton: il Mediterraneo è ora pattugliato da un maggior numero di imbarcazioni che si possono spingere fino a dove partono le richieste di soccorso”.
“Sono quasi 188.000 i migranti salvati nel Mediterraneo fino ad ora e l’OIM sostiene con forza il proseguimento di tali attività. L’Organizzazione ritiene che il numero di migranti in arrivo aumenterà nei prossimi mesi e che la soglia dei 200.000 sarà raggiunta molto presto”, conclude il comunicato di Oim.
